Ang Senso ng Populasyon ay isang kumpletong enumerasyon o pagbilang ng mga
sambahayan sa ating bansaj dinisenyo ito upang malaman ang bilang ng populasyon sa
buong Pilipinas. lto ay isang pamamaraan upang malaman ang ilang katangian ng
populasyon tulad ng kahatian sa edad, kasarian, marital na estado at pinakamataas na antas
na nata pos.
Layunin ng senso na makapagbigay ng tamang bilang ng populasyon upang makatugon
sa pangangailangan ng mga ehekutibong miyembro ng gobyerno, mga gumagawa ng mga
polisiya at desisyon, at sa mga gumagawa ng iba't-ibang plano upang kanilang maging
basehan ng mga plano na tutugon sa sosyal at ekonomiyang pangangailangan ng bansa,
mga polisiya at mga programa. llan sa importanteng gamit ng datos ay para:

lnaprubahan noong ika-12 ng Setyembre, 2013, ang Republic Act No 10625 ay kilala sa
tawag na Philippine Statisticol Act of 2013, na nagsasaad na ang PSA ang siyang
pangunahing responsable sa mga nasyonal na senso at sarbey, sektoral na estadistika,
konsolidasyon ng mga ad min istratibong slstema ng talaan, at pagbuo ng "national
accounts." Ayon sa Seksyon 6(b) nB batas, mandato ng
PSA ang preparasyon at
pagsasagawa nB senso ng populasyon, kabahayan, agrikultura, pangisdaan, neSosyo,
industriya at iba pang sektor ng ekonomiya.
Ang EO BIg.352 na nagtatalaga ng mga aktibidad na pan g-estadistika na mangangalap
ng kritikal na datos para sa pagde-desisyon ng gobyerno at ng nasa pribadong sector,.ay
nagsasaad na kailangang magsagawa ng senso sa kalagitnaan ng dekada upang magkaroon
ng mas angkop na bilang ng populasyon hanggang sa barangay sa buong bansa.
Ang 2015 Census of Population (POPCEN) ay isasagawa ngayong buwan ng Agosto. Ang
kukuha ng mga tagatala (enumerator o EN) na siyang magsasagawa ng house-tohouse interview o pagbabahay-bahay. Ang kailangang sumagot para sa sambahayan ay ang
pinuno ng sambahayan o ang kanyang asawa, o sinumang responsableng kasapi ng
sambahayan na may kakayahang makapagbigay ng mga tamang datos o impormasyon ukol
sa mga miyembro nito. llan sa mga datos na itatanong sa pagbaba hay-bahay ay ang mga

pinagkukunan ng inuming tubig at gamit sa pagluluto at iba pa
lsinasaad sa Seksyon 27 ngRA 10625 na ang mga nagsisagot o nagbigay ng kasagutan sa
mga pangunahing gawain ng pangangalap ng datos tulad ng senso at sarbey ay obligadong
magbigay ng tama at kumpletong sagot sa mga estadistikal na pag:tatanong.
Bukod dito, ang lahat ng tauhan (personnel) na magsasagawa ng POPCEN 2015 ay may
mahigpit na bilin na lahat ng impormasyon na makakalap sa senso na ukol sa isang
sambahayan o isang tao ay hindi dapat isiwalat. Nakasaad sa Seksyon 26 ng RA 10625 na
ang indibidwal na datos na nagmula sa mga nagsisagot (respondent) base sa estadistikal na
pagtatanong, sarbey at senso ng PSA ay itinuturing na pribllehiyong impormasyon kaya
hindi ito maaaring gamitin bilang ebidensya sa korte. Ang PSA ay naglalathala ng datos na
nakalap sa senso na naka-buod (summaries) o naka-talahanayang estadistikal (statistical
tables), kung saan walang impormasyon tungkol sa indibidwal, korporasyon, asosasyon,
magkasosyo, institusyon o tungkolsa isang negosyo ang ipinakikita.

The 2015 Census of Population (POPCEN
2015), which is a comptete enumeration of
househotds in the country, is designed primarity to
take an inventory of the poputation of the entire
Philippines. lt atso coltects information about some
characteristics of the poputation such as age, sex,
marital status, and highest grade compteted. lt Mt[
be the 14th census of poputation to be undertaken in
the country since the first census in 1903. Moreover, it witt be
the 3rd poputation census to be conducted in between two
decenniat censuses. Previous to POPCEN 2015, mid-decade
censuses were carried out in 1995 and2007.

There are 3 types of questionnaires to be used in this
census: the Househotd questionnaire (CP Form 2), the
lnstitutionat Population Questionnaire (CP Form 4), and the
Barangay Schedute (CP Form 5).
The respondent for CP Form 2 shalt be the head of the
household or his/her spouse, or any responsible member of
the househotd who can provide accurate answers to the
questions or who can give correct information for the
househotd and att its members. For CP Form 4, the
respondent/s shatl be the manager, administrator or the
individual members of the institution or lLQ, The Punong
Barangay or any incumbent barangay official, meanwhile,
shatt be the respondent for CP Form 5.

RA 10625 states
that respondents
of primary data coltection activities such as censuses
and sampte surveys are obtiged to give truthful and
comptete answers to statisticaI inquiries. The gathering,
consotidation, and anatysis of such data shalt likewise be
done in the most truthful and credibte manner.
Any individual who refuses or faits to give truthful
and comp{ete answers to statistical inquiries shalt be
imposed a penalty of one (1) year imprisonment and a
fine of one hundred thousand pesos (P100,000.00).

A[[ personnet invotved in POPCEN 2015 are required
to keep in STRICT CONFIDENCE any information
obtained during the census that pertains to any
particutar househotd or person.
Section 26 of R.A. No. 10625 stipulates that
individuat data furnished by a respondent to statistical
inquiries, surveys, and censuses of the PSA shau be
considered privileged information and as such shatt be
inadmissible as evidence in any proceeding. The PSA
releases data gathered from censuses only in the form of
summaries or statistical tabtes, in which no reference to an
individuat, corporation, association, partnership, institution
or business enterprise shatt appear.
Likewise, Section 27 of M No. 10625 states that a
person, including parties within the PSA Board and the PSA,
who breach the confidentiatity of information, whether by
caretessness, improper behavior, behavior with maticious
intent, and use of confidentiat information for profit shalt
be tiabte to a fine of five thousand pesos (P5,000.00) to not
more than ten thousand pesos (P10,000.00) and/or
imprisonment of three months but not to exceed one year,
subject to the degree of breach of information.
