Industrial commercial and financial conditions throughout
the world have been disorganized by the E urope an war T he
trade o f the U nited States with Latin America has been seriousl y
Th e present period of co nf usion wi ll h owever be

Your

suggest measures to re l ieve the emergency and to p l ace t h e

In a properly comprehensive report the trade O f the U nited

In gen

Yo u r committee fee l s that artic l es recent l y appearing in t h e
press regarding commercial Opportunities in C entral and South
America have undu ly emphasized the promising aspects thereof
and have in most instances fai l ed to state that our exporter s
al ready doing b u siness with these regions find that their sal e s
have been decreased rather than increased owing to the war
Your committee recognizes the present ti m e as one when
com petition is l ess e f fective than in the past and than it wi ll b e
in the f uture until E uropean bankers merchants and manu
f a ct u r er s recover from the e f fects Of the war
Your committee moreover be l ieves that an Opportunity is
n o w aff orde d t o place the trade o f the U nited States with othe r
American nations upon a firm foundation supporting a more
comprehensive structure which may be b u i l t as the Situatio n
again more nearl y approaches normal
Your committee feels however that there is great danger
that o u r merchants and manufacturers u nfami l iar with Latin
American conditions may be induced by recent p u b l icity t o
undertake ventur es in that fie l d which not only wil l be u n r e
m u n er a t iv e but actua ll y d isastrous and in their ulti m ate r e
sul t make f or a reaction o f the very heal thy and much to b e
desired interest in foreign trade now manifest throughout the
U nited States an interest whic h if properl y directed shou l d
be o f great permanen t va l ue
