Report of the Secretary of War. Published by Order of the House of
Representatives. [Philadelphia: Ross? 1797], four pages. Bound together in later
marbled wrappers. In his first letter, McHenry described "the present state of the
frigates UNITED STATES, CONSTITUTION and CONSTELLATION; An estimate
of the money which will be required to complete the ships, an estimate showing
the further sum which will be wanted for the pay and provisioning their officers
and crews for twelve months; An estimate of the probable value of the articles on
hand, and a table exhibiting the articles and where deposited. McHenry also
provides much information on the materials to be used. The second report is "an
account of the number of artillerists, in actual service, and of the posts, and
places, at which they are stationed." McHenry informed that none of them may
"be detached, without danger to the United States;" and that none "can be
transferred to the maratime [sic] fortifications."
