EXECUTIVE SUMMARY • A member of the public has requested that Ella Street in Caledon East be renamed Ella Court to more accurately reflect its dead-end street layout, thereby reducing incoming traffic and making the street safer for its residents. • The request has been made in accordance with the Town’s Street Naming Policy, and meets all street re-naming requirements. • Changes to street name suffixes do not require approval by the Region of Peel Street Names Committee (the Committee). • Notice of this proposed street renaming was published in local newspapers and on the Town website, and mailed to landowners abutting Ella Street. DISCUSSION Purpose (background) The purpose of this report is to recommend that Council to enact a by-law to rename Ella Street as Ella Court. Ella Street is a dead-end street adjoining Ivan Avenue in Caledon East (Schedule A). On August 13, 2015, the Town received a request from a resident to rename Ella Street as Ella Court for the purpose of more accurately reflecting the street’s layout, thereby decreasing the amount of incoming traffic and making the street safer for its residents. This request to change the name of Ella Street has been made in accordance with the requirements of Appendix 5 of the Town’s Street Naming Procedure: • A request to change the name of an existing street may be made by the Town, the Region of Peel, or members of the public to the Town. Page 1 of 3 DP-2015-076 • Streets shall only be renamed when at least 75% of the property owners whose properties front or abut the subject street support the proposed renaming. The street renaming request was accompanied by a petition with the signatures of over 75% of the property owners/residents whose properties front or abut the subject street who support the renaming. • Existing names shall only be changed when renaming will result in an improvement to the Town’s administration or municipal or regional emergency response services. As the dead-end of Ella Street is not visible from the intersection with Ivan Avenue, drivers may assume that Ella Street connects with another road, and thus cause increased traffic flow in and out of the street due to drivers needlessly entering the street. Changing the street name’s suffix to “Court” will inform drivers that the street is not a thru-way. This will improve the area’s safety, and will prevent delays to emergency response services. • Street name suffixes do not require approval by the Region of Peel Street Names Committee (the Committee). The Town therefore does not require approval from the Committee to proceed with the renaming of Ella Street. • The Town’s Street Naming Policy defines a “Court” as being a street with no outlet that usually ends in a cul-de-sac and usually does not exceed 1,000 feet in length. Ella Street meets this definition. As per the Town’s Public Notice Policy, notice of the proposed street renaming was published in local newspapers (the Caledon Enterprise and Caledon Citizen), and on the Town website on Thursday, September 17. Notice was also mailed to all land owners abutting Ella Street. Financial Implications Notification of the proposed street renaming has been published in local newspapers. The advertising costs for the notice will be covered under the Corporate Communications advertising budget lines. Fees associated with registration of the amending by-law on title to the road allowance and any affected properties will be paid by the person who has requested the street renaming. Any costs incurred by residents as a result of the changes to municipal addresses (such as changing billing addresses) will be borne by the affected property owners. As the street renaming request was not initiated by the Town and does not meet any of the criteria set out in the Town’s Numbering of Buildings By-law (By-law 99-49, as amended), the Town will not compensate property owners for any inconveniences resulting from such a change. Applicable Legislation and Requirements As per section 27 of the Municipal Act, Council may enact a by-law to rename a street. Page 2 of 3 DP-2015-076 The Town’s Street Naming Policy and Procedure and Public Notice Policy and Procedure were adhered to in the renaming process. NEXT STEPS Should Council approve enactment of a by-law renaming Ella Street as Ella Court, the following steps shall be undertaken by the Heritage Resource Office, in consultation with Planning Law: 1) 2) 3) 4) 5) 6) Advise the applicant of Council’s approval. Register the by-law on title to the road allowance and any affected properties. Notify the land owners abutting Ella Street of the street renaming. Advise Building and Support Services, Information Technology GIS staff and the Region of Peel Street Names Committee of the street renaming for the purpose of updating records and mapping. Emergency Medical Services and the Ontario Provincial Police shall be advised of the street renaming by Building and Support Services. Advise Legislative Services for the purpose of amending the Traffic By-law and any relevant documents. Advise Public Works of the renaming for the purpose of installation of a new street sign.
