Officers
Leading local hunger-relief efforts since 1985, Alameda County Community Food Bank is
a solutions-oriented, high-touch organization serving 1 in 6 county residents.
We are the hub of a vast collection and distribution network that provides food through
275 food pantries, soup kitchens, child-care and senior centers, and other communitybased organizations throughout Alameda County — from Berkeley to Fremont, Oakland
to Livermore.
We serve 49,000 people each week, two-thirds of whom are children and seniors.
In FY12, the Food Bank distributed 23.2 million pounds of food — 53% of it fresh fruits
and vegetables. We purchase more than half of the food we distribute.
Alameda County Community Food Bank believes hunger is a solvable problem; therefore
we focus on building long-term solutions to end the cycle of hunger in Alameda County.
Our approach includes:
- One of California’s busiest emergency food helplines, which refers 3,300 households to food distribution sites each month;
- A multilingual CalFresh (food stamp) outreach program that serves as the blueprint for similar programs across the nation;
- Nutrition education programs which educate and empower clients;

Our multilingual Emergency Food Helpline
is one of California’s most efficient — and
busiest — food referral systems. Callers are
referred to a same-day supply of food or hot
meal in their neighborhood.

Volunteers are crucial to our hunger-relief and advocacy efforts. In FY12, 9,782
volunteers contributed 66,042 hours – a 14.5% increase over FY11. Total volunteer
hours contributed equate to the time of 34 full-time employees. Volunteers assist with
food sorting, special events, office tasks, operating our Emergency Food Helpline and
working with advocacy staff to shape laws that assist low-income people.
INNOVATION IN FOOD DISTRIBUTION
Mobile Pantry: A different kind of food truck
A weekly trip to the neighborhood grocery store is a part of our everyday lives. Make a
list, grab a cart, and know that everything you need — a loaf of bread or a bag of apples
— will be available at a store in your neighborhood.
But for thousands of people in Alameda County fresh, healthy food may be a lot harder
to find.
That’s where our new Mobile Pantry program comes in.
In Alameda County, 85 percent of all food outlets are fast food chains, corner stores and
liquor stores. Some neighborhoods —“food deserts” — don’t have grocery stores or
other outlets for fresh, healthy food. So, we bring that food to them.
This program launched at two locations during FY12, including one in cooperation with
Target’s Meals for Minds initiative. Families left each pantry with bags of nutritious food
— weighing as much as 25 pounds — free of charge.
In total, Food Bank Mobile Pantries distributed 85,040 pounds of food in FY12,
serving an average of 400 households monthly.
Children’s BackPack Program
The Children’s BackPack program is a key element of our
efforts to combat child hunger. It bridges the weekend food
gap for children who rely on school meals, ensuring they are
better prepared to learn come Monday mornings.
In FY12 — the program’s 6th year — we delivered 34,310
bags of food to 24 schools across the county. Each bag,
delivered every other week to up to 2,000 children, contains
nutritious, easy-to-prepare items like peanut butter, tuna,
cereal and farm-fresh produce.
INNOVATION IN FOOD DISTRIBUTION
Client Choice: Making healthy choices accessible to all
Peanut butter? Check. Bok choy, quinoa and tomatillos? Check, check …
and check.
That may not look like your shopping list, but it could be your neighbor’s.
And given that the Food Bank serves every neighborhood of Alameda
County, your neighbor could be “shopping” at a food pantry, rather than a
grocery store.
As demand for food assistance has escalated, so have the diverse needs of
our clients: vegetarian, kosher, or gluten-free, to name a few. Diets affect
everyone’s food choices — but they don’t change the fact that access to
healthy food is a basic right.
While pre-packed bags of healthy staple items are still commonplace, new
distribution methods are emerging that offer clients the selection of the foods
they want and need. Rather than the traditional one-size-fits-all approach,
Client Choice pantries give people the power to select the food they will use.
The results: happier clients, and virtually no waste.
One Food Bank goal is to help our agency partners find the best ways to serve
more clients. In FY12, we began a concerted effort to promote Client Choice
and provide resources, guidance and support to agencies adopting this
distribution method — increasing the number of client choice pantries by
nearly 40 percent.

LEVERAGING PUBLIC PARTNERsHIPS
Free Summer Lunch: Enriching children’s health … and minds
In FY12, the Food Bank deepened our summer meal program partnership with the City
of Oakland and Oakland Unified School District by piloting an expansion into Oakland
Public Libraries.
A vision originally shared by a Food Bank volunteer and retired educator, the idea was
to take advantage of children’s access to libraries during the summer to promote both
educational and nutritional enrichment.
Despite a budget deficit that threatened to close library branches for the summer,
5 of 14 Oakland library branches participated, serving 150 total children each
weekday during the summer. Additionally, libraries—originally threatened with
closure—experienced an increase in memberships and summer use.
CalFresh Outreach
Alameda County Community Food Bank helps thousands
stretch their food budgets — and drives millions of dollars
of federal funding into California’s economy each year —
through our CalFresh (Food Stamp) Outreach program.
In FY12, our nine outreach staff helped 7,281 households
apply for CalFresh through the CalFresh Hotline, 196
enrollment clinics, on-site enrollment, and 192 presentations.
Applications facilitated by our team were approved up
to 80% of the time, compared to a 68% approval rate
countywide.
a FORCEFUL VOICE
Advocacy: Victories in Sacramento!
Our forceful advocacy efforts provide a voice for thousands of Alameda County residents
struggling with the burden of hunger – a voice heard in city halls, county government,
Sacramento and Washington, D.C.
FY12 was a banner year for our advocacy team and the grassroots Community Advocates Against
Hunger, as Gov. Jerry Brown signed every food-security bill that crossed his desk, including
bills our advocates had worked on for a decade.
The bills we celebrated in FY12 included:
»» Assembly Bill 6 ends fingerprinting and lowers other barriers to CalFresh participation.
»» AB 69 allows county agencies to share information, helping seniors enroll in CalFresh.
»» AB 152 provides tax credits to California growers who donate to food banks.

It is estimated that $200 million in additional economic activity could be generated in Alameda

– and millions of dollars of vital stimulus to our economy.

Note 2: The organization recognizes donated and USDA commodities as a contribution and resulting inventory. Inventory is expensed when food is distributed. The decrease in net assets is due to a planned decrease in USDA inventory. The Food
Bank received additional USDA commodities at the end of fiscal year 2011 which were distributed in fiscal year 2012.
