Which Western Interconnect transmission segments have been identified (and possibly
prioritized) through prior case studies as needing critical upgrading and/or capacity
expansion and what are the corridor locations of these existing segments and/or new
projects in relation to location of the Energy Policy Act of 2005 ­ Section 368 West­wide
Energy Corridors?
3. Summary of the study’s key load, resource, transmission, and/or policy assumptions.
Note: If the 10­year study request links to the 20 year, please identify basis for the linkage between the
expected 10 year study results and inputs into the 20 year study case.
Utilize the 2024 TEPPC Common Case "Expected Future" as summarized within WECC's
Integrated Transmission and Resource Assessment ­ Summary of 2015 Planning
Anayses, January, 2016.
4. How will this study provide information of broad value to stakeholders in the Western
Interconnection, e.g. customers, regulators, Transmission Providers?
Within the Western Interconnect identify where Section 368 Energy Corridors should
be added or modified through BLM/USFS action to address WECC identified existing or
future transmission segment improvements in collaboration with Industry.
5. Can you offer expertise or information to WECC to assist in the development of this
study case? Describe the information or support you will be able to provide, if any.
BLM can provide technical staff and associated spatial data to support the development
and completion of this proposed study case.
6. Do you know of other stakeholders interested in the issues on which this request is
based? If so, please provide their contact information.
U.S. Forest Service, U.S. Dept. of Energy, U.S. Bureau of Reclamation, utility and
transmission providers as well as NGOs. Specific POCs TBD.
7. Is the requested study necessary to meet a member Transmission Provider's compliance
with its Open Access Transmission Tariff (OATT), Attachment K?

At the SPSG Meeting on November 3, 2015, BLM requested potential WECC Section 368 ­
transmission stakeholder contact / outreach assistance for Region 1 (Southern CA,
Southern NV and Western AZ) of Section 368. Through subsequent communication with
Byron Woetz, a potential BLM study case being considered for submission to access
transmission corridor needs within Region 1 was thought to be not be worthwhile. It
was later suggested by Colby Johnson that BLM complete a Section 368 West­wide ­
2016 TEPPC Study Program Request before the Open Season close as a "place­
holder". A BLM and WECC conference call is planned for Friday, January 28th to discuss
the desired outcomes, merits and feasibility of this study case. See page 10 of the
attached PowerPoint PDF.
