Vocational Education and Training (VET) at the WA College of Agriculture - Morawa What is Vocational Education and Training at the College? Vocational Education and Training is designed to prepare students of all ages for employment or further training. The qualifications, Certificates and Units of Competency (UoC) that students can achieve through VET programs are industry focused and devised to meet the needs of the industry. VET provides training resulting in nationally recognised industry qualifications. The VET system and the education system are distinct but complimentary. The VET sector is industry driven, allowing industry to indicate the skills and knowledge needed and the qualifications are linked to job roles. VET is lined up to identify industry skill requirements and skill shortage areas. The allowance is payable in four instalments at the beginning of each term. We strongly recommend that the parent has the payment made directly to the College. Eligibility for the Away from Home Rate of Youth allowance for isolated secondary students is similar to that for AIC. There are two main types of assistance: 1. a fares allowance, which may be payable to students who live in the Defined Remote Area; and 2. a Road Travel Subsidy payable for students living anywhere within Western Australia. To be eligible, students must be an Australian citizen or hold a permanent residency visa and meet certain eligibility criteria. Further information is available by phoning 1300 660 147 or by logging onto: http://www.transport.wa.gov.au/aboutus/student-subsidised-travel.asp ABSTUDY ABSTUDY offers financial assistance for Aboriginal and Torres Strait Islander students. Living allowance assists with boarding, tuition and travel costs and is available to eligible students. Abstudy payment rates are similar to that of Youth Allowance. Further information regarding Abstudy can be obtained from your nearest Centrelink office or by phoning 1800 13 23 17 or log onto: http://www.humanservices.gov.au/customer/services/centrelink/abstudy BOARDING AWAY FROM HOME ALLOWANCE (BAHA) The Boarding Away from Home Allowance is only available to resident Western Australians who have qualified for the Commonwealth Government Assistance for Isolated Children (AIC) or Second Home Allowance (which is available from the Department of Human Services (Centrelink). More information about the AIC can be obtained by telephoning the Department of Human Services (Centrelink) on Tel: 132 318. The student must be enrolled in a Western Australian secondary school. PAYMENT: The allowance for 2017 is $2105 for students who board away for the full year, with payment being made at the end of Term 4. Where a student only boards at the college for part of the year, a pro-rata payment will be made based on the number of terms attended. The minimum stay with a Boarding Provider is four weeks for a pro-rata payment. The payment/advice will be sent directly to the boarding provider where the student attends a Western Australian College of Agriculture (ie. Cunderdin, Denmark, Harvey, Morawa, Narrogin) and is to be deducted from the residential boarding fees only. Financial Assistance BOARDING AWAY FROM HOME ALLOWANCE – (BAHA) AGRICULTURAL COLLEGES SPECIAL SUBSIDY This allowance is to assist parents with secondary students attending and boarding at a Western Australian College of Agriculture. Claimants apply for the subsidy through the Western Australian College of Agriculture where their child is boarding. The college will have application forms available on Enrolment Day. The closing date for the Agricultural College Special Subsidy Boarding Away from Home Allowance is 31 July 2017. Forms should be submitted direct to the Agricultural College their child attends. Applications must be completed annually. (An application does NOT automatically cover all school years). ELIGIBILITY: Student is enrolled and boarding in a Western Australian College of Agriculture. SECONDARY ASSISTANCE SCHEME The State Government, through the Department of Education, provides financial support to eligible parents through the Secondary Assistance Scheme (SAS). The aim of this scheme is to assist low income families with secondary schooling costs. SAS comprises of two allowances (as per below): Clothing Allowance. $115.00 paid directly to the parent or the parent can nominate payment directly to the college; and Educational Program Allowance $235.00 paid directly to the college A Parent/Guardian may apply for the Secondary Assistance Scheme if he or she holds one of the following cards: Department of Human Services (Centrelink) Pensioner Concession Card; Department of Human Services (Centrelink) Health Care Card; or Department of Veterans’ Affairs Pensioner Concession Card (blue card only; TPI and gold cards cannot be accepted as they are issued for medical benefit purposes only). Cards must meet the following requirements: Valid for a period of no less than four weeks. Valid some time within Term 1 (1 February 2017 – 7 April 2017). Applications must be completed annually in Term 1. WA Colleges of Agriculture Statement of boarding 1. The parent(s) or guardian(s) must pay the College the Residential Boarding Fees as determined by the Department of Education in accordance with timelines set by the College. 2. Residential boarding fees must be paid prior to the first day of the term to which they relate, unless a prior arrangement has been approved by the Principal. The Principal may refuse permission for a student to take up residence if any fees are outstanding or if there is no negotiated payment plan in place. 3. No refund of fees is payable for any period of short term absence by a student from the College. Fee refunds for long term absences should be negotiated with the Principal. 4. The College reserves the right to discipline, suspend or exclude a student from residence if the student’s behaviour is: (a) in the Principal’s sole discretion, unacceptable; or (b) in breach of the College’s rules and regulations and any code of behaviour. 5. The parent(s) or guardian(s) are liable for any damage to the College or residence caused by a negligent, reckless or wilful act of a student. 6. The College is responsible for the safety and welfare of students while under its care and control, but it is not liable for any illness, injury or death unless it was caused by the negligence of the College. The College is not responsible for injury or death resulting from an accident. 7. A student is responsible for their own property and any loss or damage to that property, unless it was negligently caused by the College. 8. The parent(s) or guardian(s) must ensure the punctual arrival and departure of the student at the start and finish of any period of leave. 9. The student must abide by the College’s rules and regulations and any code of behaviour as amended from time to time. 10. In order to ensure the safety and well-being of the student and other students at the College, it is expected that the Principal is advised of any serious medical conditions and/or social or emotional issues that may impact on the student’s life at the College. 11. To assist the College to respond to a student’s individual needs, it is recommended that the Principal is advised of any specific learning issues or of any services, which the student receives from external agencies.
