Notes of the Parking Forum Meeting

Notes
 BPA Vice President Stephen Brown introduced himself and welcomed everyone to
the meeting. Stephen will be Chairing the Forum for the next 12 months and is
standing in today in the absence of Philip Hammer.
Welcome to Parking Forum members who are also joined today by some of the BPA’s
Council of Representative members for this special meeting.
Apologies were received from Philip Hammer (President of the BPA), Ashley Bijster
(Imperial), Kelvin Reynolds (BPA), Paul Sharpe (Equita), Karla Jakeman (Innovate UK),
Noel James (Historic Towns Forum), Matthew Fox (Transport Systems Catapult).

Participants were reminded that the Forum operates under Chatham House rules.

Open forum
Local authority annual reports:The overall standard of local authority annual reports submitted for the PATROL Awards this
year is disappointing and show considerable discrepancies between the figures submitted to
DCLG. The BPA’s Parking Practice Note on Annual Reports provides a template and
guidance for completing but it is clear that this is not being followed.

Points
DCLG will be providing details in due course of a range of measures as part of a parking
package which requires Ministerial approval. The Minister strongly believes parking should
support towns and high streets.
Questions from the floor which will be put to Phillip under separate cover included:
 Whether the government will give guidance to local authorities on the legal status of
housing land
 Whether the government will take the opportunity to clarify the law on whether local
authorities can manage private land using their CPE powers
An update on the Pavement Parking Bill:A round-table discussion was held with the Transport Minister in March to discuss a possible
pavement parking ban in England
The Parking Summit:The BPA is organising a Parking Summit for 11 May 2016 to discuss the issue of off street
parking. Government Ministers and representatives of consumers, landowners and
operators have been invited.

Traffic Signs and General Directions (TSRGD) update, Simon Morgan
Simon Morgan gave a presentation on the new TSRGD, please click here to view it.
The 2016 regulations were published on 22 March. They will come into force on 22 April
2016. There will be guidance issued in the following months.

Intelligent Mobility and the future of parking
Justus Loebler gave a presentation on his research into intelligent mobility and the future of

An overview of the work of the Satellite Applications Catapult
Jim Hammond gave a presentation, which included a video on the work of Satellite
Applications Catapult please click here to view it.
Satellite Applications Catapult (SAC) have capabilities for companies to test and develop
GNSS business, please refer to the slides if you wish to take this opportunity and contact
SAC.
SAC will be at ITS Glasgow, all are welcome to attend and see some of the applications
being tested. Further information can be found on their website.

Secure Parking for Powered Two Wheelers, Motorcycle Action Group

Future of the Forum
Dave Smith gave a presentation on the future of the forum, please click here to view it.
Following the BPA Board’s desire to see the Forum revitalised, we have held meetings at
different venues including both the Transport Systems Catapult and the House of Commons
and today at Imperial College. We will continue to encourage interesting speakers and seek
sponsorship to fund future meetings. We also seek better political engagement by
encouraging and inviting MPs, Peers and Ministers to attend, address the Forum and join in
discussions.
In 2017 the BPA will launch its Blueprint for Parking. This will replace the annual Master
Plan which originally came out of the Parking Summit in 2009. We will be consulting with
Forum members a draft of the Blueprint later this year.
