to forcefully reaffirm United States' opposition to the admission of Communist China fo the United
Nations.
The communication to the Secretary of State was signed by: Senators Thomas J. Dodd
(D-Conn.); Peter H. Dominick (R-Colo.); Paul H. Douglas (D-III .); Bourke B. Hickenlooper
(R- Iowa) ranking Republican on the Senate Foreign Relations Committee; William Proxmire (D-Wis);
Hugh Scott (R-Pa.); Representatives John M. Ashbrook (R-Ohio); and Thomas E. Morgan (D-Pa.),
Chairman 0f the House Foreign Affairs Committee.
This appeal to the Secretary of State was supported by 330 Members of both Houses of
Congress who have endorsed a Declaration opposing the admission of Communist China to the
United Nations and any other American concessions to Red China including diplomatic recognition
and trade.

A DECLARATION
In Opposition to any Concessions to Communist china
American steadfastness in refusing to bow before the thteats and blandishments of Red China - or the pressures from at home and
abroad urging United States concessions to the Peiping regime - has been an effective cornerstone of American foreign policy ever
since the Communists usurped power on Mainland China. This position has the overwhelming support of the American people and its
leadership: the Administrations of Presidents Truman, Eisenhower, Kennedy and Johnson; the 1956, 1960 and 1964 National Platforms of the Democratic and Republican Parties. Yet, in spite of this sentiment, it becomes necessary once again to emphasize our
considered opposition to any steps which would build the power and prestige of Communist China to the detriment of our friends
and allies in Asia and of out national security. To this end, we join in the following Declaration:
' We are opposed to the admission of Communist China to the United Nations.
o We are opposed to granting United States diplomatic recognition to the Peiping regime.
We are opposed to trade relations between the United States and Communist China.
° We are opposed to any policy of accommodation which might be intetprered"ás US: acquiescénce irs, orapproval of, Communist

In endorsing the above, we earnestly believe we are acting in our national interest and the interest of freedom throughout the world
and that this statement represents the thinking of the great majority of the American people.
