utilities shall maintain a working capital reserve in an amount of no less than one eighth of actual annual
operation and maintenance expense. This reserve shall be separate and distinct from and in addition to any

Wilderness PSD Board and Staff are dedicated to provide a safe, dependable, and adequate supply of
high quality water service at a reasonable cost to its customers, while operating and maintaining the
physical assets of the system in a cost effective and efficient manner. The Public Service Commission
has approved a two-step rate change. Step One (effective for two years, beginning with July 2016
billing) minimum bill of $35.70, for up to 3,000 gallons, reflects a rate of $0.012 per gallon of water or
$1.19 per day. Step Two (effective after two years, beginning July 2018) minimum bill of $33.54, for
up to 3,000 gallons, reflects a rate of $0.011 per gallon of water or $1.12 per day. This change of rates
meets the District’s goal to comply with WV State Code and provide for reliable service longevity at a
reasonable cost to its customers.
