In the matter of an Exemption
to Contract with the Single Seller
of Compatible Product
ORDER
90-160
The above entitled matter is before the Board of County
Commissioners, acting in its capacity as the Multnomah County
Public Contract Review Board, to consider a request from the
Multnomah County Library, under Multnomah County PCRB Rule AR
10.100 and AR 20.030 to award a contract to Checkpoint Systems, the
single seller of compatible video and cassette targets for the
Checkpoint Security System currently installed in the various
libraries.
It appears to the Board that the recommendation for exemption,
as it appears in the application, is based upon the fact that the
Multnomah County Library has in place a contract with Checkpoint
Security Systems for theft prevention and protection services. The
system operates on radio waves and the targets are tuned to a
specific frequency generated by the Checkpoint system.
Only
Checkpoint systems stocks the targets and other products that are
compatible with the security system.
The granting of this exemption represents the most efficient
utilization of an existing system and equipment.
It appearing to the Board that this request for an exemption
is in accord with the requirements of the Multnomah County Public
Contract Review Board Administrative Rules AR 10.100 and 20.030; it
is, therefore
ORDERED that the exemption is hereby approved for efficient
utilization of existing equipment.
