INTRODUCTION 1.1 The Borough is experiencing significant demand for new housing along with other districts in the county. Therefore, it is important that the Council has information on the nature, progress and distribution of housing in the district to help inform decisions and policy on new housing development. 1.2 The Position Statement is intended to provide a snapshot of housing commitments (i.e. land available for housing) and completions within the Borough. The document is published annually and represents the position on 1 April 2009. The full period covered by the Position Statement is 1 April 2008 – 31 March 2009. It helps set out the progress towards meeting the Borough’s Structure Plan housing requirements over the period 1991-2011 and will indicate future progress on the East of England Plan. It also provides basic monitoring information in support of the housing policies and programme in the Dacorum Borough Local Plan 1991 – 2011 and the emerging Local Development Framework. 1.3 The Statement may also be of use to those wanting to find out the general progress on individual sites or for those looking at the availability of plots of land with planning permission for housing. EXPLANATORY NOTES (a) General: All sites either have a current planning permission for residential development or are subject to a planning obligation (s.106 Agreement)1. Sites subject to incomplete s.106 Agreements are included in the Position Statement as a separate schedule (see Section H). Until the completion of the legal agreement, the sites do not make any contribution to the housing supply requirement. Developments involving a net loss of housing units are included in the Position Statement (e.g. a scheme solely resulting in the demolition of dwellings) together with schemes involving no net increase (e.g. replacement dwellings). The former is to be found in Section G. In the case of several permissions on the same site, it is the consent that establishes the highest total that is recorded. (b) Schedules: The following column headings are used throughout the Position Statement: Column Heading Settlement Comments Any settlement ending with “(S)” refers to a site falling within an identified urban or village boundary defined on the proposal maps to the Dacorum Borough Local Plan 1991 – 2011. Those without the designation are sites close to but outside of these settlements or are villages not identified in the Plan. Planning Status U/C – Site is under construction. Where provided, the site area is gross and measured in Site Area hectares. The planning application number has one of the following Appl No. suffixes: Address Number of Units OUT Outline planning consent granted. RES Reserved Matters approval to outline planning consent. FUL Full planning permission. ROC Removal of a condition. These are not in street name order. This has three categories: TOTAL - Total gross number of dwellings. 1 A planning obligation is generally a legal agreement between the local planning authority and the developer or a unilateral undertaking by the developer. Planning permission is not granted until the planning obligation is completed. 2 Residential Land Position Statement No. 36 – as at 1 April 2009 Commitments Dev Type (in Schedule F – Sites Completed) BUILT - Units completed to date as a running total.. LOST – Existing units lost through the development. This explains the number of units remaining to be built taking into account any that are already completed. The “Gross” heading only takes this into account, whereas the “Net” column looks at both completions and any losses.
