■ NIAS (non-intentionally added substances) were brought to the attention of the food contact sector when Regulation 10/2011 on plastics, in article 3, paragraph 9, provided the following definition:
“Non-intentionally added substance means an impurity in the substances used or a reaction intermediate formed during the production process or a decomposition or reaction product”.
The concept of NIAS was later clarified in “Guidance document on
EU Regulation (EU) n. 10/2011”.
However, the formation of NIAS is not only critical to plastics, but also
manifests itself in other materials and in more complex structures,
comprising different materials (adhesives,
dyestuffs, inks, etc.).
The lack of legislation at EU level and
at the level of individual countries, however, has not prevented
research on the subject, which
has developed especially in

the field of laboratory analyses, with increasingly advanced methods
of investigation, and in the world of good manufacturing practices,
with the creation of guidelines and supporting documentation to address the problem with method.
Besides the question of NIAS, the issue of mineral oils arouses
much attention, where once again we find an almost total lack of
legislation.
The mineral oils that are the subject of attention are hydrocarbon
molecules, a very heterogeneous group of substances that include saturated or unsaturated compounds, with linear, branched,
cyclic, aromatic structure. Mineral oils belong to two different categories: MOSH - both linear and branched saturated hydrocarbons, and MOAH - aromatic hydrocarbons, consisting of one or
more benzene rings.
The contribution of research and analysis centers, together with the
activities of industrial groups interested, has also been instrumental,
in establishing safety protocols, also regarding mineral oils. It should
be said that for mineral oils, there is imminent hope of regulation due
to the efforts being made by some national legislations to provide
standard rulings on the matter.
The “general principles” underlying the art. 3 of Regulation
1935/04/EC assign to the business operator the task and obligation
to conduct appropriate assessments of the risks and hazards of NIAS
and mineral oils. The Munich Conference stands as an opportunity
information, training and exchange at international level, including
business operators and all operators involved in the food packaging
chain.
Here are the main themes of the Conference:
· Legislation: future regulatory predictions;
· Research and development on the current competencies in the
field of analysis and evaluation of substances;
· Industry best practices for what can be considered the action to
be taken to counter the dangers of NIAS and mineral oils, mainly in
a production environment and use of materials and articles intended
for food contact.
The speeches made by speakers from various backgrounds, are designated to provide a scientific, technical but aboveall practical contribution for the proper RISK ASSESSMENT management, particularly
for NIAS and mineral oils, this within the Food Contact Supply Chain.

Leave the railway station via the main exit. Turn left, cross three pedestrian lights and then cross to the other side of the road. You now
find yourself directly in front of THE CHARLES HOTEL. The entrance
is opposite the old botanical garden. The walk from the railway station should not take much longer than five minutes.
