SUMMARY
On Monday, April 27, 2015, peaceful protests turned violent in Baltimore City, with protesters
looting, destroying property, and actively trying to injure police officers as well as firefighters.
Several fires were intentionally set, causing debris to block roadways/access alleys and
driveways in addition to millions of dollars in lost property. Many businesses in the city closed
on Tuesday April 27, as well as all public schools. The majority of incidents over the past 72
hours have been concentrated in the western side of the city, specifically the West North Ave
corridor and the Mondawmin Mall area; however, impacts have been felt and continue to be
noticed citywide. Multiple public safety mutual aid partners have been deployed to support
Baltimore City from across the region, including the National Guard, MSP, local LEO’s, NJSP,
local OEM representatives, local Fire Departments and an Incident Management Team (IMT)
from Pennsylvania. The EOC remains open with key agencies staffing their respective desks
during the overnight hours. BCFD reports that fire/ems calls and legitimate incidents have
leveled off to the normal levels.
The State of Emergency (issued by the Mayor and Governor) remains in effect as well as the city
wide curfew that began on April 28th and will conclude on May 5th. The curfew goes in effect
each day beginning at 22:00hrs through 05:00hrs. This does not supersede the curfew already in
place for school aged children.
Current operations during the day (May 1st) are focused on continuing to respond to major
emergencies, securing city infrastructure, addressing logistical and communication needs,
beginning recovery planning and operations, and returning to normal operations.

Significant Incidents
 Threats made towards law enforcement personnel ongoing as of 1930.
 Multiple Shootings (1000 Block of Moser, Greenmount Ave), not related to this incident.
 Critical infrastructure concern from Exelon regarding liquefied natural gas containers at
the 395 overpass – No credible threat, but concern exists.
 Pharmacy Plan finalized. Expected roll out 5/1. Press conference in AM in planning
process.
 WEBEOC-Releasing autopsy report to State’s Attorney @ 0930 today.
 One Baltimore site still down as of 1000.
 Pennsylvania activated their SEOC to a level 2 at 1400 in support of similar protest
activity in Philadelphia.
 Students from Douglas High School on social media trying to organize a protest.
 37 adults were arrested today, 0 juveniles.
 The body of an adult was found in a truck near Penn Ave. and North Ave. Initial indications are
that it is not related.

 Possible Rihanna Concert Penn & North No Time Police are claiming they have no
permit so it will not be allowed
Communication

 Baltimore City Public Schools have reopened as of yesterday, April 29th.
 Liberal Leave is NOT in effect for non-essential City of Baltimore employees.
Casualties
 Several injuries have been reported by BPD 98 total and BCFD 3 total.

In the last 24 hour operational period no soldiers, officers, or firefighters were injured.
There have been zero incident related fatalities reported at this time.
One patient is in critical condition as a result from a dwelling fire on N Smallwood as
well as a BCPD officer who remains hospitalized.
Declarations
 Local State of Emergency Declared for 7 days (April 27th – May 3rd).
 State of Emergency declared by Governor Hogan at the request of the Mayor RawlingsBlake.
Curfew
 A curfew has been placed on the entire city beginning April 28th and ends on May 6th
o The curfew goes in effect each day beginning at 22:00hrs through 05:00hrs.
o This does not supersede the curfew already in place for school aged children.
EOC Activation
 City of Baltimore EOC is at Level 4.
 The State of Maryland Emergency Operations Center is operating at Level 2. Correction
to previous Situation Report, MEMA SEOC was at Level 2 previously.
 MEMA continues to assist the City of Baltimore in any way possible, facilitating requests
and communicating results as fast as possible.

Weather Forecast
Today: A Low passes south of the Region today and then pivots northward off the Virginia
coast. This will result in showers in southern Virginia and the Delmarva. Winds could be gusty
(25 to 35 mph) this afternoon in these areas. There’s a slight chance of light rain this afternoon
from DC to Philadelphia. Mild temperatures are expected across the Region today. The weekend
outlook is for warm, dry conditions.

Watch Center.

Cyber attack on Baltimore City website, still down as of 1116 (consult with MOIT on
current status. Current downtime 16hrs 20 mins as of 1000 hrs).
o Not sure when site will be up and running. Need to set up alternatives. Jerome can
help with tech solutions.

CAD and radio system operating normally.
Cyber threat notification from FBI concerning email attacks. Do not open outside emails
with the subject “Baltimore Riots”. Be careful of which emails you open.

Critical Infrastructure list forwarded.
Water and similar infrastructure facilities have been placed on high alert.

The Debris Management Center will be activating at Park Terminal to coordinate and
manage the clearing of city roadways.
Tow trucks, solid waste, and street sweeper crews continue working on clearing streets.

Citizens cleaning their neighborhood streets are encouraged to push debris to the curbs
and put a service request into 311.
There are no water pressure issues.
Potable and waste water systems are operating properly.
Pro-active boarding of damaged buildings is currently being done.
Trash pick-up is on normal schedule.

We have 3 peak medic units until 2100. Can extend to 2300 if needed.

Request submitted by MEMA for 2 Engines, 1 Truck, 2 Medics (1ALS,1BLS),
Suppression and EMS BC from 1700-0100.
Currently as of 0300 there are 0 mutual aide units in use.

Incident Management Assistance Teams from Howard/Harford/Anne Arundel Counties

The PEMA Director approved the deployment of approximately 240 Pennsylvania State
Police troopers and supporting staff to assist Maryland for up to 72 hours. The troopers
will deploy to Baltimore for assignment on Friday, May 1.
PEMA approved the deployment of a PA Incident Management Team (consisting of two
logistics specialists and two planning specialists) that will work out of the Baltimore City
EOC and one PEMA Logistics person who is deployed to the Maryland EOC.
Recovery Personnel going to MEMA tomorrow to meet and discuss recovery plan and
logistics tracking at 0800.
SPECIAL EVENTS Coordination

ESF #8: Health and Medical [Lead: Baltimore City Health Department (BCHD)]
 BCHD Command center has been opened.
 Conference calls occurred today with DHMH and hospitals and FQHC’s.
 The Hospital Security Plan is finalized identifying single points of access in case of
emergency. Additional broad access routes are being identified and added to it.
 All Health Services are operational including both Druid and Eastern Clinics. Sheriffs
are scheduled to arrive to provide security at 12:30.
 Field Health Services: as of 10:45 272 of 614 scheduled transports have been completed.

Conference Call with Hospital and FQHC leadership scheduled for 12:00.
Individuals in the Sandtown-Winchester community who are having difficulty obtaining
prescription medication should call 311. Our team staffing the DOC will receive the 311
service request and follow up with the caller within 24 hours. We have options for
alternative pick-up locations, mail delivery, and home delivery.
All BCHD operations are operating at full capacity.
City Hospitals who are having trouble getting staff in, and/or security concerns, or
physical plant issues should contact the Baltimore City EOC and ask for the Health
Department Rep at 410-396-9273. In the event the Health Department cannot be reached
contact EMRC.
Health Centers will be open Friday May 1st and operating at full capacity.
Nursing homes are secure and have no requests at this time.
City-wide mental health response is active.
Current resources include Red Cross and MD Responds.

 3808 Garrison Ave at 1815 hrs. 2 adult male shot, believed to be unrelated to the
protesting
 1000 Block of Moser 1 Male shot witnessed by police not believed to be associated with
protesting.
 37 Adults were arrested today, 0 juveniles as of 1000 hrs.
 Double Shooting at 300 S Highland Ave – Not clear if related to incident.
 238 people had been arrested in total (as of 0500 5/1) in relation to the protests/rioting.
 106 people were released on 4/30, and charges will be filed at a later date.
 98 Police Officers have been injured in total:
o 43 seen at Mercy Hospital
o 13 on medical leave
o 15 assigned to light duty
o 15 back to full duty
o Total – 28 taken off of the street
 Focus security at malls, stores, other popular areas/locations for looting
 Threat made towards Baltimore Harbor Hotel at 101 West Fayette Street, after male took
pictures of the structure this morning
 Douglas High School Students attempting to organize a protest on social media.
 Between the hours of 6PM and 5AM (4/30 – 5/1), 37 arrests were made
 As of 0045 4/30:
o Approximately 27 law enforcement agencies supporting.
o 1151 law enforcement officers.
o 1579 National Guard members deployed.
o 1000 shields and 1000 turtle suits received.
o Little activity after curfew.
o Planning continues for weekend demonstrations (anticipating Saturday to be
busier than Friday).
o Cost is increasing as staffing levels stay elevated.
o Fatigue is beginning to set in on officers.
 DC and New York are also experiencing similar incidents, which may draw resources
away.

 Meeting occurred with fiscal agency reps
 IMAT working in concert with MEMA and FEMA on recovery issues and planning.
 A Damage Assessment Coordinator will be arriving at the Baltimore EOC at 1400 4/30.

Food water and cleaning resources have been supplied to 11 organizations and to
individuals.
Requests for transportation and beautification projects support have been made
20 volunteers have been assigned for transportation to fulfill requests for support
MOHS, Mayor’s Office of Neighborhoods, and MOIT have established the
OneBaltimore webpage for individuals and agencies to donate and volunteer.
All volunteer requests are being directed to contact 311.
Numerous locations throughout the city to receive donations.
