Utah Youth Soccer Policies & Procedures Specific to Utah Youth Soccer Games For Referees To Referee UYSA Games Must be Certified with US Soccer for the Current Calendar year Registered as a Referee on UYSA’s Game management system (Affinity) to record and file game reports. Professionalism Respect the Game! Uniform Interaction with Coaches Referee Ethics Fairness Physical Fitness Showing Up For A Game Be at the field and ready 30 minutes prior to game time Check in Players 15 minutes prior to kick off, make sure all players and coaches are listed on Rosters Start game on time Officiating Teams The U-9 division will have one registered center referee only. All U10 and above UYSA games will be officiated using the diagonal system of control (3- man) system and conform to US Soccer/FIFA. Use the following order: Preferred -3 currently registered referees (1 referee & 2 neutral assistant referees) 2 currently registered referees (1 referee, 1 neutral Assistant & 1 club linesman) Officiating Teams 2 currently registered referees (1 Referee, 1 Assistant Referee & 1 club linesman) 1 currently registered referee with 2 club linesmen 1 currently registered referee with no linesmen If there is no USSF-certified Referee assigned by a Certified Referee Assignor, with no affiliation to either Team, to referee the match, the game may be cancelled and rescheduled. (Section 6313.1.f UYSA Bylaws) Officiating Teams NO dual system of control!!! AKA: two center referees or two-man system You will be liable if anything happens! Teams can protest the game. There is no USSOCCER liability coverage if you referee using the dual system of control. Just don’t it! Law 1 - Field of Play By the scheduled time of the game, the field should be appropriately marked per the laws of the game and should, along with the goals, meet the size requirements of these policies. Law 1 - Field of Play The field must have nets on both goals and have corner flags in all four corners. Failure to have properly sized goals, nets and corner flags may result in the game not being played. The visiting Team may waive this requirement. (see procedure) Law 1- Field of Play Procedure for Visiting Team to Document Non-adherence Field Issues If there is a field issue: A) The concerned coach will inform the referee about non-compliance of UYSA rules concerning no corner flags, no nets, field markings and goals that do not meet the size requirements. B) The referee will advise the home field coach about the issue and provide an opportunity to fix it, if possible. C) Both coaches must sign the signature line on the bottom of the Game Day Roster and identify the noncompliance. D) Referee starts the match, keeps the roster, and includes the non-compliance in the match report indicating that both coaches signed the roster. Law 1- Field of Play Recommended Field Dimensions UYSA Policy 6327 & 6347 U9 Width: 35 yards - 45 yards. Length 50 yards - 60 yards. U10 and U11 Width 45 yards - 55 yards. Length 70 yards - 80 yards U12 and U13 Width 55 yards - 70 yards. Length 90 yards - 110 yards. U14 thru U19 Width 60 yards - 80 yards. Length 100 yards - 120 yards. Law 1- Field of Play Recommended Goal Dimensions UYSA Policy 6327 & 6347 U-9 Min: Six feet high by eighteen feet wide (6’ X 18’) Max: Seven feet high by twenty-one feet wide (7’ X 21’) U-10 Min: Six feet high by eighteen feet wide (6’ X 18’) Max: Seven feet high by twenty-one feet wide (7’ X 21’) U-11: Seven feet high by twenty-one feet wide (7’ X 21’) U12 & Up: Eight feet high by eight yards wide (8’ X 24’) Law 1- Field of Play Recommended Goal Dimensions; UYSA Policy 6327 & 6347 ALL GOALS MUST BE ANCHORED & SECURED no exceptions; IF NOT Anchored NO GAME Collect game fee from Home Team (thus ½ total game fee), abandon the match and include details in match report. Keep report for at least 30 days. Law 2 - The Ball U9 thru U12 = Size 4 U13 thru U19 = Size 5 Law 3 - The Number of Players UYSA Policy 6327 & 6347 U9: 6v6 ( 5 field players and a goalie,) min # to play 5 U10 & U11: 8v8 ( 7 field players and a goalie,) min # to play 7 U12 & up: 11v11 (10 field players and a goalie) min # to play 7 In a division where two age groups are combined, the referee will adhere to the rules for the older age group. Law 4 -The Player’s Equipment 6313 .6 Uniform Policy The two Teams must wear colors that distinguish them from each other, including socks. Each goalkeeper must wear colors that distinguish him/her from the other players. The home team shall wear their darker colored jerseys and the visiting team shall wear their lighter colored jerseys. If there is still a conflict, the home team must change. Law 4 -The Player’s Equipment Home = DARK. Away = LIGHT The home team should be in their dark colors (jersey only). The away team must be in their lighter colors (jersey only). Team colors will be listed on the Game Day Roster Team’s socks must be a different color than the opponent’s socks If there is a conflict with colors (jersey or socks), the home team shall change Law 4 -The Player’s Equipment Home = DARK. Away = LIGHT A traveling team shall not, out of disrespect to the opponent, officials, and to the game, wear their dark uniforms and expect the home team to change because the traveling teams don't want to wear their lighter colored kits or for another reason. If the visiting team wears their dark uniforms, as listed on the roster, please indicate this in the game report. Law 4 -The Player’s Equipment A player must wear the same color sock on both feet, all players on the Team must have matching socks, and the Team’s socks must be a different color than the opponent’s socks. It is the responsibility of the game official to enforce this policy NO Jewelry / visual or taped All other requirements of Law 4 Reporting Results UYSA Policy 6314--11e2 Reports: Match Discipline Game reports are due to the Utah Youth Soccer Association “On line” reporting system within twenty-four (24) hours. Preferably sooner!!! Referees may be sanctioned from being assigned to any further games from UYSA for failure to turn in referee reports. UYSA will be moving to Arbitersports.net for assigning matches UYSA will also be paying Reporting Results UYSA will be moving to Arbitersports.com for assigning matches in the Spring of 2014 UYSA will also be paying by Refpay.com in the Fall of 2014. Until then cash on the field Turn in your game report or you don’t get paid ARs—it is always a good idea to keep a record of the match information. At least the score! How to Report Cards • If there is a caution or ejection, it MUST be reported within 12 hours. If the system is not accessible, call during business hours and leave a voicemail if necessary. • A player gets a red card on Saturday and will play again on Monday. If not reported on time, that player WILL play the next game! • 2nd Caution—ONLY report the red card, with the reason being 2nd caution. Describe the cautions in the description area. Law 7 - Duration of the Match U9/10 : 25 min halves U11/12: 30 min halves U13/14: 35 min halves U15/16: 40 min halves U17/18: 45 min halves (5 minute half-time for all age groups) Game Day Rosters USYA Policy 6314.1 A representative of each Team must download from State Online System and bring at least one (1) copy of the Team’s roster to the game. The one copy will be provided to the referee. It is the responsibility of the referee to compare rosters from both teams to make sure they match. Failure to provide a roster to the referee at the game will result in No Match being played. Referee will abandon the match and report that a team did not provide roster. Referee should never declare a Forfeit Game Day Rosters Policy 6314.1 If there have been changes to the roster within 24 hours of kick-off, the team with the roster changes must download and bring two (2) copies of the Team’s roster to the game. One copy will be provided to the referee and the second copy will be provided to the opposing coach. Failure to provide rosters to both the referee and the opposing coach will make the players affected by the roster change ineligible to play the game. Game Day Rosters Policy 6314.1 Failure to have a properly registered and appropriately licensed coach (in accordance with UYSA policy) on the game day roster and present for the duration of the game will result in the game not being played. All players/coaches must be designated on the game day roster to include a photograph. A player is ineligible to play without a photo. A coach is ineligible to coach without a photo. Game Day Rosters Policy 6314.1 Electronic versions of the game day roster are NOT allowed under any circumstances. Sideline Policy Policy 6314.5 Sideline / Benches Policy 6314.5 The home team shall have first choice of which touchline to use and should designate it at least thirty (30) minutes prior to the scheduled game time. Coaches must remain within their respective bench/Technical area during the game even if not marked Sideline / Benches Policy 6314.5 Players on the bench must remain within their respective bench area during the game except when being substituted, at which time the player must remain at the midfield line until called by the center referee to enter the game. Match officials shall enforce these provisions and may suspend or terminate a game if a coach, player, or spectator fails to abide by requests from match officials to comply. Substitution’s UYSA Policy 6314.8 With the referee’s permission; teams may make an unlimited number of substitutions during a game. A player who has been substituted may re-enter the game as a substitute. Substitution’s UYSA Policy 6314.8 Subject to the referee’s permission, substitutions may be made at the following times: (1)The possessing team may substitute prior to its own throw-in; (2) The non-possessing team may substitute prior to a throw-in by the possessing team if the possessing team is also making a substitution and the non-possessing team’s substitutes are at the halfway line ready to enter the game; (3) Either team may substitute an unlimited number of players at the following times: - Prior to a goal kick by either team; - After a goal by either team; - After an injury to either team when the referee stops play; - At halftime A Cautioned player may be substituted, however only that player may be substituted at that time Substitution’s UYSA Policy 6314.8 • Substitutions shall be made in the following manner: • (1) The referee must be informed of and acknowledge a proposed substitution; • (2) A substitute must be standing at the halfway line prior to the substitution opportunity; • (3) A substitute must enter the field of play at the halfway line; • (4) The substituted player may exit the field of play anywhere; • (5) A substitute enters the field of play ONLY after the player being replaced has left, and after receiving a signal from the referee. Getting Paid UYSA Policy 14 You must have and wear a current badge. If you don’t have a current badge or are not dressed properly, you will only receive ½ of the game fee. If you have lost your badge, contact State Director of Operations(SDO), Scott Harward and he will mail you another one. You will receive a registration card from US Soccer after registration If you have not received your card after a few months, contact the SDO Getting Paid for a game that is not played UYSA Policy’s 6313.4.b and 14 When one team does not show up, the attending Team shall pay their half of the referee fees. The referee will report an abandoned game in the game report. Getting Paid for a Game that is Abandoned If teams show up to play but the game is not played, the home team will pay the referees their portion of the fee. The referee will effectively receive half pay for all un-played games the referee administers.” Do Not declare Forfeit! However Referee is still required to submit a Report indicating why the game was not played. If a team refuses to pay the game official... Failure by a team to pay the referees before the game, in cash, will result in an abandoned match. The referee will report the team that refuses to pay the game officials. (Refpay starting Fall 2014) Do Not declare Forfeit! However the Referee still is required to submit a Report indicating why the game was abandoned. Refunds If teams pay for all three referees before all three have arrived, and one or two of them do not show, refund the appropriate amount back to the teams by half time Once the game has started, teams do not have the right to demand a refund of game fees for any reason... Referee Abuse If you experience any kind of referee abuse or you feel threatened by coaches, team officials or parents: Remove yourself from the situation as quickly and safely as possible Report the incident to your assignor asap Write down the facts and your feelings and email it to [email protected] and call Scott Harward at 801-268-3365
