The Registration of Officials Football ax\A basketball officials previously registered have received their renewal application cards for the 1967-68 school year. One hundred ninety-five officials failed to file their 1966-67 reports on or before the deadline set by the Board of Control for the submitting of reports, and it was necessary to impose fines on these officials who failed to comply with Association rules. It is an Association requirement that each registered official attend the clinic in the sport in which he is registered. Eleven fifty-two basketball officials were for failure to attend chnics. The identification cards Eire not to 1967 The Board of Control of the Kentucky High School Athletic Association met at the K.H.S.A.A. office, Lexington, on Thursday morning, June 8, 1967. The meeting was called to order by President Sherman Gish at 9:00, with all Board members. Commissioner Theo. A. Sanford, and Assistant Commissioner J. B. Mansfield present. The invocation was given by Foster J. Sanders. Ralph C. Dorsey moved, seconded by Preston Holland, that the reading of the minutes of the April 14th meeting be waived since members of the Board had received copies of these minutes. The motion was cairied unanimously. The Commissioner reported on the results of certain questionnaires which had been sent out to the principals of K.H.S.A.A. member schools in April. These were as follows: 1. On the question of whether or not to amend Basketball Tournament Rule VII-B to provide that only district winners shall advance to the regional tournament, there weie 38 votes for the proposed amendment and 242 votes for no change. 2. There were 205 votes for no change in the present method of selecting officials for the district and regional basketball tournaments. There were 85 who favored giving the Commissioner authority to appoint regional tournam.ent officials, 91 for giving him authorappoint regional tournament officials. Principals of schools maintaining Cross Country teams by a vote ratio of more than 2 to 1 had asked that classes be set up in this sport. The Commissioner presented to the Board several suggested changes in tournament and meet regulations. These were as follows. 1. Permission to delete rV-3-d-9 in K.H.S.A.A. Conity to 3. stitution (not necessary because of IV-3-d-8), and amend Basketball Rule V-A by adding the following to the second paragraph. "The fees for these officials shall be set by the Board of Control." 2. Amend Cross Country Rule II (page 39) to read "The state sha". be divided into classes and regions by the Commissioner who will assign hte as follows: schools to regional sites." Amend the third sentence of Swimming Rule IV 3. to read as follows: "A contestant may enter the number of events allowed in the current N.C.A.A. Collegiate-Scholastic Swimming Guide." Substitute the following for Swimming Rule VIII: 4. "Contestants finishing in the first twelve places shall be awarded points. These points shall be those given in the current N.C.A.A. CoUegiate^Scholastic Swim- ming Guide." the following for Track Rule VIII "In £my meet (boys) a contestant may compete in not more than four events. A contestsmt who participates in the 880 or one-mile run shall not be allowed to participate in any other track event in which he runs 880 or more yards. A contestant who participates in the two-mile run shall not be allowed to participate in any other track event. In any meet i( girls) a contestant may compete in not more than three events." (This change is necessary in order that there toII be compliance with National Federation 5. The determining factor in the cards being accepted as passes is the policy of Track Rules.) the individual school. The identification card may be used for a(imission to all events at the state level except the State Basketball Tournament. A different plan for issuing these passes, along with passes to the district and regional basketball tournaments, is provided in basketball tournament regulations. Substitute the following for Track Rule V (page contestant whose name is on the eligibility list may be substituted for the original entry prior to Ithe time the heats are set up. Santhe tournament and meet changes and amendments, suggested by the Commissioner, be adopted by the Board of Control and made a part of K.H.S.A.A. regulations. The motion was carried unanimously. Gran ders, C. that Upon recommendation of the Commissioner, Don Davis moved, seconded by Morton Combs, that the insurance subsidy for each member school for 1967-68 be a basic amount of $40.00, with an additional subsidy of $60.00 for each school maintaining football. The motion was carried unanimously. There was a discussion of certain fringe benefits which might be given to members of the K.H.S.A.A. staff, especially with reference to paying a portion or all of Blue Cross and Blue Shield rates. Don R. Rawlings moved, seconded by Don Davis, that the Commissioner get more information concerning rates and prasent staff insurance coverage, and make a report on these at the summer meeting of the Board. The motion was carried unanimously. The Commissioner presented to the Board, at the suggestion of Policy Committee Chairman Don Davis, certain information which he had gotten relative to plans which the Board might wish to consider in making the Retirement Program more attractive to present and future employees. Foster J. Sanders moved, seconded by Ralph C. Dorsey, that the Commissioner be directed to set aside an amount in a K.H.S.A.A. Retirement Fund, the amount to be determined annually; and tliat the President be asked to reactivate the Retirement Committee which would dations for the improvement make recommen- of the present retirement program. The motion was carried unanimously. The Commissioner made a report to the Board on estimated receipts and disbursements of the the K.H.S.A.A. during the year 1966-67. He presented a suggested Association budget for the 1967-68 school year, with estimated receipts of $174,400.00 and estimated disbursements of $174,100.00. After a study of various items of the proposed new budget, Morton Combs moved, seconded by Preston Holland, that the 1967-68 budget presented by the Commissioner be adopted. The team score was 1378. Tate won individual honors with his 283x300. Eight teams competed in the tournament. THE KENTUCKY HIGH SCHOOL ATHLETE FOR AUGUST, Page Four The Flying Dutchman A transplanted Chicagoan who migrated to report news for Louisville's radio and television stations is the first winner of the Corn Cob Pipe of Honor for the sports year of 1967-1968. Personable Fred Wiche's unselfish service to the sportsmen of the Falls Cities area qualifies him for the Kentucky thoroughbred with the corn cob adorning its neck along with the to Kentucky WHAS accompanying erman par citation. Noted as a excellence on his fly fish- beloved Lake Michigan, youthful Fred has promoted fishing in Jefferson County as a wholesome recreational outlet. The award could not have gone to a finer gentleman. Many readers ask the significance of the race horse award with the corn cob adorning his neck and here's the answer ^The Flying Dutchman is a Kentuckian associated with the Kentucky High School Athletic Association the thoroughbred is characteristic of the State, and the corn cob pipe was smoked by some of Kentucky's earliest setthis with tlers. Everything associated — ; monthly award for unselfish service is symbolic of Kentucky. There you are, my friends The whole purpose man column of The Flying Dutch- the recognition of unselfish services through the monthly awards of the Corn Cob to people you recommend, citations for outstanding neighborly acts which contribute to better sports relationships between communities in the form of the Abou Ben Adhem certificates, and the encourageis ment of boys and girls with handicaps to overcome them to engage in the Kentucky sports program like their more fortunate friends. Since the Flying Dutchman program started almost twenty years ago, two hundred sixty-one corn cob pipe awards have found their way all over the Commonwealth and sometimes outside the state; one hundred twenty-two statuettes have gone to youngsters overcoming handicaps to engage in sports, nineteen Game Guy trophies have been awarded, and one hundred and two Abou Ben Adhem awards have gone to blue ribbon communities going that extra mile to be better hosts to visiting teams. The Dutchman's philosophy is to praise the good being done all around us. Only a short time ago a letter came saying, "Dutchman, the winner of the Corn Cob Pipe award whom you announced recently is no good why was he named a winner?" The answer is simple my correspondent pointed out the — bad in this man while this 1967 Dutchman always looks for the good in people. The winner in question had just rendered a tremendously unselfish service. He deserved the honor. will you recommend for the Corn Cob Pipe of Honor, the Abou Ben Adhem award or the Game Guy salute? Even while this column is being penned my highly respected friend, Edgar McNabb, preparing for his sashay over the state teaching the rules and their application in his annual state-wide football clinics. The K.H.S.A.A. is proud of the football officiating uniformity which is evident from Mac's Clinics. Here's a chap who is a legend in his own time "Big Edgar" is the clinic director who preaches the following to his footis — "Take a lesson from the turtle. sticks his neck out if he wants to get ball officials, He somewhere." Maybe you don't realize it but there's over a month before the Dutchman conducts his first basketball clinic for the Indiana High School Athletic Association at Indianapolis, followed by fifteen more for Commissioner Ted Sanford all over the state. Where did that summer go? Twenty-six years ago Commissioner Ted sent this writer on his first clinic journey in 1942. About ten years later L. V. Phillips signed the Dutchman for his Indiana clinics, and later Colonel Paul Landis lined the Dutch boy up for his Ohio sessions in Columbus. From all of ihis clinic work this columnist learned many things. One of the most important is the prayer of The Flying only a little Dutchman v/hich follows: me the glorious lesson that occasionally I may be mistaken." Now is the time for our correspondence Will you believe that a letter has just been dispatched to Commissioner Joe Griswold of Hawaii regretting our inability to get to Honolulu to conduct a basketball clinic for his association? The Dutchman will be in Chicago in October as a member of the faculty which "Dean" Cliff Fagan has lined up for his basketball course in officiating which he stages each year. Chicago is OK, Cliff, "Lord, teach but what should the Dutchman do with the shears he had purchased for Hawaii? A letter from Colorado and the immortal John W. Bunn, editor of the basketball rule book, indicates the feeling of one recipient of the Corn Cob Pipe of Honor Award.
