Brownfields Assessment Program U.S. EPA Western Brownfields Workshop – September 29, 2016 Salt Lake County, Utah Presented by Alison Weyher EPA Assessment Grant Awards Since 2008, Salt Lake County has been awarded two EPA Brownfield Assessment Grants totaling nearly $500,000 to help identify properties of concern and cite appropriate cleanup methods within the West Millcreek/Meadowbrook Target Areas. West Millcreek‐EPA Assessment Grant (2008): $100,000 Hazardous Substances / $100,000 Petroleum Salt Lake County EPA Assessment Grant (2014): $200,000 Hazardous Substances / $97,850 Petroleum The Brownfields Assessment Program is managed by Salt Lake County Township Services which administers all of the daily operations with the District Attorney’s Office providing legal oversight. PURPOSE: Conduct Assessments, Promote Cleanup & Facilitate Redevelopment of Brownfield Sites West Millcreek Redevelopment Project Area • Contains 184 acres • Project area established in 2009 and amended in 2011 (because of economic downturn) • Contained: • • • • • Cement plant Dry cleaning/laundry plant Morgan Hanover Smelting Works site Trucking companies Auto repair/autobody shops Project Area is located • In Transit Oriented Development Zone • Adjacent to TRAX (light rail) • In the heart of an urban renewal area • Adjacent to: • • • Murray City with 975 new housing units South Salt Lake City with 350+ new units Since 2013 we have conducted • • 5 Phase I assessments 3 Phase Two assessments • • We found: Low levels of petroleum staining, lead and arsenic contamination, VOCs in groundwater and asbestos in structures First success – Artesian Springs Apartment Complex Current Projects – WindRiver, Utah Coal However, in November 2015, Millcreek voted to incorporate We were able to work with EPA to expand the boundaries of our project area to include the entire unincorporated County! Currently working in Magna on two projects How we do it: • Community meetings – Since our first grant in 2008 we have conducted 15 community outreach meetings with property owners • We distribute marketing materials promoting the program • Meetings with potential property buyers who come to the RDA to see what incentives may be available before they purchase property • We are able to reimburse for clean up costs through the RDA as well as EPA grant funds. • We also have a Brownfields Clean‐up program loan fund that we can tap if needed.
