STATION TO HPCL PROPOSED MARKETING TERMINAL NEAR VADODARA”
EXECUTIVE SUMMARY
Introduction
Hindustan Petroleum Corporation Limited (HPCL) desires to lay a cross country multiproduct
white oil spur pipeline for the distribution of petroleum products in Western India. The pipeline
is proposed to be laid to transfer MS, HSD and SKO from the existing Tap off location at
Palanpur Terminal of Mundra-Delhi Pipeline (MDPL) in Gujarat to Vadodara in Gujarat to cater
the demand of petroleum product in the region of Surat, Indore and other parts of Central India.
The products shall be made available to this pipeline from the existing MDPL. Expansion of the
system capacity of MDPL from existing 5.0 MMTPA to 6.9 MMTPA will be done by
installation of additional pump facilities at the existing Sectionalising (SV) Stations of MDPL at
Bhachau and Pindwara alongwith laying of 280 Km. spur pipeline from Palanpur Terminal to the
proposed Marketing Terminal near Vadodara.
Additional pumps are to be envisaged at the existing terminal of Palanpur. Also based on new
batch sizes, a new receipt station cum marketing terminal with rail and road loading facility will
be constructed at Vadodara.
Project Facilities
The project requirements are proposed to be met by following:
i.
A cross country spur pipeline of approx. 280 km from HPCL's marketing terminal at
Palanpur to the proposed marketing terminal at Vadodara.
ii.
A new green field receipt cum marketing terminal at Vadodara with Rail/Road loading
facilities having receipt, storage and distribution capacity of approx. 2,10, 000 KL of
petroleum product built up in area of approx. 150 acre with 03 nos of DG set of capacity
625 KVA, 250 KVA and 125 KVA respectively.

6nos. of SV stations with 25 KVA DG set in proposed Palanpur-Vadodara spur Pipeline
iv.
1 no. of IP station with 25 KVA DG set in proposed Palanpur-Vadodara spur Pipeline.

MDPL SV station):

2 main pumps+1standby Pump and 1 no 60 KVA DG set at Pindwara station (at existing
MDPL SV station).
The main pumping station at Palanpur dispatch terminal will have booster and mainlinepumps
having the capacity and configuration so as to meet the projected throughput of 6.9 MMTPA.
The proposed receipt, storage and distribution capacity of the Vadodara terminal will be approx.
2,10,000 KL constructed in an area of approx. 150 acre.
Pumping facility options shall include variable frequency drives to run the pumps at reduced
flows.
Nature of the Project
The proposed project envisages transportation of petroleum products like MS, HSD and SKO
from Palanpur pumping station to Vadodara terminal after laying new 280 km long 18” dia.spur
pipeline.
The proposed spur pipeline will pass through number of rivers, canals, Agricultural land, railway
lines and National/State highways etc. There are no rehabilitation and resettlement (R&R) issues.
System Configuration
Palanpur-Vadodara pipeline system broadly comprises the following:
1. Pipeline size 280 km long, 18”dia.
2. Proposed ROU 18 mtr.
3.
Pumping system at Palanpur with Mainline pumps configuration of 2 working + 1 stand
by pumps along with VFD's.
4. The Pipeline design pressure & accordingly the grade & wall thickness were selected
keeping in view the following:
• Eco-friendly operation
• Cost optimization.

5. Pumping products directly from Palanpur upto Vadodara.
6. Receipt, storage and distribution facilities of 2,10,000 KL of petroleum product at
Vadodara marketing terminal having 3 no of DG set of capacity 625 KVA, 250 KVA and
125 KVA.
7. 2 main pumps+1 standby Pump and 1 no 400 KVA DG set at Bhachau station (at existing
MDPL SV station):
8. 2 main pumps+1standby Pump and 1 no 400 KVA DG set at Pindwara station (at existing
MDPL SV station).
9. 6nos. of SV and 1 IP station with 25 KVA DG set in proposed Palanpur-Vadodara spur
Pipeline
Land form, Land Use and Land Ownership
The land to be used for stations is flat and for pipeline is varying from flat terrain and there are
some undulations. The pipeline will cross rivers, canals, agricultural land etc. After laying the
pipeline along the ROU, the agricultural land will be restored to original condition and return
back to the respective owners. The compensation for any agricultural crop destroyed will be
given to farmers during construction phase. Land acquisition for the proposed marketing
terminal at Vadodara and stations at Bhachau and Pindwara is under progress.
Mainline Route
The spur pipeline would originate from the Palanpur Terminal of MDPL and would terminate at
the proposed marketing terminal at Vadodara. The product will be made available from the
existing Mundra-Delhi pipeline.
There are no national parks, sanctuaries, coral reefs and ecologically sensitive areas fall
within 10km radius of the Palanpur-Vadodara Pipeline.
The pipeline would be provided with motor operated sectionalising valves all along the pipeline
route. HDD technique will be adopted at major crossings.

Project Schedule & Cost Estimates
Total estimated cost of the project is Rs. 1520Crores (Rs. 950 crore for Pipeline, Rs. 450 crore
for Vadodara terminal and 120 crore for additional pumping facilities at Bhachau and Pindwara
station).
Proposed project schedule is 24 months after statutory clearance.
