Three questions to Jean OBERLE - VP Transport & Warehousing, Schneider Electric
1. What are the major trends in the development of the Supply Chain in your company?
In an industrial B2B company renowned for the quality of its plants and products such as ours, the main
trend in recent years has been to make the customer the central focus of the supply chain. But in today's
market, in order to ensure the success of a company it is obviously not enough just to produce (read more)
and suppose that the logistics will follow suit. Schneider Electric is currently engaged in a far-reaching
modification of our supply chain to meet the needs of our customers who, to be frank, were poorly identified
beforehand.
That awareness has helped make the company's supply chain the focus of all of our strategic policy
discussions. The result today is that a strong link is starting to develop between business and operational staff to turn the supply
chain into a key differentiator and a competitive advantage.
Our logistics operators have thus become key partners, because they are the interface with our customers. So we are currently
streamlining the number of suppliers in order to work with the best in terms of creating value for our customers.
2. Schneider Electric has chosen HAROPA-Port of Le Havre as a global hub for its supply chain. What are the strengths and
assets of Le Havre?
HAROPA-Port of Le Havre has several features that make use of the port the logical outlet for most of our imports and exports to
Europe:
its location near our platform in Evreux (read more)
its natural qualities as a deepwater port, making it capable of berthing the largest container ships that are starting to take up
positions on the major trades,
the competence of its trading partners, who are capable of providing effective logistics solutions
its land reserves, enabling the port to continue to expand and develop its multi-modal connections
the quality, proximity and transparency of communication with Schneider Electric which were particularly appreciated during difficult
moments of the French port reform
finally, to my mind, the port's objective to make the customer the focus of its strategy is a key success factor for the future.
3. What changes would you like the ports on the Seine artery to highlight in the HAROPA 2030 project in order to meet your
future logistics needs?
As a shipper and end-user of the port system, we have various expectations concerning HAROPA:
the port is a strategic node in the organization of our global flows that reflect the multi-polar world in which we work today. We
therefore need to have better connections with Asia, as well as to North America and Brazil, and even through short-sea offers to
continental European countries;
given the importance of reducing transit times at sea, which allows us to keep closer to our customers and at the same reduce our
inventory provisions, it is important for HAROPA to attract shipping companies that offer the best transit times and the greatest
departure and arrival frequencies to and from key markets. To do so, HAROPA must be competitive and aggressive to attract the
maximum number of shippers and make Le Havre their preferred port of call;
the port naturally faces seaward, but today the cost of the shipping segment only represents about 30% of the door-to-door cost.
To be competitive, the port should focus its efforts on its hinterland to offer the best solutions from the cost point of view and in terms

of lead-times. For us, multimodal solutions combining rail and road transport are of the greatest interest;
ports have always been and will always be infrastructure managers, but they will have to learn to become managers of ecosystems as well, in charge of operations involving several stakeholders over which they have no hierarchical hold. In other words, the
performance of a port will only be equal to that of its weakest link;
shippers also have high expectations in terms of the visibility of the performance of the stakeholders in that port ecosystem.
Progress means measurement, and the shipping industry still has a huge backlog to catch up in that respect;
finally, we must keep in mind that our interests increasingly involve policies to reduce greenhouse gas emissions. As a global
specialist in energy efficiency we want to make the planet greener so that we can use logistics infrastructures and transport systems
that are environmentally friendly.
HAROPA – port of Le Havre elected « Best Seaport in Europe » for the 3rd year running
HAROPA groups together the ports of Le Havre, Rouen and Paris, thus constituting one of the most efficient
transport systems for the maritime gateway to Europe. The 18,000 Asian customers, readers of Cargonews
Asia newspaper, the leader of the professional press in Asia, re-elected HAROPA best European seaport for
the year 2013. The award has just been presented in Beijing, on the occasion of a ceremony in presence of
the major Asian stakeholders, by John Cheetham, Asia Pacific Regional Commercial Manager of IAG Cargo
to Christophe Cheyroux, Greater China Representative for HAROPA.
HAROPA visits Boulogne-sur-Mer
The first Business Event of Boulogne-sur-Mer on April 9, was a frank success. It was organized by HAROPA in
conjunction with the Rouen Port Employers' Association (UPR), the Le Havre Shipping and Port Employers' Association
(UMEP) and the Le Havre Forwarding Agents' Syndicate (STH). (Read more) The event brought together some fifty
importers and exporters on the theme of "Prefer HAROPA for your refrigerated Import / Export requirements." The
French Customs, the Agriculture Ministries and the GEPIFEC showed the efficiency and quality of their services for
companies when calling at a HAROPA port.

Rouen: heavy-lift cargo on quay West
In early March, heavy-lift cargo 46 meters long and weighing 270 tons was exported from
the Paris area to South Korea. Loaded onto a barge in the port of Bonneuil-sur-Marne, a
distillation column of the Air Liquide group was transferred to Rouen via the Seine (read
more) where the cargo was transhipped onto the Volga, a freighter of the Hansa Heavy
Lift Shipping Company. The load then sailed down the Seine bound for Gwangyang, the
2nd largest port in South Korea. Managed by Promaritime International, a company
located in Rouen, the XXL operation confirmed HAROPA's ability to receive and handle all
types of out-of-gauge cargo.

Nogent-sur-Seine joins the HAROPA network
On April 12, HAROPA signed its first partnership agreement with the Port of Nogent-sur-Seine. The
purpose of the agreement is to increase the attractiveness of the HAROPA brand, expand its
hinterland to the Champagne region and develop the relevance of its logistics services. (Read more)
For the port of Nogent, which is extremely well-placed on the Aube River, the agreement will serve
as leverage for its business development, in particular for the container service which was launched
earlier in the year. Backed by its success since its inception, HAROPA could broaden its partnership
offer to include other ports on the Seine artery.

First French RoRo terminal on the web
The development of the ro-ro terminal in Le Havre also mean on the web. After going live on April 12,
www.terminal-roro-lehavre.fr presents all the stakeholders and the full range of services of the leading
RoRo terminal in France, as well as the RoRoMax project, which has become a benchmark in Europe.

Gennevilliers: Out-Of-Gauge logistics projects
As a genuine retail hub for the Paris region, the port of Gennevilliers
optimizes the use of existing buildings and land. Corporate expectations are
high, because of the exceptional quality of service of the platform: it is not
only a stone's throw from Paris but also accommodates all modes of
transport. (Read more) Two warehouses with 20,000 and 10,000 sq. m of
storage space have just been leased to France Boissons (Heineken group) and Colipost, major stakeholders in the retail trade. A
flagship project is also being finalized with the logistics property operator Vailog for the development of a logistics warehouse of
unique scope and scale on 8 hectares of land.
The building, located at the crossroads of the A86 and A15 motorways, will have two levels, a feature not seen since the introduction
of the regulations on facilities classified for environmental protection (ICPE) in August 2002. The "ground level+1" building will provide
the logistics operator with an excellent tool for pooling contracts and multi-channel retailing, including urban river logistics. The offspecification project (warehousing facilities with 60,000 sq. m of storage space) prefigures the warehouse of the future making
optimal use of the land in the most environmentally-compliant way. Another project for a logistics building is being considered on a
plot of 5 hectares, once again including the shipping of goods to and from Le Havre by river.

Port of Evry: a new river service
HAROPA is launching a river line from Le Havre to the port of Evry. Implemented by Logiseine,
this weekly service – an addition to the lines that the operator already operates to Bruyères-surOise, Gennevilliers and Bonneuil-sur-Marne – started up on April 9. (Read more) In the start-up
phase, Logiseine is providing a self-propelled barge with a capacity of 99 TEU to Gennevilliers
and 66 TEU between Gennevilliers and Evry. All Paris area container terminals now have an
operational river service which is both reliable and regular. In so doing, HAROPA is extending its
hinterland and expanding its offer for customers as close as possible to the many logistics zones
in the south of the Paris region.

Food supply chain: dual certification for De Rijke France
The logistics service provider De Rijke France have obtained two internationally recognized certifications for
their Lillebonne site (Le Havre) (read more): GMP+ certification (for Risk identification and management in animal feeds) and ISO
22000 (food safety). This dual certification attests to the quality of services provided by De Rijke France in the agri-business sector.

Le Havre: SDV extends its reefer business
Continuing on from its refrigeration business developed in the Rungis national market (6,000 sq. m of cold
storage facilities), the road haulage-logistics operator SDV (Bolloré Group) has begun the construction of
cold rooms on the Le Havre site of the Normandy Bridge Logistics Hub. (Read more) "The development

Construction drives river transport
Waste from construction sites in the Paris region continues to be evacuated by river transport: 500,000 tonnes will soon be removed
via Paris area ports by the Coalis River Transport Company. (read more) From May onwards, Razel, the civil engineering company
which is building a section of the high-speed train line for the French Railway Board (SNCF), will be evacuating nearly 100,000
tonnes of rubble via the Port of Orly. COSSON, another earthworks company, will be using the shared-use dock facilities of Nanterre
Lavoisier to transport 100,000 tonnes related to the construction of office buildings in the Hauts-de-Seine department and in the Port
of Boulogne on Seguin Island. All of the rubble will be sent to backfill quarries. Other projects are lining up for Coalis, including a load
of 100,000 tonnes in partnership with Coteg from the Millennium Park in Paris, along the Saint Denis Canal.

Jean-Claude Davenel, founder of Coalis: "We'll be carrying 100,000 tons of rubble through Paris on barges"
"Rubble removal by river has been on an upswing since the 1990s. It all began with the work on the French
Library: (read more) with the help of the Paris Port Authority, we evacuated one million tons of rubble via the
Seine. This mode of transport has been attractive ever since for its speed: unlike road haulage, river transport can be used day and
night. Another advantage is that the river convoys can carry up to 5,000 tons, which is a significant environmental advantage. The
100,000 tonnes of rubble from the Orly construction site with pass through Paris on barges, thus relieving the Paris ring roads.
Today, local authorities encourage the use of river transport. But that growth will only continue if we open new quarries."
Within HAROPA, the ports of Paris, Rouen and Le Havre have pooled their skills to provide the African market with its vast potential
for economic development, their hub solutions, particularly in container, ro-ro and conventional transport services.
Trade missions to Africa
HAROPA representatives were in Pointe-Noire (Republic of Congo) from 15 to 17 April.
(Read more) The delegation, consisting of port professionals and logistics operators,
presented African importers, exporters, shipping companies and forwarding agents with the
comprehensive range of Europe-Africa solutions set up by the three ports on the Seine
artery. Another "Africa Trade Mission" will be visiting Abidjan (Côte d'Ivoire) and Douala
(Cameroon) in the second quarter.

Rouen: a new service to West Africa
Already operational in Rouen with their Angola-Congo Service (ACE), the Safmarine MPV shipping company is opening OPEX, a
second service in Rouen, bound for West Africa. (Read more) Every 21 days, three 12,500-ton ships load up with conventional cargo,
vehicles, dry containers, reefers and hazardous goods to or from Ghana, Côte d'Ivoire, Sao Tome, Equatorial Guinea, Nigeria and
Cameroon.

HAROPA hosts Africa
On April 11, the Rouen Port Employers' Association (UPR) welcomed the Gabonese Shippers' Council. The meeting provided an
opportunity to discuss the solutions for the development of trade relations with HAROPA.
From 22 to 24 April, the Rouen Chamber of Commerce and Industry hosted the 2nd Africa-Europa Business Convention. More than
200 African companies were present to implement development projects with European companies. More info on www.africaeuropa.net.
April 23 to 25: Seafood, Brussels. HAROPA attended the European Seafood Trade Fair. It was hosting a booth flying the flags of
the three ports on the Seine Artery as well as Seafrigo, Capgel and Transit Meal, with representatives from the Le Havre Regional
Customs Board, the Ministry of Agriculture and the Department for Management and Operations of Border Inspection Posts and Entry
(GEPIFEC).
22 to 25 April: Cruise Europe Conference, Le Havre. A major annual event in the cruise industry, the Cruise Europe Conference
brought together nearly 150 representatives of European ports and the main world cruise shipping companies.
May 13 to 16: Break-bulk, Antwerp. Along with 11 co-exhibitors, HAROPA will be hosting a booth at the largest European trade
fair for project and conventional transport, presenting an end-to-end logistics solution.
May 21-22: annual conference of the Project Professionals Group, Le Havre. Based in Australia, PPG, an international
association of transport and logistics companies, covers a hundred countries. The theme of the conference is "The future of project
transport." Hervé Cornède, HAROPA commercial and marketing director, will be discussing the issues of handling heavy cargo on the
Seine artery.
Intermodal South America, São Paulo
HAROPA held a booth at the Intermodal South America Trade Fair in São Paulo from April 2 to 4. We've been coming to this
Brazilian trade fair For over 15 years, which has become the main event worldwide in logistics and international transport," explains
Hervé Cornède, HAROPA commercial and marketing director. (Read more) "The results were extremely positive: on a single site we
were able to meet Brazilian majors in the agri-food industry in particular, and present an integrated, comprehensive sales offer from
HAROPA." Of the 45,000 visitors, 65% were shippers seeking new solutions to optimize their transport and logistics services.

Interview of William Behrens, HAROPA representative in the United States
What is your view of the relations between the U.S. and the ports on the Seine artery?
In North America, most U.S. customers have used the Seine artery and the services it offers in one way or
another. These shippers and receivers expect their cargo to be tracked under optimal conditions in terms of leadtime and cost. They are concerned about good labour relations and not on equipment.
What are the answers HAROPA can provide to the demands of the U.S. market?
The responses HAROPA can provide to the concerns of shippers and receivers are:
better visibility for the shipping community,
well-trained professionals in every area of international shipping, and who are in constant contact with decision-makers in various
industries.
HAROPA is preparing a Road Show between Houston, Chicago and New York: what is the purpose?
The main objectives of the HAROPA Road show 2013, which will be taking place from June 24 to 28, are to meet face to face with
the key players in the North American shipper community. North American importers / exporters, forwarding agents, freight forwarders
and shipping companies are highly receptive and aware of the many changes occurring in their industries. The shipping community is
often a precursor in terms of the adjustments taking place on the supply chain. "The ships follow the cargo": it's as simple as that.
