Early Educator Certification (EEC)
The Next Step in Professionalizing the Field
Become part of the growing professional certification system. EEC is open to all NC Early Educators working directly with,
working on the behalf of, or intending to work with children ages birth to twelve!
The comprehensive application may be used by all of us….faculty, professional development providers & coordinators,
teachers, consultants, trainers, assistants, Smart Start & Child Care Resource & Referral Executive Directors, staff of state
early childhood agencies and programs, early childhood associations members and staff and more!
What is EEC? EEC is North Carolina’s certification system for Early Educators. EEC is an acknowledgement of an
individual’s verified level of educational achievement, based on a standardized scale. Education is the basis for EEC.
Education is coursework taken at a regionally accredited college or university. All public community colleges and
universities in North Carolina are regionally accredited. EEC does not replace teacher licensure and is designed to
complement that process.
How much does it cost?
EEC is a self-supporting system, which has been created with funding from private and public sources with a goal of being
funded primarily by individual fees when fully implemented. EEC fees are aligned with charges required by similar NC
professions. The cost for an initial review is $50. The fee for EEC recertification is $25, if completed prior to the issued
expiration date.
How do you apply?
Complete and sign your application.
Attach all official transcripts (for degrees and individual courses) to your application.
Attach a check or money order
Make a copy of all materials for your files.
Mail to: NC Institute for Early Childhood Professional Development
PO Box 959
Chapel Hill, NC 27514
A sealed certificate and an individual card will be mailed to you noting your official EEC level.

Workshop Registration and Payment





In order to secure a space in the workshop(s) for which you have registered, the workshop registration
form and any required fee(s) must be paid in advance and received at the Albemarle Alliance for
Children and Families Office no later than 3 days prior to the training date.
Workshop registration forms received by fax will NOT secure or reserve a space.
There is a limit of eight participants per center/facility for each training and may be further restricted if
the need arises in any of the Albemarle Alliance for Children and Families workshops.
The fee for a duplicate certificate will be $5.00. We keep training information on file for 3 years.
You may register for any of the workshops by mail or coming to our office. The address for our office at
the Edgewood Center is:
Albemarle Alliance for Children and Families
Attn: Trainings
1403 Parkview Drive
Elizabeth City, NC 27909

When registering by mail, please complete the registration form below. Enclose the payment for the
required fee(s) and send to the address above.

Register early. Some workshops fill up quickly. If the workshop you are interested in is full, your name
may be added to a waiting list in case there is cancellation. After registering for a workshop, note the
information on your calendar. We do not call with reminders unless the location or the time of the
training has changed.

No payment will be accepted at the training event.
3
Cancellation Policy

If you register for a workshop, please plan to attend.

If you cannot attend, please call us to have your fee applied to another workshop of your choice. You
must call and cancel your attendance within two days of the training. Your fee credit must be used
within that particular training calendar period.

Registration fees are nonrefundable. Failure to cancel according to this policy will result in forfeiture
of your registration fee. Sometimes, a workshop may be cancelled. In that case, you will be notified if
you are a paid registrant.
Attendance
 Only registered participants may attend trainings.

NEW POLICY – All attendees must present photo ID.

If you attend a workshop that you have not registered for and/or have not paid the required fee(s) to
attend, you will be asked to wait until all registered attendees arrive and check in. At that time, the
CCR&R Staff will determine if there is space available in this workshop.

If a fee is due and you are allowed to attend, no certificate of attendance will be given at this workshop.
The certificate of attendance will be mailed to you AFTER the required registration form and fee have
been received.

Please do not bring other people with you to the training if they have not registered.

Workshops are not an appropriate environment for children. Children will not be allowed to attend
workshops.

As cell phones are very distracting, please turn them off or put them on vibrate during the
workshop. If you must call someone or take a call, please leave the training.

Arrive on time! Out of respect for the presenter and others present, no one will be allowed to enter if
they are more than 15 minutes late. In addition, if you leave early you will not receive the training
credits for the workshop or a refund.

Participants are asked to be respectful of everyone in attendance. Please refrain from any behavior that
would be considered offensive. Should there be information that you disagree with, we ask that you
discuss this with the presenter in private.
Participants who do not follow the above guidelines will not be permitted to attend future workshops.
Thank you for your cooperation!

Albemarle Alliance for Children and Families Training Descriptions
American Heart Association Adult, Child, & Infant CPR & First Aid
The Heartsaver Pediatric First Aid/CPR AED Course teaches child care providers and
others to respond to and manage illnesses and injuries in an adult, child, or infant in the
first few minutes until professional help arrives.
Be prepared! Knowing what to do before, during and after an emergency is a critical part
of being prepared and may make all the difference when seconds count.
Note: Participants must attend part 1 and 2 with completed assignment to get training
certificate.
Anxiety in Young Children
Many anxieties and fears are normal. Anxiety is defined as apprehension without
apparent cause. It usually occurs when there’s no immediate threat to a person’s safety or
wellbeing, and the threat feels real.
The Environmental Rating Scales ECERS
The Environmental Rating Scales measure interactions that occur in a classroom between
staff and children, staff, parents, and children among themselves.
The rating scales define the environment in a broad sense and guide the observer to
assess the arrangement of space both indoors and outdoors with materials offered in
children’s activities.
Beyond Band-Aids
This training is designed to be a guide to the protection of children and educators in early
education settings.
The Environmental Rating Scales-ECERS-R
This session provides information about basic terms and definitions of the ECERS-R as
well as reminders about the lowest scoring items and indicators.
Boys Will Be Boys: So Why Do We Teach Them Like Girls?
Did you know that preschool boys are expelled at a rate more than three times that of
older peers who are in k-12th grade? And minority boys are twice as likely to be
excluded? This training focuses on understanding the reasons why boys are at such a
great risk for expulsion and how programs can best respond to these disparities.
The Environmental Rating Scales ITERS-R:
This session provides information about basic terms and definitions of the ITERS-R as
well as reminders about the lowest scoring items and indicators.
BSAC
BSAC (Basic School-Age Care) is a 5-hour introductory level training event for school age
care professionals that are new to the field. The training includes the following
modules:1)Health, Safety, & Nutrition;2)Environmental Design;3)Child/Youth
Development;4)Developmentally Appropriate Activities;5)Guiding Child Behavior; and
6)Quality School Age Care. The NC Division of Child Development requires this training
for school age care professionals working, in licensed programs.
ITS-SIDS (Infant/Toddler Safe Sleep & SIDS Risk Reduction in Child Care Training)

is required every three years and within four months of hire for staff and volunteers, and
family childcare homes providers licensed to care for infants
Medication Administration
All facility staff may be trained to accurately administer
Preventative medication to children in need and emergencies. Staff will learn the 5.
Rights” of medication administration: • Right Person• Right Medication• Right Dose
• Right Time• Right Route.
Child/Staff Interactions
Young children often depend on adults to meet the many needs they have for protection,
learning and positive relationships. This workshop will help participants learn how
important interaction between staff and children affects children’s behavior.
New Provider Orientation
Overview of the requirements for starting a family child care facility. Participants will
receive helpful information on running a family child care business and preparing their
home for the initial licensing visit.
(Note: If you currently work for a center, no credit will be given for this class until you are
licensed as a family child care)
Choosing and Using an Approved Curriculum
This five hour course will provide participants working in early care and education
settings with guidelines for selecting and planning to implement a North Carolina
approved curriculum for children birth to five.
Pediatric Asthma Control & Prevention
By working together, parents and their child’s doctor/nurse can design and follow a stepby-step plan for living with asthma and preventing attacks.
Emergency Preparedness and Response (EPR) in Child Care Training
Session 1 & 2
The new Emergency Preparedness and Response (EPR) in Child Care Training gives early
educators information and tools to prepare for many types of emergencies. The EPR in
Child Care Training addresses new NC Child Care Rules on emergency preparedness,
current best practice recommendations, and guidance on completing the online EPR Plan.
The EPR Plan template is found on the North Carolina Emergency Management website.
The training is presented in two 2-hour sessions and includes a one-hour site assignment.
NC Child Care Rules 10A NCAC 09 .0607(b) and 10A NCAC 09 .1705(b)(6) require that a
designated individual from all licensed centers and family child care homes complete the
training and submit a facility EPR Plan.
P-CAN

Together Is Better
The “Together is Better” workshop is a starting point for early childhood professionals,
parents and school volunteers to meet the developmental needs of all children.
Participation happens when a child successfully engages in a routine or activity with only
the amount of adult support as needed by most children. Environmental practices impact
child participation indirectly by modifying or adapting the structural environment. Let’s
discuss the foundations of environmental practices in inclusion and how to make them
work for all children.
Seeds of Discipline
One of the Supervision Series trainings that reviews appropriate discipline.
Spice Up Your Health

If your payment is received after a workshop is closed, or if a workshop is cancelled, you will be notified. 
In consideration of presenters and participants, please arrive early enough to begin the workshop on time. You will not
receive full credit if you arrive more than 15 minutes after the workshop has begun. 
Training credit can only be issued for completed workshops. If you choose to leave a workshop early, no credits can be
issued. 
Children do not belong at workshops. We strongly suggest that you make arrangements so you, other participants and

time. (Bringing children should be a last resort, and if disruptive, you may be asked to leave). 
If you register for FREE workshops, please plan to attend or cancel at least 2 days prior. This will prevent us from making extra

If you cannot attend a pre-paid workshop, please call us to have your fee applied to another workshop of your choice. You
must call and cancel your attendance within two days of the training. Refunds will not be issued. 

teachers and children are higher. Play is disappearing. Forty years of research says play equals
learning. In this session, we will PLAY as we discuss the importance of play for all children, how
play can serve as an intervention for children with challenging behavior, Dr. Stanley Greenspan’s
Floortime concept, how play meets developmentally appropriate learning goals, and creative ways
teachers can explain the importance of play to parents.
American Heart Association CPR and First Aid for adults, children and infants.
Class will be taught through lecture, discussion, video, and skills practice. Certification cards will be
given to participants successfully passing written tests and skills demonstration.
Introduction to Cultural Competence: Awareness
Children from diverse backgrounds need to be in early learning environments that provide
experiences that reflect their cultural backgrounds, which include family values and learning styles.
This course is a beginning step to increasing awareness and understanding of culture and cultural
competence. It focuses on defining culture, cultural conditioning and culturally responsive teaching
and the role of engaging families. It is designed to be interactive and self-reflective. This course
requires 1 hour of pre-coursework to be completed prior to participation. Must pre-register no
later than Wednesday, June 14th.
Recertification Class - American Heart Association Adult, Child, & Infant CPR and First Aid
You must have valid certification within the month of recertification. CPR and First Aid for adults,
children and infants will be reviewed. Certification cards will be sent to participants successfully
passing written tests and skills demonstration.
Grief and Loss in Young Children: Helping Young Children Cope
Death and loss is a part of life that affects young children. The emotional pain of a child who has lost
a loved one makes it tempting to avoid the subject or to try to distract the child. When a loss is not
addressed appropriately by adults it may leave the child feeling confused or promote a feeling of
distrust. While we would all like to shield children from grief, the reality is that they will all
experience it at one time or another. This session will define most common times of grief and loss
for young children, identify stages of grief, discover ways young children react behaviorally to grief
and loss, and determine ways to support children through this process.
Leadership & Administration for Success in Early Childhood Programs: Introduction to
Leadership - Building Your Leadership Skills Module 1 – Parts 1 & 2
Participants of Module 1 will: 1) define what leadership is and identify leadership strengths and
needs for specific situations.
2) build knowledge and skills in a way that leverages their strengths and helps them improve on self
-identified areas of need.
This is the first of 3 learning modules divided into six, 2.5 hour sessions. It is being offered as part of
the Dare County Center Directors’ Forum. Modules 2 & 3 will be included in the 2017/2018 training
calendar. Directors from other counties are welcome.
ITS-SIDS
Learn how to provide a safe sleep environment for infants in a childcare setting. Training is required
every three years and within four months of hire for staff and volunteers, and family childcare
homes providers licensed to care for infants.
Emergency Preparedness and Response in Child Care Training
Emergency preparedness and response (EPR) rules went into effect July 1, 2015. The rules are
designed to assist licensed child care programs to be adequately prepared to respond to the needs
of children and others in the event of disasters and emergencies. Participants will learn more about
the rules and the required emergency preparedness and response plan.
Playground Safety
Playground Safety Training addresses playground safety hazards, supervision, and general upkeep
of the outdoor area. It is required for all licensed child care centers, but has very helpful and
important information for family child care home providers as well.
Preventing Challenging Behaviors: An Ounce of Prevention is Worth a Pound of Cure!
The environment a teacher creates, paired with her knowledge of the children in her care, can
prevent many challenging behaviors in young children. Teachers who create positive social
environments find that children more easily develop the social-emotional skills they need to
succeed. This session focuses on modifications teachers can make in six key areas of the
environment that will prevent and reduce conflict that leads to challenging behaviors.
PLAY!!! An Intervention for Challenging Behavior
Challenging behaviors come in many different formats and many different levels of intensity in
preschool children. A significant percentage of teachers report more challenging behaviors in their
classroom and frustration in their knowledge and ability to work with these children. At the same
time, skills once expected in kindergarten are being pushed down into preschool, so demands on

Below you will find a few friendly reminders for registration and attendance to workshops offered by Hertford-Northampton Smart Start Partnership.

Please be advised that the registration process has changed. Phone registrations are not allowed. In order to secure a space in the workshop(s), in which you have
registered, the workshop registration form and any required fee(s) must be paid in advance and received at the office no later than 3 days prior to the training
date. Please submit fees and registration forms for CEUS no later than one week prior to the training date.

You may register for any of the workshops by mail or coming to our office. The address for our office is:
711 East Vance Street
Murfreesboro, NC 27855

When registering by mail, please complete the registration form indicating the workshop(s) you are planning to attend, enclose the payment for the required fee(s)
and send to the address above.

Please register early. Some workshops fill up quickly. After registering for a workshop, note the information on the training calendar. We do not call with
reminders unless the location or the time of the training has changed.

No payment will be accepted at the training event.

Many of our Smart Start Contractors require that we have a minimum and maximum quota of participants in order to effectively teach their class. If you register
for a class, please plan to attend. We could possibly lose future contracts for lack of attendance. When this happens, it takes away the luxury of having local
trainings at an affordable price.

Arrive on time! Out of respect for the presenter and others present, no one will be allowed to enter more than 15 minutes late. In addition, if you leave early, you
will not receive the training credits for the workshop.

The fee for a duplicate certificate will be $5.00. We keep training information on file for three years.

Please note the registration information on your calendar. We do not call with reminders unless the location or the time of the training has changed.

If you cannot attend a training, please call us to have your fee applied to another workshop of your choice. You must call and cancel your attendance within three
days of the training. Your fee credit must be used within that particular training calendar period. No refunds are issued.

Registration fees are nonrefundable. Failure to cancel according to this policy will result in forfeiture of your registration fee. Sometimes, a workshop may be
cancelled. In that case, you will be notified if you are a paid registrant.

Participants will learn how to perform CPR/First Aid. They will learn the rules and regulations for
administering both. Participants taking this training for the first time should inform the trainer
during registration.
Shaken Baby Syndrome
The bodies of infants and toddlers are very fragile. Many times children are hurt without any
indications or signs on the outside. Babies often die at the hands of someone close to them or
providing care for them during a given period of time. Shaken Baby Syndrome training provides
participants with information on how to recognize the signs/symptoms of shaken baby syndrome.
They will also view first- hand the damage this can cause in the lives of our most precious treasures.
ITS SIDS-Sudden Infant Death Syndrome
Learn how to provide a safe sleep environment for infants in a child care setting. Training is
required every three years and within four months of hire for staff, volunteers, and family child care
home providers licensed to care for infants.
Interactions
This training will provide participants with techniques that will help teachers promote effective
interactions with children.
Beyond Bandaids
Beyond Bandaids utilizes the supervision series to teach providers about easy to follow guidelines
for handling injuries and illness and medication.
Get Ready, Get Set, Go
This DCD approved training will give clear, easy to follow guidelines for conducting safe field trips
and transportation plans for children. These guidelines will help prevent incidents that sometimes
lead to child care abuse and neglect. Participants will learn ways to decrease incidents by putting a
plan of action in place that will assure the safety of the children while being transported.
New Provider Orientation (Potential Providers Only)
Overview of the requirements for starting a family child care facility. Participants will receive a
licensing application packet and helpful information on preparing their home for the initial licensing
visit.
Choosing and Using An Approved Curriculum
This training will give an overview of info for the NC approved curriculum for those working in
early care and education settings with guidelines for choosing an approved curriculum for children
birth to age 5. The training will also provide info on formative assessment strategies with the
approved curriculum

This 5 hour course will provide participants with an introduction to Foundations, North Carolina’s
new Early Learning and Development expectations, how they are structured, and how to implement
them in early childhood settings.

play area. It is required for all licensed childcare centers, but includes very helpful information for
family childcare home providers as well.
Leadership and Administration for Success in Earl Childhood Programs: Introduction to
Leadership Building Your Leadership Skills
Participants will develop administration and leadership skills and knowledge within a culturally
sensitive and ethical framework.
Child Abuse and Neglect
Participants will learn procedures for recognizing and reporting child abuse and neglect for young
children. They will also learn how to identify the signs and symptoms of abuse and neglect.
Hands on Fire Safety
Fire extinguishers are only valuable safety devices when you know how to use them. This is why
taking training on the use of fire extinguishers, will provide information to help you learn about the
ABCs of fire extinguishers, and how to perform visual inspections and decide whether or not to
attempt to fight a fire.
How Are You? How Am I?
Most preschool teachers are diligent about introducing their students to a large variety of
literature and pre-literacy activities. But emotional literacy – the ability to identify,
understand and respond to emotions in yourself and others in a healthy manner – is even
more basic to school readiness. We’ll examine the many benefits to children who gain a
strong foundation in emotional literacy, explore simple ways in which you can foster
emotional literacy in your classroom, and share some excellent resources for tools and
activities teachers can incorporate into their daily classroom curriculum to make
intentional teaching of emotions fun and easy.
Color Me Healthy
Color Me Healthy is a developmentally appropriate curriculum that is highly visual and interactive.
It uses color, music, dance and imaginary play to provide opportunities for physical activity and to
teach children about fruits and vegetables.
