INTRODUCTION
1.
PURPOSE
The purpose of this tender process is to procure Tender Offers from contractors to
provide all services required in connection with Tender for the provision of annual
lawn maintenance and associated works for football field at Sarawak Energy Sports
Complex, Sungai Biawak, Kuching
2.
BACKGROUND
Sarawak Energy is wholly-owned by the State Government of Sarawak and is
responsible for the generation, transmission and distribution of electricity to industrial
and residen tial customers within Sarawak.
Sarawak Energy has a proud history of more than 70 years of service to the Sarawak
community and now provides electricity to more than 500,000 account holders.

COMMERCIAL BASIS FOR TENDER OFFERS
Tender Offers shall be submitted in accordance with the requirements set out in the
Tender Documents.

SCOPE OF SERVICES / SPECIFICATIONS
The Services to be provided by the Service Provider include the following:
The Scope of work is as follows:
1. Maintenance Schedule for Football Field

All maintenance activities are to be done according to the schedule above.
2. Watering
a) The contractor has to ensure that the field is adequately watered and the turf
remains green and not drying up. Likewise, contractor is not supposed to over water
the field until the ground turns muddy.
3. Weeding
a) Maintenance service contractor is to lay a minimum of 5 grids along the football field
and allocate minimum 2 workers to pluck and cart away wild/alien grass (other than
cowgrass, within the football field mowing area) on every allocated maintenance day
before mowing.
4. Mowing
a) A high quality riding mower specifically for football field mowing is to be used.
(sample technical spec attached in Appendix B). Brushcutter is only allowed for areas
unmowable by the lawnmower.
b) Mowing to be done every Wednesday.
c) Grass length to be maintained not more than 25mm
d) Cropped grass is to be collected, carted away, and disposed at maintenance service
e) Refer to Appendix A - Drawing - colored in green for the football field mowing area.
5. Fertilizing
a) Fertilizing of lawn must be done once in every three (3) months or at as & when
required basis.
b) Fertilizer used has to be NPK14-0-19-3+TE (at least 11.36kg (25 Lb), 6 packets per
fertilization session) and to be ensured that it distributed evenly. Contractor may
propose other type of fertilizer deemed suitable to the current condition of the
football field

6. Re-turfing
a) Replanting of grass to the field is to be done as & when required basis preferably on
Mondays. The species of grass used for the replanting works must be cowgrass.
Close-turfing is required with a hole of sufficient depth to be dug out first before
planting the grass.
7. Field Levelling
a) Rolling works (using 3 tonne roller, to be conducted for one day) to level the field
every two (2) months has to be done properly in such that it does not damage the
existing grass
8. Sanding
a) Sand filling (using selected river sand & sieved on site, measured in tonnage) to be
done as-when required basis to conditions anywhere within the field where the
surface turns soft, sinking, muddy, hard surface and etc.
9. Aeration
a)
equipment/machinery specifically for aeration
b) Coverage of Aeration works required per year is approximately a quarter of the
football field area prioritizing on harder surface, ponding or soft areas.
c) Maintenance service contractor to cart away and dispose the dug soil at his own
dumpsite and the dug up holes filled with sand.
10. Line marking is to be done once in 2 months using 4-inch brush and non-toxic water
based emulsion paint.
11. Weeding/Creepers/Wild Grass Clearing beyond football field perimeter. (Vegetation
Clearing)
a) Areas along the football field perimeter (Refer to Appendix A - Drawing, colored in
orange) which includes around and inside the drains (Appendix A - Drawing colored
in red), pavement, fencing, kerbs, grass strips behind and around the grandstands,
store, sepak takraw field and etc. are to be tidily mowed, cleared of any creepers,
overgrown wild grass, debris and trash.
b) All drains around the football field is to be ensured that it is flowing smoothly at all
seasons as so not to disrupt the flow of the sub-soil drainage system.
12. Contractor is required to prepare monthly work program & weekly report for
monitoring & verification purpose by SEB personnel. PPE shall also be provided for
workers.

13. Above all the instructions stated, it is ultimately the sole responsibility of the
maintenance service contractor to ensure that the football field is at prime & pristine
condition throughout the contract period. Should the maintenance of the football field
found to be unsatisfactory, reminder letters (maintenance service contractor to
respond within 7 days to close the issue) shall be issued and thereafter, final warning
letter.
Sarawak Energy shall provide to the Service Provider the following, for the purposes of
providing the Services:
Electricity and Water Supply
The service provider shall be permitted to make use of the electricity and water supply
provided on site for the execution of works under this contract. However, such facilities shall
not be unreasonably utilized as to cause unnecessary wastage by the service provider. Under
all circumstances the usage shall not in any way whatsoever cause any interruption or
