Forget about that question now - the wording of the title was only to get your attention. The "which came first?" issue here is between the 17th of Tammuz and Shabbat Parshat Pinchas. The fact is that in some years, Parshat Pinchas precedes the Fast of the 17th of Tammuz (10.5% of the time), in most years Pinchas is after the Fast (79.5% of the time, 2, 4, or 6 days later), and the other 10% of the time, Pinchas in Eretz Yisrael is on the 17th of Tammuz, but a day before the fast, and in Chutz LaAretz, Pinchas is 7 days after the 17th and 6 days after the fast.
