PART I.—RECOMMENDATIONS.
RECOMMENDATION I.—Membership of Hospital Management
Committees.
In response to an invitation by the North-West Metropolitan
Regional Hospital Board, your Committee has considered the nomination
of members of the Council for the filling of vacancies on (a) the Hendon
Group and (b) the Shenley Hospital Management Committees arising
out of the retirement of one-third of the members on 31.3.52. Because
such nominations had to be made before 31.12.51, your Committee
has submitted the names of three members of the Council direct to the
Board.
Resolved to RECOMMEND :
That a resolution in the following terms be passed by the Council :
That the Council approves and hereby confirms the action of
the Public Health Committee in nominating (as a matter
of urgency) the names of the following Councillors for
membership of the Hendon Group and the Shenley Hospital
Management Committees, respectively, viz. :—

PART II.—MINUTES.
3017. Minutes : RESOLVED : That the minutes of the meeting of the
Committee held on 20.11.51, having been circulated, be taken as
read and signed as a true record.
3018. Illness of Member : RESOLVED : That the Clerk be instructed
to convey to Councillor Gilliard an expression of the Committee's
sympathy, on the occasion of his entry into hospital for an operation,
and good wishes for a speedy recovery.
3019. Report of Medical Officer of Health : RESOLVED : That the
Committee receives the general report of the Medical Officer of
Health (21.12.51).
3020. Street Trading Activities in the District : In accordance
with resolution 3007 (20.11.51), the Medical Officer of Health
reported that the Wembley Town Council and the Ruislip-Northwood
Urban District Council had made orders under section 21 of the

Town Police Clauses Act, 1847, in respect of street trading, and that
the Acton, Ealing and Hendon Town Councils had adopted Part IX
of the Middlesex County Council Act, 1944, for the regulation of
street trading in their respective boroughs.
RESOLVED : That the report be received ; and that, in
view of the greater measure of control over street trading obtainable
by adoption of Part IX of the Middlesex County Council Act, 1941,
than would appear to be possible under an order made under section
21 of the Town Police Clauses Act, 1847, the General Purposes and
Finance Committee be hereby recommended, on the grounds of
public health and food hygiene, to agree to recommend the Council
to adopt Part IX of Middlesex County Council Act, 1944, for the
purpose ot controlling street trading activities within the District ;
and also to take full advantage of the facilities thereby afforded
(e.g. by the making of byelaws pursuant to section 326 of the Act)
to exercise greater control over the storage, handling and sale of
foodstuffs by street traders.
3021. Dogs in Food Shops, etc. : Arising out of resolution 3008
(20.11.51), the Medical Officer of Health reported that the supply
of two thousand copies of a stencilled notice, suitable for affixing
to shop windows, would cost £120, and that such expenditure would
be defrayed from current estimates.
RESOLVED : That the report be received ; that the
Medical Officer of Health be instructed to purchase, for the sum of
/120, and to distribute to food shops in the District in accordance
with Ministry of Food circular M.F. 20/51, and resolution 183
(13.11.51) of the Harrow Food Hygiene Advisory Council, two
thousand copies of a shop window notice (of the type now sub­
mitted) requesting that dogs be not taken into such premises ; and
that the Clerk be instructed to publicise the foregoing action in
the local press.
3022. Abatement of Overcrowding : The Medical Officer of Health
reported that Xo. 18, Cecil Road, Wealdstone, had become over­
crowded during the past few months.
RESOLVED : (1) That the report be received ; and that
the Clerk be instructed (a) to send a suitable warning letter to the
owner (and part occupier) of this house, requiring him, within a
period of two months, to abate the statutory overcrowding existing
thereat ; and (b), in the event of non-compliance with such notice
and subject to his being satisfied that a prima facie case exists, to
institute legal proceedings, pursuant to section 59 of the Housing
Act, 1936, against such owner accordingly.
(2) That the Chairman be requested to give further publicity to the
Council's policy in this matter by making an appropriate statement
at the next Council meeting.
3023. Annual Report of Medical Officer of Health for 1951 :
RESOLVED : That, in accordance with Ministry of Health circular
12/51 (10.12.51), the Medical Officer of Health be hereby instructed
to prepare his annual report for 1951 in the restricted form of the
previous year ; and to arrange for the printing of 100 copies thereof.

3024. Infectious Diseases : RESOLVED : That the Committee receives
the report of the Medical Officer of Health as to notifications of
infectious diseases in the District during the five weeks ended 14.12.51.
3025. Report of Chief Sanitary Inspector : RESOLVED : That the
Committee receives the general report (21.12.51) of the Chief
Sanitary Inspector.
3026. Repairs, etc., to Insanitary Houses : RESOLVED : (1) That
the Committee receives the report of the Chief Sanitary Inspector,
submitting tenders for the execution of works proposed to be
carried out by the Council, pursuant to section 10 of the Housing
Act, 1936, at the under-mentioned premises ; that the following
tenders (being the lowest in each case), be hereby accepted ; and
that the Clerk be instructed to prepare and execute contracts

appears that the water closet provided for or in connection with

to health or a nuisance, and that the same can, without reconstruction,
be put into a satisfactory condition, notice be served upon the owner
of such premises, pursuant to section 15 of the Public Health Act,
1936, requiring such person to execute such work within 21 days
from the date of the service of the notice, or to take such steps by
cleansing or otherwise, as may be necessary for that purpose.
3029. Drainage of Premises in Brookshill Drive Area, Harrow
Weald : The Chief Sanitary Inspector reported that, as a result
of the recent extension of the sewer from Bellfield Avenue, Harrow
Weald, most of the properties in the area of Brookshill Drive
(including City Cottages) were now connected with the main drainage
system ; that the only property in that vicinity known to him to be
without a flush water closet was No. 2, Brookshill Cottages, in
respect of which the owner was prepared to provide a flush closet
if the Council agreed to pay half the cost.
RESOLVED : That the report be received ; and that the
Committee hereby agrees to the payment by the Council pursuant
to section -17 (1) of the Public Health Act," 1936, of half the total
cost of installing a flush water closet at No. 2, Brookshill Cottages,
Harrow Weald, upon the basis of an estimate submitted by Messrs.
A. \V. Todman & Sons (the lowest) amounting to £55 10s. Od.
3030. Provision of Dustbins : RESOLVED : That, pursuant to section
75 of the Public Health Act, 1936, notices be served upon the owners
of the under-mentioned premises requiring, within a period of
21 days from the date of the service of the notice, in each case, the
provision of approved covered dustbins thereat ; and that, in the
event of failure, in any case, to comply with the notice, the Chief
Sanitary Inspector be hereby instructed to provide such dustbins
as may be required, the expenses reasonably incurred in so doing
to be recovered from the person or persons in default. The premises

3032. Food and Drugs Act, 1938, Section 14: Registration of
Premises : Ice-Cream : RESOLVED : That, pursuant to section
14 of the Food and Drugs Act, 1938, the premises, No. 289, Station
Road, Harrow (a shop owned by the Aerated Bread Co., Ltd.), at
present registered for the sale, or manuafcture for the purposes of
sale, or storage, of prepacked ice-cream intended for sale, be also

3033. Milk and Dairies Regulations, 1949 : RESOLVED : (1) That
the registration, pursuant to Part III of the Milk and Dairies
Regulations, 1949, of Mr. P. J. Dalton of Edgwarebury House Farm,
Elstree, as a distributor of milk, be hereby cancelled, he having
ceased to trade as a retailer of milk in the District.
(2) That, pursuant to Part III of the Milk and Dairies Regulations,
1949, the Committee hereby grants the application of South Harrow
Dairies, Ltd. (as successors to Robinsons Dairies, Ltd.) of 314,
Eastcote Lane, South Harrow, for registration as distributors of
milk in the District.
3034. Milk (Special Designation) (Raw Milk) Regulations, 1949 :
RESOLVED : (1) That, pursuant to the provisions of Part V of the
Milk (Special Designation) (Raw Milk) Regulations, 1949, the

3037. Food and Drugs Act, 1938 : Unsound Food : The Chief
Sanitary Inspector reported that the distributing agents concerned
had now informed him that the margarine referred to in resolution
2999 (20.11.51) had not been contaminated by the foreign matter
(i.e. a piece of rubber) found therein.

further cases of foreign matter in foodstuffs, and upon the preliminary
action taken by him in each case, viz. :—
(a) a fragment of glass in a tin of Canadian salmon, purchased
from a shop in South Harrow on 24.11.51 ;
(b) a piece of metal in a loaf of bread purchased on 16.11.51
by a resident in Kenton Road ;
(c) a length of twine in a loaf of bread purchased on 7.12.51,
by a resident in Valencia Road, Stanmore.
RESOLVED That the reports be received ; that the
Clerk be instructed to send warning letters to the two bakery firms
concerned with incidents (b) and (c) above ; and that the Committee
is satisfied that no further action need be taken in regard to the two
other incidents referred to above.
3038. Food and Drugs Act, 1938 : Foreign Matter in Milk : The
Chief Sanitary Inspector reported as follows :—
(i) that cow manure was found between the outer and inner
caps of a one-pint bottle of milk delivered to 77, Priory
Way, Headstone, on 11.12.51 ;
(ii) that a dirty bottle was used to deliver one pint of pasteurised
milk to 25, Southbourne Close, Rayners Lane, on
12.12.51 ; and
(iii) that foreign matter was found to be adhering to the inner
surface of a one-pint bottle of milk delivered to 20,
Prestwood Avenue, Kenton, on 11.12.51.
The Chief Sanitary Inspector also reported, in accordance with
resolution 3000 (2), (20.11.51), as to the number of cases of this
nature which had arisen during the previous twelve months as
concerning each of the various suppliers.
RESOLVED : That the reports be received ; that the
Committee instructs the Clerk to send warning letters to the dairy
firms concerned in cases (i) and (iii) above, but expresses itself
satisfied that no further action need be taken upon case (ii) above.
(The Chairman of the Council declared an interest in case (iii)
and did not vote.)

3039. Milk and Dairies Regulations : 1949 : Cleansing and
Storage of Vessels and Appliances : Arising out of resolution
2965 (16.10.51), when, as a result of foreign matter (mainly cement
particles) having been found in bottles of milk delivered to premises
in the District from the Hammersmith depot of a large dairy
company, it was agreed to bring such matters to the notice of the
Hammersmith Metropolitan Borough Council for such action,
pursuant to paragraph 3 of the Regulations, as that authority
might deem advisable, the Clerk submitted a letter (20.11.51) from
the Town Clerk of Hammersmith setting out the following observa­
tions of that authority's Medical Officer of Health :—
(1) Cement cannot be removed from milk bottles by washing
and it is, therefore, one of the most common foreign bodies
found in filled bottles ;
(2) Extensive alterations, involving considerable building ac­
tivity, have been carried out at the bottling depot in
question, but at no time has the work been carried out on
the path of empty bottles ; that no abuse of milk bottles
by builders on the site has been noticed ; and that every
care has been taken to avoid contamination of the bottles ;
(3) Milk bottles are frequently left lying on building sites
among rubbish, where contamination by cement is much
more probable ;
(4) Bottles contaminated by cement are not confined to this
one depot and it would appear to be a universal problem ;
(5) Since the installation of new washing machines at the depot,
the Company's own rejections (from distribution depots,
roundsmen, etc.) had been reduced to 10 per cent, of the
former figure ;
(6) The depot sends out about 680,000 bottles of milk per day,
so that the percentage of " dirty " bottles reaching con­
sumers is very small ;
(7) Since the dairy company concerned supply one-third of
the milk distributed in Harrow it must presumably be the
largest single distributor, and the ratio of complaints might
be expected to be a little higher than from other dis­
tributors.
RESOLVED : That the letter be received.
3040. Factories Act, 1937, Section 7 : Sanitary Defects : The
Chief Sanitary Inspector reported that the factory premises of the
Versatile Engineering Company, at No. 14, Wordsworth Road,
Wealdstone, lacked proper sanitary conveniences ; and that the
conditions arising therefrom constituted a public nuisance in the
vicinity. He also reported that an application by the Company
for planning permission to build an extension to the factory (which
would embody proper sanitary conveniences) had been refused, the
factory being in an area predominantly residential. It was under­
stood, however, that no objection was likely to be raised, on planning
grounds, to a revised application for the installation of sanitary
conveniences at the existing factory.

owner/occupier of the factory premises, No. 14, Wordsworth Road,
Wealdstone, requiring the provision of sufficient and suitable
sanitary conveniences for the persons employed in such factory ;
and that the Planning Committee be informed accordingly.
3041. Rodent Control : The Chief Sanitary Inspector reported that
the occupier of No. 17, Elmsleigh Avenue, Kenton, was claiming
the sum of £3 by way of compensation for the death of three chicken,
alleging that the birds had eaten poisoned bait placed by the Council's
rodent operative in the course of his duties.
RESOLVED : That the report be received ; and that the
Clerk be instructed to repudiate liability.
3042. Housing Act, 1936 : Section 11 : No. 31, Milton Road,
Wealdstone : With reference to resolution 2916 (1) : (11.9.51), the
Clerk reported that he had served notices upon the appropriate
persons, as required by section 11 of the Housing Act, 1936, as to
the time and place of this meeting, at which the Committee would
further consider the condition ot Xo. 31, Milton Road, Wealdstone,
but that no otter in respect of the carrying out of works or for the
future user of the property, nor any intimation as to the owners
intentions, had been received.
RESOLVED : That the report be received, and that,
pursuant to section 11 of the Housing Act, 1936, the Clerk be hereby
instructed to prepare and affix the Common Seal of the Council to a
demolition order in respect of No. 31, Milton Road, Wealdstone.
3043. Rag Flock and Other Filling Materials Act, 1951 : The
(Terk reported upon the provisions of this Act, the functions
under which the Council had referred and delegated to this Com­
mittee ; he submitted Ministry of Housing and Local Government
circular 62/51 (22.10.51), enclosing a copy of the Rag Flock and
Other Filling Materials Regulations, 1951. The Clerk also sub­
mitted an application from Bernard Hicks, Ltd., for registration,
pursuant to section 2 of the Act, of premises at Imperial Works,
Bessborough Road, in respect of which the statutory fee of £1 had
been paid.
RESOLVED : (1) That the Medical Officer of Health be
hereby instructed to prepare and keep the necessary registers of
premises in the District which are registered and/or licensed from
time to time, pursuant to sections 2 and 6 respectively of the Rag
Flock and Other Filling Materials Act, 1951 ; and to arrange for
the inspection of all such premises.
(2) That Imperial Works, Bessborough Road, Harrow, occupied by
Bernard Hicks, Ltd., be hereby registered, pursuant to section 2
of the Rag Flock and Other Filling Materials Act, 1951, as premises
at which filling materials are used in the manner described in section
1 (2) of the Act.

3044. Pet Animals Act, 1951 : The Clerk reported upon the provisions nth f™2uary>

RESOLVED : (1) That the report be received ; that the
sum of ten shillings be hereby fixed, pursuant to section 1 (2) of the
Pet Animals Act, 1951, as the statutory fee for the granting, or
annual renewal of, licences granted by the Council for the keeping
of pet shops in the District.
(2) That the Medical Officer of Health be hereby instructed to take
all necessary steps for the inspection of pet shops in the District,
and the receipt of applications for licences in connection therewith ;
and that the Clerk be instructed to give public notice in the local
press that the Act comes into operation on 1.4.52.
3045. Prevention of Damage by Pests Act, 1949 : The Clerk sub­
mitted Ministry of Agriculture and Fisheries circular No. PDP/1951/9
(1.12.51), stating that consideration has now been given, in con­
junction with the Ministry of Health, to the question of rodent
control in nationalised hospitals and adjoining lands which, as
Crown property, are exempt from the provisions of this Act. The
Minister of Health has agreed to request Hospital Management
Committees and Boards of Governors to conform with the require­
ments of Part I of the Act in the same way as ordinary occupiers,
without being subject to the powers of compulsory inspection and
enforcement. Such bodies are, however, being asked by the Minister
of Health to invite the local authority periodically to inspect premises
and land under their control, and to advise upon action to be taken.
RESOLVED : That the circular be received.
3046. Seventh Delegate Conference : Arising out of resolution
2903 (1) : (3.7.51) when, having considered various suggestions on
public health matters which had been submitted by delegates at
the Council's seventh delegate conference, the Committee referred
a number of them for consideration by the Middlesex County Council
and the North-West Metropolitan Regional Hospital Board, the
Clerk submitted a schedule setting out the original suggestions,
together with the Committee's comments and the observations of
Middlesex County Council thereon.
RESOLVED : That the schedule be received, and that the
information contained therein, together with that already recorded
in resolutions 2865 (5.6.51) ; 2903 (2) : (3.7.51) ; and 2936 (11.9.51),
be referred to the Public Relations Committee.
3047. Publicity Regarding the Common Cold : The Clerk sub­
mitted a circular letter from the Central Office of Information,
stating that, at the request of the Ministry of Health, a further
campaign was being undertaken to combat the common cold, and
asking for the Council's co-operation by the display of posters.
RESOLVED : That the letter be received ; and that the
Medical Officer of Health be instructed to obtain sufficient of the
posters to be supplied free of charge by the Central Office of In­
formation, and to arrange for their display in the* District until
the end of March, 1952.

January. 3048. Public Health Act, 1936 : Section 154 : Exchange of Articles
for Rags : Arising out of resolution 2949 (11.9.51), whereby the
Clerk was. instructed to institute legal proceedings against two

persons for delivering articles to children under 1 1 years of age in
exchange for rags, the Clerk reported that as the offenders had given
wrong addresses, the police had been unable to serve summonses.
