On behalf of the entire Secretariat, we extend a warm welcome to all of you and congratulate you on
being a part of the Grand Old Party. It is our distinct honour to serve in the capacity of the Chairperson
and the Co-Chairperson of the RNC for NAVMUN 2016.
The RNC being simulated at NAVMUN 2016, shall focus on political and analytical application of
thoughts on the upcoming Presidential Elections of the United States of America. That being said, there
is absolutely no shortcut to hardwork and an exhaustive research on the agenda will help you go a long
way. We urge you to stay updated with the ever changing Geo-political situation of our nation and hope
for a substantive debate and discussion at the platform provided.
The Background guide attached in the Annexure, will give you the basic guidelines of the committee
proceedings and areas where your research should be focused on. Please, keep in mind that the attached
Background guide is made for the sole purpose of giving your research the right direction and further
research is essential to your performance at the conference.
Kindly note, as the Executive Board members, we‟re looking for novel solutions along with substantive
implementation plans to some of the major issues that have plagued our great nation and given, the
extremely political and volatile nature of the committee, your presence of mind and political accuracy is
something which we at the executive board would be looking to test.

Introduction
The House Republicans are united by one desire, and i.e. to make America a better place, a nation where
the citizens are not defined by limits, but by their potentials. The mission, as Americans is to ensure that
the people are not bound by where they come from, but are empowered by what they can become.
Dating back almost 150 years, the party was founded in 1854, originally known as „The Grand Old
Party.‟ The first Republican President to hold office was Abraham Lincoln, who is known for his
contribution towards abolition of slavery and the most recent President, George Bush who made sure
that the perpetrators of 9/11 paid for their crimes and brought about a new era of National Security. The
main political ideology of the party is „American Conservatism‟ as opposed to the Democrats „Modern
Liberalism.‟
Platform of the Republicans includes, free market capitalism, strong national security, entrepreneurship,
free enterprise, deregulation and very conservative policies on social issues.
The Republicans are different from the Democrats in the following ways:
On economic policies, the Republicans believe that there should be tax cuts for everyone
including corporations and people of all income levels. Republicans believe in free trade, so that
the costs can remain low for the consumers and make businesses more profitable and allow them
to grow. Democrats believe that the minimum wage of the workers should be increased which
will allow them to have more money and thus, purchase more goods and services. They also
believe that trade should be restricted so that American jobs can be protected.

Foreign policy is one of the most crucial points of differences between the two parties. In a more
general sense, taking military involvement as an example the republicans believe in a full
military effort, i.e. sending troops and vehicles, and displace regimes that are dictatorial and are a
threat to not only their own people but others too, whereas the democrats believe in more
targeted strikes (drone strikes, missile strikes etc.) and limited use of manpower. Both parties
believe that sending foreign aid is good, but have different opinion on the kind of help and who
should be at the receiving end of this aid.

Personal liberty of the people is something that has been a hotly debated topic recently, the
Republicans believe in accountability or responsibility. Individuals or citizens of the country
should be allowed and provided the opportunity to make decisions about what they do, what they
believe in and what they do not like, provided that they do not break the existing laws of the
country. Whereas the democrats, believe in curbing personal liberty via legislation.

On tax policies, both the parties believe in tax cuts but it is the where and who that differs. The
republicans believe in tax cuts for everyone i.e. corporations and people of all income groups
alike. Whereas the democrats think that there should be tax cuts for middle and low income
groups, but they should be higher on the wealthy individuals and rich corporations.

The energy and the environment is another point where there have been major clashes between
the two parties, the republicans believe and promote expansion of drilling sites in order to lower
the cost for the consumer, and Democrats on the other hand believe in restricting drilling limits
and promote alternative sources of energy so as to protect the environment. On the matter of
alternative sources the republicans believe that the international market demand should decide
the primary source of energy and which of them is practical to yield.

Another major point of difference is that only Democrat Presidents have been impeached in U.S.
history. None of the Republican Presidents have been removed from office.
The main issues of contention in this year‟s election campaign is abortion, foreign intervention,
immigrants, gun control, terrorism, tax reforms. Both the parties have been putting their views and
points, favouring their ideology. The country‟s most competitive Presidential elections is going to be
held on 8th November 2016 and the race to the White House has been on for the past year. Hillary
Clinton is in the forefront for the President‟s post for the Democrats and Donald Trump is the same for
the Republicans and the race is very much in the balance between the two.
The Executive Board expects the fellow Republicans to be well researched on the issues that have
plagued our great nation so that a comprehensive party platform can be made. These are just certain
pointers which need to be focused on, however it is up to the committee if they wish to include policies
other than those mentioned below.
1. Foreign Policy: The United States has always been at the forefront of internationals affairs and hence it
is imperative to discuss its stance on global issues and wars and relations with countries throughout the
globe.

Republican National Committee Members
1) Addison Mitchell McConnell Jr
Mitch McConnell is considered to be a centrist by many people. He opposes gun control, but had
declined contributions from the National Rifles Association to show his independence. He has stated
that he, “Stands in the corner on pro-life.” He has accused President Obama‟s foreign policy, stating
that he is responsible for “reduction in American leadership” in the world. He is known for his
Substantial Policy making Skills.
2) Benjamin Solomon Carson
Ben Carson sees a grassroots movement on behalf of “We the People” as essential to transforming the
United States. On gun control, he stated that “more people should be armed.” For the matter of abortion,
he said, “Abortion is Murder and That‟s Just Telling the Truth.” On foreign intervention he believes in
“rearming the U.S. army” i.e. an interventionist stance.
3) Carla Carleton Fiorina
Carly Fiorina is a conservative who believes in unlocking human potential & holding government
accountable. On gun control she has stated that, “not only is President Obama’s planned executive
action on guns misguided and reckless, it is also blatantly unconstitutional.” Fiorina is against abortion
except in cases of rape, incest and life of the mother. She strongly disagrees in avoiding foreign issues
and supports an interventionist policy.
4) Christopher James Christie
Chris Christie has brought unprecedented conservative reform to one of the bluest states in America. He
is against gun control reforms and has even loosened restrictions on carrying arms. He is pro-life and has
a strong record as New Jersey‟s governor of vetoing taxpayer funding for Planned Parenthood abortion.
He disagrees in avoiding foreign entanglements and is a supporter of interventionist policy.
5) Donald J trump
Donald Trump‟s main contention is illegal immigration, which he is totally against. On gun control,
Donald Trump has stated that, “We're going to cherish the Second Amendment” and is against gun
control. For abortion, he has said, “Public funding of abortion providers is an insult to people of
conscience at the least and an affront to good governance at best.” For the matter of foreign
intervention, Donald Trump has stated that, “We will totally dismantle Iran’s global terror network.”

6) George Herbert Walker Bush
George H.W. Bush, brought to the White House a dedication to traditional American values and a
determination to direct them toward making the United States "a kinder and gentler nation" in the face
of a dramatically changing world. He opposes gun control and feels that it “Just doesn’t work.” On
abortion, he is pro-life. Though on foreign intervention, he believes that the U.S. should have a reduced
role in nation-building and other military actions
7) George Walker Bush
George W Bush concentrated his Presidency on education and reducing involvement in foreign war.
During his time as President, he supported some mild Gun control measures. Bush has a strong pro-life
stance and is against abortion. Like his father he too believed in reducing military actions, till 9/11
occurred which changed his stance completely.
8) James Stuart Gilmore III
Jim Gilmore is a life-long conservative and Republican. He believes that gun ownership is based on
American tradition of personal responsibility and he is committed to protect the 2nd Amendment and is
against gun control. He is the first candidate to enter with a pro-abortion stance. Jim Gilmore believes in
expanding the U.S. military and opposes a non-interventionist foreign policy.
9) John Ellis ‘Jeb’ Bush
Jeb Bush is considered to be a moderate conservative. He believes in absolute ownership of guns and is
against gun control. He opposes abortion as a woman‟s unrestricted right. On Foreign intervention, he
strongly opposes a non-interventionist policy.
10) John Richard Kasich
John Kasich is considered to be a moderate in the Republican Party. He is a strong supporter of right to
bear arms and the second amendment and considers it as an „invaluable part of the constitution.‟ In fact
he was endorsed by the National Rifle Association. He is pro-life on the issue of abortion with
exceptions for rape, incest and life of the mother. He believes and supports an interventionist foreign
policy.
11) Marco Antonio Rubio
Marco Rubio has always sought for balancing federal budget and at the same time prioritize defence
spending. On gun control he has stated that, “All these executive orders (Obama's) gonna come out with
tomorrow that are going to undermine our Second Amendment rights--on my first day in office, they're
gone.” On the matter of abortion, the senator has stated, “It's not because I want to tell anybody what to
do with their bodies or their lives, but because I believe that one of the fundamental rights given to us by
our creator is the right to live.” For foreign intervention, he has said, “at the end of the Iraq war, Iraq
had an opportunity to have a stable, peaceful future. The U.S. pulled out and that allowed ISIS to come
back in.”
12) Michael Richard Pence
Mike Pence is a hard core conservative and a supporter of the „Tea Party Movement.‟ On gun control, he
has stated that, “Gun ownership increases public safety” and does not support gun control. On the matter
of abortion, he is against it. He believes in increasing military expenditure and criticises the Democrats
on not using the phrase “Islamic Extremism” when discussing Jihadists and supports an interventionist
policy.
13) Orrin Grant Hatch
Orrin Hatch has always been in the front lines against terrorism, he has brought about many reforms for
counter terrorism. He is against gun control and said, ”Gun control laws aren't the answer to stop mass
shootings and may make residents of states that restrict access to weapons more vulnerable.” The
senator is against completely against abortion, even against abortion for mothers with life-threatening
pregnancy. Hatch believes that foreign intervention should be carried out for the betterment of the
people of the world and military intervention should be carried out only against those who are against
the interests of United States.
14) Paul Davis Ryan
Paul Ryan has spent his life advocating for real solutions that will expand opportunity for all Americans.
On the issue of gun control, he has stated that “I want to fix the issue, but I don’t know how to.” On
abortion, he has supported a „pro-life‟ legislation. He has also blamed President Obama for not
providing more military aid and is a consistent advocate for more military involvement for the U.S. all
over the world.
15) Rafael Edward "Ted" Cruz
Ted Cruz fights for liberty. On the matter of Gun control, Ted Cruz is a tireless defender of the second
amendment and is against gun control. For abortion, Ted Cruz is the only one who is pro-life. There‟s no
clear stance on foreign intervention, he stands between non-interventionist and interventionist policy
depending on the situation and circumstances.
