25. XYZ Affair – what happened? Why was US upset?

Almost ended in a war – instead a “half war” of naval battles ensued
26. Alien Act – what powers did Pres. get?
The power to deport “dangerous” foreigners
27. Alien Enemy Act – what powers did Pres. and Congress get?
The power to jail or deport all foreigners from a country that we were at war with
28. Sedition Act
What is sedition? – conspiring to prevent the execution of laws, or criticizing the government in
writing
Two powers given to government by law
Jail or fine people for criticizing government in writing
Anybody, not just foreigners
29. Compact Theory – what 2 things did it state
1. Constitution was an agreement or “compact” between equal states
2. federal government had only powers listed in Constitution
30. Nullification – states’ rights
States had the power to decide if federal laws violated constitution. If they felt they did, the
State could choose not to enforce the law.
31. Problem with election of 1800.
Constitutions did not state that separate ballots be cast for President and VP
Electors cast two votes
Whoever got majority won, whoever got 2nd most became VP
Everybody in the Republican party voted for the same two guys
