practical hands-on techniques and skills that are immediately applicable to on-going communication
interventions. The course is intended for persons directly responsible for program implementation.

SECTION I: TRAINING CONTENTS
1. INTRODUCTION
Ensuring access to comprehensive and quality health care is a fundamental
right of every human being to achieve health equity globally and to ensure
quality of health life for each and every individual. Access has three
dimensions. The first dimension is physical accessibility. The health care
services need to be either readily reachable by the people, or the health care
services need to be brought to them. The second dimension is financial
affordability. Needless to say, the people need to be able to pay for services
without any financial difficulties, including the costs of transportations and
other expenses such as medicines. The third dimension is the social and
cultural acceptability. Though the health care services may be physically
accessible and financially affordable, the people may still not access and utilize
health care services due to social and cultural obstacles, such as
myths/misconceptions, tradition, religion, as well as age, sex and language.
This third dimension of social and cultural acceptability, is where
communication for development (C4D) plays a crucial role. C4D will serve to
not only advocate for and create an enabling environment, but will also serve
to reach out to individuals to motivate them and initiate action for accessing
the health care services. In recent years, this motivational factor of social and
cultural acceptability, which is strongly influenced by emotional and
psychological aspects of health seeking behavior has been highlighted as the
key to successful communication interventions.
Among the various
techniques for emotion communication, the power of “storytelling” has been
pointed out as an effective tool to create motivation among the target
audience. Storytelling, which basis its contents on real events occurring in
the lives of individuals, creates strong empathy to the issue and gives a reason
for change. However for this “storytelling” technique to become truly
effective in bringing forth results in terms of the project objective, this story
must contain the key messages that link with the program framework. In this
regards, the technical focus of this year’s course will be on “enhancing social
and cultural accessibility of health through logically anchored storytelling”.
The participants will learn the techniques of developing stories by basing key
messages on social and cultural barriers, as well as techniques of logically

anchor them within the project framework and communication strategy, so as
not to lose the objective and purpose.
The organizers of this capacity building course, JOICFP Communication Experts
Unit (J_CEU) has been developing and applying practical technologies in the
field of communication for development (C4D) on sexual and reproductive
health in response to diversified needs of target groups in various socio-culture,
literacy and geographic settings. By applying technologies which have been
utilized in the commercial sector and applied in community-based non-profit
programs, J_CEU has been assisting GO/NGO partners in facing the challenges
of reaching difficult to access target groups through multi-channels, making
use of new digital media.
2. COURSE PROFILE
This course is designed to transfer practical techniques and skills to
program/project planners and implementers for planning, implementing and
monitoring program and advocacy communication interventions. The focus is
on providing hand-on skills that can be applied immediately to daily work,
rather than academic and theoretical lectures, resulting in take-home tools
such as manuals and templates that will directly enforce results-oriented
program and advocacy communication activities.
The training participants will learn how to convert program strategies,
evidences from research findings, episodes collected from community, into
logical and systematic evidence-based communication interventions in line
with output indicators of programs/projects. Multi-solution technology is
introduced as a counter measure to respond to diversified needs found in the
ever changing society.
3. EXPECTED OUTPUTS

6. EXPECTED PARTICIPANTS
The expected participants to this training are the following:
Creative/technical officers of health communication programs
Program/managerial officers of health communication programs
They may come from the following type of agencies/organizations:
- GO/Non-profit organization who may outsource media tools production
- GO/Non-profit organization who may be developing media tools in-house
- International agencies/organizations who may be doing either of the above
- Companies/agencies who receive work from GO/non-profit organizations
- Mass media/TV/newspaper who take up health issues
Required conditions:
Capability to communicate (read & write) in English
More than 5 years working experiences for health programs of non-profit
organizations, or those who are expected to continue working in this field
NOTE: The minimum number of training participants is 10. If the number of participants
does not reach this minimum number, the training will be cancelled.

3. NUMBER OF PARTICIPANTS
The minimum number of training participants is 10, and maximum
number of the training participants are 25. The seat of the training
is kept on the first-come and first-served basis. When the number
of applicants does not reach to the minimum number, the training
will be cancelled. In case of cancellation, the applicants will be
informed by October 10 (Friday), 2014.

Cancellation before October 24 (Friday), 2014 is to be refunded for
50% of the training fees. The charge for service of refund is NOT
covered by JOICFP.
Cancellation after October 24 (Friday), 2014 provides no refund.
However, in case the training itself is canceled due to unforeseeable
circumstances or due to cause by the organizer, full refund will be
undertaken.
6. ACCOMMODATIONS
Accommodation fees are not included in the training fee. JOICFP
will arrange accommodations for the participants based on the
request. Please indicate in the registration form if you would like to
book accommodation through JOICFP. The hotel to be booked is as

7. Meals
Meals are not included in the training fee. There are many
economical and reasonable eating places as well as a supermarket
near JOICFP, including an Indian restaurant which serves vegetarian
food. The average cost of per meal for lunch will range between
¥500 to ¥1,000 (US$6.5 to US$13). JOICFP DSA rate for meals and
miscellaneous expense is $80 per day.
8. VISA DOCUMENTS
JOICFP will prepare necessary documents for visa application
(invitation letter, letter of guarantee) for those who need an entry
visa to Japan. Please be sure to enter your passport details in the
Registration Form.
