1. Field Trip Request- Simon Kenton High School- Cheerleading
Simon Kenton requests permission for 40 students to travel to Western Kentucky University July
25 -26, 2016 for cheerleading summer camp. Supervision will be provided by staff and parents at a
ratio of 1:8. Transportation will be via Kenton County bus. Meals and lodging will be at the dorms
at WKU. Cost per student is $334. Funds have been secured for indigent students.
Recommendation: It is recommended that the Board approve the trip request.
2. Field Trip Request- Simon Kenton High School- Volleyball

to a volleyball tournament at Lafayette High School. Supervision will be provided by staff and

Beechgrove Elementary would like to sell Spirit Wear throughout the 2016-2017 school year. The
funds raised will help support the Family Resource Center carry out the goals outlined in the
FRYSC grant.

request.
Beechgrove Elementary would like to sell Texas Roadhouse gift cards during the months of
November and December 2016. The money raised will help support the Born Learning Academy
“Business Partnerships Collaboration”.

External support/booster organizations are adult/parent organizations established to promote school
programs or complement student groups or activities, (i.e. PTA, PTO, booster organizations,
etc…) An external support/booster organization’s purpose may be to support a student group or
program at a particular school or various student groups or programs at various schools, Even though
an external support/booster organization works very closely with the district, it is a separate legal entity
and is responsible for adherence to IRS guidelines and Title IX regulations. External support/booster

V. DISCUSSION AND ACTION:
1. Board Policy Update – 1st Reading

As part of their update service, the Kentucky School Board Association (KSBA) recently submitted a
packet of policy revisions to be considered in response to the most recent legislative session. At the
top is a brief explanation for the proposed change. Additional or new language in policies is
highlighted and underlined and language with strike through is deleted. Staff members, in consultation
with the Board Attorney, have studied the update package and have recommended the policies to adopt
as proposed or adopt with modifications. Handwritten notations reflect the work of district staff.
This is the first reading.
2. Appointment of Certified Employee to Teacher Evaluation Appeal Panel
KRS 156.557 (6) states “The local board of education shall establish an evaluation appeals panel for
certified personnel that shall consist of two (2) members elected by the certified employees of the district
and one (1) member appointed by the board of education who is a certified employee of the board.”
Recommendation: It is recommended that Board of Education appoint Barb Martin to the district
appeals panel for the 2016-17 school year.
3. FRYSC SFY17 Contract

The Memorandum of Agreement between the Commonwealth of Kentucky and the Kenton County Board
of Education provides for the administration of the Family Resource and Youth Services Centers program
in the district. According to the contract, the Kenton County School District will be provided funds to
employ a full time center coordinator to be responsible for the provision of both core and optional
components to students and/or families served by the schools. The district centers are: Beechgrove FRC;
Dixie Heights HS YSC; Fort Wright EL FRC, J.A. Caywood EL FRC, Kenton EL FRC, Piner EL FRC,
River Ridge EL FRC, Ryland FRC, Scott YSC, Simon Kenton YSC, Summit View FRYS, Taylor Mill
FRC, Turkey Foot MS YSC, Twenhofel MS YSC, White’s Tower EL FRC, and Woodland MS YSC.
Recommendation: It is recommended that the Board approve the Memorandum of Agreement for
FRYSC programs.
4. Bristow Road Boundary Clean-up
During the finalization of the recent Summit View Academy boundary reorganization the Transportation
Department brought to our attention an area where the Street Index Guide and Maps does not match. The
area of Bristow Road north of the Mt. Zion Road intersection has been marked incorrect in the Street

5. New Energy Technology Contract Extension
The current contract in place with New Energy Technology (NET) is set to expire on June 30, 2016. The
current contract agreement covers the service and maintenance agreement for the Energy Center that we
have established in eighteen school locations. The management at NET has agreed to continue the service
agreement for the same rate that was established through the initial selection process. The fee for each
location is $2,000 for an annual cost of $36,000.
In addition, New Energy Technology, Inc. will utilize high-school students as the RCM Interns who work
on the project assisting in the continued growth of Kenton County School District’s high-performance
energy conservation culture.
Recommendation: It is recommended that the Kenton County Board of Education approve the
contract extension with New Energy Technology from July 1, 2016 through June 30, 2017 for a total
annual cost of $36,000.00.
6. Energy Center Software Upgrade
Staff is recommending a software upgrade and modification to the current Energy Center program. The
recommended changes will customize the current program and incorporate lessons learned through the
RCM Intern program. The software modifications will institutionalize the operating procedures for each
school building.
Each school has a different HVAC system, lighting equipment, insulation, and also maintain different
operating schedules. The proposed changes will establish the optimal operating position for all operating
modes: standard school day, after school hours, weekends and holidays, heating season, cooling season,
breaks with staff present and no students, etc. These changes will incorporate the best practice operating
settings for each location and establish a seamless transition with staff turnover. This new upgrade will
also incorporate an interface with School Dude Facility Direct scheduling software and auto-populate the
Energy Center with activities added to the evening and weekend calendar.
The RCM Intern initiative saved $126,273 over the seven month period ending May 16th. Our goal is to
maintain the lessons learned from this program and improve upon the current level of success.
The cost of the software upgrades is $40,000.
Recommendation: It is recommended that the Kenton County Board of Education approve the
purchase of software upgrades to the Energy Center in the amount of $40,000.

7. Change Order No. 23 – Morel Construction – Scott High School – Phase III Renovation – BG 14-056

This change order is the twenty third of the Scott High School Renovation – Phase III associated with
Morel Construction Co. LLC. The original contract sum with Morel is $9,668,191.00. This change order
of $132,412 with previous change orders of $52,684.83 making the new contract sum $9,853,287.83.
There are three specific items associated with this change order:
Item #1 – Undercut and install new asphalt to a major portion of the campus drive lanes not included in the
original project scope along with undercut and resurface the existing tennis courts.
ADD: $126,994
Item #2 – Import and install additional topsoil, seed, and straw along the sidewalk to the baseball field.
ADD: $ 3,111
Item #3 – Install ground faced block at the interior side of the doors adjacent to the bus loading and
unloading area. This finish will provide a high abuse finish for this high traffic area. ADD: $ 2,307
TOTAL: $132,412
Recommendation: It is recommended that the Kenton County Board of Education approve Change
Order No. 23 for Morel Construction Co. LLC., associated with Scott High School – Phase III
Renovation for an additional $132,412, contingent on Kentucky Department of Education approval.
8. Change Order No. 24 – Morel Construction – Scott High School – Phase III Renovation – BG 14-056

This change order is the twenty fourth of the Scott High School Renovation – Phase III associated with
Morel Construction Co. LLC. The original contract with Morel is $9,668,191.00. This change order of
$20,212.00 with previous change orders of $185,096.83 making the new contract sum $9,873,499.83.
There are four items associated with this change order:
Item #1 – Revised electrical work for the outdoor sign and installation of a data conduit to the second
floor. The field conditions changed subsequent to preparation of a previous change order associated with
the sign.

Item #2 – Install additional electric and fire alarm to the overhead coiling door and requested by the
building inspector.

Item #3 – Install three additional data lines for the door access control system.
