of the vehicle, drove into a yard and

Thursday that it had capped its
hemorrhaging well, at least temporarily, marking the first time in 86
days that oil was not gushing into the
Gulf of Mexico.

The second option seems unlikely,
but whatever the decision, the cap is
an interim measure until a relief well
can plug the leak for good.
“I am very excited that there’s no oil
in the Gulf of Mexico,” Wells said,
“but we just started the test and I
don’t want to create a false sense of
excitement.”
That was not much of a risk along
the Gulf Coast, where countless
livelihoods have been put in jeopardy
and fishermen frequently and
gloomily remark that Prince William
Sound has never been the same since

federal financial regulation approved by Congress on Thursday and now headed to President
Barack Obama’s desk reflects a renewed mistrust
of financial markets after decades in which
Washington stood back from Wall Street with
wide-eyed admiration.
The bill, heavily promoted by Obama and
congressional Democrats as a response to the
2008 financial crisis, cleared the Senate by a vote
of 60 to 39, largely along party lines, after weeks
