Dear Friends
2014 was a busy year for Scenic Houston! Always guided by the strategic plan adopted by the
Board of Directors in 2012, Scenic Houston continued to carry out its mission to preserve and
enhance the visual character of Houston. You’ll read in this report how Scenic Houston is
influencing enhanced design standards for public roadways and public spaces through specific
tools we’ve created, the Streetscape Resource Guide and the Scenic City Certification Program.
We’re now taking on the challenge of addressing a longstanding issue that affects Houston’s image
-- the decidedly poor appearance of our airport corridor entryways.
The year ended with Board Chair Claudia Williamson closing out her second consecutive term,
during which the Board adopted its strategic plan, grew its budget, carried out the successful
Campaign for a More Scenic Houston, built a full complement of staff and published the
Streetscape Resource Guide. We are grateful that Claudia remains an active member of the
Board, and look forward to the leadership of 2015-2016 Chairman Harry Masterson.
Our growth and further development of these initiatives is not possible without the support of
individual donors, foundations, endowments, and corporations in the Houston area. The
enthusiastic support of our donors allows Scenic Houston to continue its efforts to preserve and
enhance the visual character of Houston.
As you read through this year’s accomplishments, I’m confident you’ll be impressed with

2014: A Year in Review
STREETSCAPE RESOURCE GUIDE OUTREACH AND
IMPLEMENTATION EFFORTS With its expanded capacity,
Scenic Houston has begun an aggressive speaker’s program
to educate groups and gain endorsements. In 2014, we
distributed 400 printed copies of the Streetscape Resource
Guide to community leaders and presented our Streetscape
Initiative to more than 100 groups. Groups include
Management Districts, Tax Increment Reinvestment
Zones(TIRZ), Super Neighborhoods, City of Houston
Transportation and Infrastructure Committee, the Greater
Houston Partnership, and many more. Additionally, the
Guide has been endorsed by 17 organizations and business, including Walter P Moore, the West
Houston Association, and the Greater East End District. In addition to endorsements, TIRZ 17,
Memorial City Management District and Spring Branch Management Districts have incorporated the
Guide’s principles in their own streetscape design standards.

HOW MANY BILLBOARDS ARE THERE?
Recognizing that strong billboard inventory controls
are key to ensuring that Houston’s unsightly billboard
population keeps dropping, Scenic Houston has worked
closely with the City of Houston to update and refine its
billboard inventory. As a result, an updated, mapped
and photo-linked inventory was the basis for an
agreement the City of Houston negotiated in 2014 for
removal of 11 off-premise signs.

PROGRAM Through targeted
communications and a technical
advisory plan, Scenic Houston has
worked to significantly increase
Houston-area participation in the
statewide Scenic City Certification
Program. In 2014, the number of greater Houstonarea cities earning certification grew from 6 to 9, an
increase of 50%. Overall, 15% of Texas’ 52
certified scenic cities are from this area. In time,
Scenic Houston aims to influence 30 area cities to
participate in the program. The more cities that
participate, the better – a rising tide raises all ships!

AIRPORT CORRIDOR ASSESSMENT Scenic Houston has identified and, using its Streetscape Resource
Guide as a blueprint, assessed the current condition of Houston’s airport corridors from William P.
Hobby, George Bush Intercontinental and Ellington Airports. From this assessment, Scenic Houston
has identified specific issues to be addressed along these corridors. Improvements to sign
compliance, sign amortization, wayfinding signage, current ordinance enforcement and landscaping
can have the greatest and most long-term impact. Once a final plan is in place, Scenic Houston is
confident that it’s possible to re-shape our airport entryways, our welcome to Houston. Already,
Scenic Houston is driving a capital initiative to enhance the City’s reconstruction of Broadway from
I-45 to Hobby Airport.

THE CAMPAIGN FOR A MORE SCENIC HOUSTON In
2013, Scenic Houston launched The Campaign for a
More Scenic Houston, a three-year initiative to raise
$750,000 to support streetscape enhancement,
airport corridor improvements and Scenic
Certification of Houston-area cities. In 2014 we
closed the campaign and are proud to report the
overwhelming financial success, the campaign
generated more than $805,000. The funding
sources for the campaign include the board of
directors, a new corporate initiative, an individual
donor base, and enhanced foundation support.
With your support, Scenic Houston has been able
to recruit and retain staff with the specific skill sets
that will allow for a more disciplined approach to
organizational sustainability.

Each year, Scenic Houston celebrates those who work to create a livable city that promotes prosperity and
growth. On October 30th, Scenic Houston hosted its 2014 Annual Benefit Dinner. We were delighted to
recognize this year’s Scenic Visionary award recipient Richard J. (Ric) Campo. Through his leadership of
Camden Property Trust, Central Houston, Houston First Corporation and the 2017 Super Bowl Host
Committee, Ric has successfully positioned Houston as a business, arts, events and media magnet. Ric
embraces the fact that strong attention to the visual appearance of streetscapes and public spaces
strengthens Houston’s image as a first-class, welcoming destination to live, work, learn and visit. This year’s
dinner also honored Margaret Lloyd with the Scenic Hero award. Margaret has devoted a significant portion
of her life to improving the visual appearance of Houston and beyond. Her vision of verdant, safe, visually
appealing cities and rural landscapes has led her to become deeply involved in the advocacy work of Scenic
Houston, Scenic Texas and Scenic America, rising to leadership positions for all three organizations.
Margaret successfully employs her lawyer’s mind, keen analytical skills, laser focus and Southern charm to
achieve high-impact results!
