This Case for Change developed by the Public Safety IRC, is focused on, but is not limited to, setting
out the strategic and evidentiary case (including an analysis of the level of industry support) for
reviewing existing and developing new Public Safety Training Package products relevant to the areas
of:

The Case for Change was developed in consultation with state and federal public safety agencies and
stakeholders. The Case for Change was also developed with consideration of the Training Package
Development and Endorsement Process Policy, and outlines the requirements for change to ensure
that the AISC can make decisions based on robust evidence.
Public Safety Training Package products listed in Schedule A are proposed for review and
development as part of this Case for Change. This includes:

THE CASE FOR CHANGE
Drivers for Change
This Case for Change is predicated on the following drivers. These are:
1. Fire sector research related to the National Guidelines for Prescribed Burning Operations and
the research outcomes of both the Bushfire Cooperative Research Centre (CRC) and the current

Bushfire and Natural Hazards CRC. Research from both CRCs will require enhancements of units,
including those related to wildfire behaviour analysis, and bushfire management units.

Recommended Change
The Public Safety IRC recommends that the products listed in Schedule A be approved for review and
development, based on the following evidence:

Transition and review of existing products to the Standards for Training Packages ensures that
the Public Safety Training Package products are of high quality, and meet the workforce
development needs of the public safety industry, enterprises and individuals.
Development of new Public Safety Training Package products and aligning with the drivers for
change ensures that all national legislative requirements, public safety doctrine and policy, and
industry best practice meets the workforce development needs of Australian public safety
agencies, industry, enterprises and individuals.
C.
INDUSTRY SUPPORT FOR CHANGE
Stakeholder Consultation
Key individual and group stakeholders who were consulted, or provided information in the
development of this Case for Change over the period of September 2016 to May 2017 will be
included within Attachment B. The information contained within this Case for Change will be made
available to the public, industry stakeholders and State Training Authorities for comment and
feedback through the Australian Industry Standards website and registered stakeholder
communications for a period of not less than ten (10) working days.
Overview of the issues identified
Fire sector
The National Burning Project has been jointly commissioned by the Australasian Fire and Emergency
Service Authorities Council (AFAC) and the Forest Fire Management Group (FFMG), a sub-group of
the Forestry and Forest Products Committee established under the commonwealth Agriculture
Senior Officials Committee and Agriculture Ministers Forum. AFAC and FFMG member agencies
established the National Burning Project in 2011, providing initial seed funding and subsequently

receiving additional funding from the National Bushfire Mitigation Fund in 2014 to support the
delivery of outcomes.
The objective of the National Burning Project is to develop a national approach to the management
of prescribed burning to reduce bushfire risk to the Australian and New Zealand communities. The
intended national approach is at a landscape scale and balances operational, environmental,
economic and community health risks.
The five (5) prescribed burning units of competency are part of the National Burning Project. The
units are part of the strategy for embedding into training the National guidelines for prescribed
burning operations, and the risk management and review framework for prescribed burning risks
associated with fuel hazards. Training Package products proposed to be reviewed and developed as
a result of fire sector research, and changing skill needs including:

Five existing units of competency are to be reviewed and developed to incorporate enhanced
risk management skills and knowledge, and to reflect the growing complexity in this field. This
includes:

One new unit of competency to be developed to address fire prediction modelling requirements
for a level three wildfire. This unit develops outcomes contained within puafir512 develop and
analyse the behaviour and suppression options for a level two wildfire:
o Puafir001x develop and analyse the behaviour and suppression options for a level three
wildfire
One new unit of competency is required to address the role of an incendiary operations
supervisor. This role is important in guiding activities associated with aerial ignition and
construction of lighting patterns from aircraft:

Two new units of competency are to be developed to address emerging and complex hazards
within the urban environment:
o Puafir003x respond to fire and hazardous material incidents within enclosed spaces
o Puafir004x respond to incidents in major hazard facilities
Seven new skill sets are needed for each key role in prescribed burning to address the high-risk
nature of the work, and reflect outcomes of the national burning project. Proposed roles to be
addressed include:
o Burn crew member
o Burn crew leader
o Burn sector commander
o Burn operations officer (simple burns)
o Burn operations officer (complex burns)
o Burn planner (simple burns)

Australasian Inter-Service Incident Management System (AIIMS)
The Australasian Inter-Service Incident Management System (AIIMS) is the nationally recognised
system of incident management for the nation's fire and emergency service agencies. It describes
organisational principles and structure used to manage bushfires and other large emergencies (e.g.
floods, storms, cyclones etc.) utilizing the all agencies approach.
Incident management units of competency related to incident control, operations, planning, logistics
and safety are all aligned to the AIIMS doctrine. The 2017 Edition of AIIMS has been revised and
endorsed for use by public safety agencies with effect May 2017, necessitating a requirement to
reviewing existing and develop new units of competency to ensure alignment with revised doctrine.
The following units of competency and skill sets are proposed for review and development as result
of changed national incident management policy and doctrinal requirements:

at an incident. This unit proposes to address the skill needs of appropriately trained finance
personnel, and enhancing the understanding of the role of the Finance function within the IMT
management structure, and the expectations of individuals performing the role of Finance
Officer within an IMT:

One new unit of competency to be developed to address the requirements of managing
investigations at an incident. This unit proposes to address the role of an investigator if an
investigation function is required within the IMT management structure:

design and production of maps within a public safety or emergency management context. It is
anticipated that this skill will be applied by individuals performing the Intelligence function
within an IMT:

large Section or Unit at level 2 and 3 incidents. It focuses on leading incident management
personnel in time critical, complex and dynamic situations, and reinforces operational leadership

Emergency Communications Centre Operations
In April 2013, the Commonwealth Attorney General’s Department requested the previous Public
Safety Training Package developer respond to the requirement for National Standardised Requisite
Qualifications for Triple Zero Call Takers (NSRQ), and review existing products that were contained
within two Emergency Call Centre Operations qualifications. An industry review of the material was
undertaken during 2013-14, and resulted in recommendations that have yet to be implemented.

National Construction Code (NCC) 2016

The National Construction Code (NCC) is an initiative of the Council of Australian Governments
developed to incorporate all on-site building and plumbing requirements into a single code. The NCC
sets the minimum requirements for the design, construction and performance of buildings
throughout Australia. NCC 2016 was adopted by the States and Territories on 1 May 2016.
The NCC is a performance based code containing all Performance Requirements for the construction
of buildings. It is built around a hierarchy of guidance and code compliance levels, with the
Performance Requirements being the minimum level that buildings, building elements, and
plumbing and drainage systems must meet.

Work Health and Safety Legislation
The model Work Health and Safety (WHS) Regulations set out detailed requirements to support the
duties in the model WHS Act. For the model WHS Regulations (including amendments to the model
WHS Regulations) to have effect in a jurisdiction, the Regulations or amendments must be made in
that jurisdiction. The current version of the model WHS Regulations, dated 28 November 2016,
incorporates all amendments made since 2011.
Fire, Community Safety, Emergency Risk Management, and Occupational Health and Safety units of
competency have been designed to address a range of regulatory requirements, including hazardous
material handling, incident safety, and organisational safety management systems.

Australian Standards
Australian Standards are documents setting out specifications, procedures and guidelines. They are
designed to ensure products, services and systems are safe, reliable and consistent. They are based
on industrial, scientific and consumer experience and are regularly reviewed to ensure they keep
pace with new technologies.
Australian Standard AS 3745-2010 Planning for emergencies in facilities outlines the minimum
requirements for the establishment, validation and implementation of an emergency plan for a
facility to provide for the safety of occupants of that facility and its visitors leading up to, and during
an evacuation. Workplace Emergency Response units of competency have been designed to address
the requirements of the Australian Standard.

Industry skill needs
The Attorney General’s Department through the former Australian Emergency Management
Institute (AEMI) developed an accredited course in 2014 that focused on providing senior public
safety leaders with the effective skills and knowledge to display leadership during crisis and disaster
responses. This course is owned by the Australian Government, through the Attorney General's
Department, Emergency Management Australia. The department has proposed that the accredited
course 10518NAT Graduate Diploma of Crisis Leadership be transitioned to the Standards for
Training Packages, and be included within a future release of the PUA Public Safety Training Package
as a new AQF8 qualification focused on Crisis Leadership. Graduates at this level will apply
knowledge and skills to demonstrate autonomy, well-developed judgement, adaptability and

responsibility as a practitioner or learner within emergency management, public safety and senior
crisis leadership roles, and subsequently enhancing state and federal disaster resilience capabilities.

Issues and sensitivities
There are no residual issues identified by the Public Safety IRC that have not been addressed within
this Case for Change. Feedback was received during the consultation period that expressed support
for the proposed Case for Change, with no dissenting views raised to the Public Safety IRC for
consideration.

IMPACTS OF CHANGE
Public Safety Workforce
Products proposed for review and development will be included within the broader scope of Public
Safety Training Package transition activity through 2017-18, and will address the issues identified
through the drivers for change.
Identification of benefits of change
Public safety stakeholder consultation to date has identified that the proposed changes to Public
Safety Training Package products will result in the following benefits to the public safety industry:

leadership, and crisis leadership skills within incident management teams, disaster recovery and
emergency management contexts
Identification of risks of not implementing proposed change
Public safety skills are applied in complex and regulated environments, with varying levels of state,
territory and national compliance and oversight applied to routine and emergency operational
environments. There is significant risk to public safety skills outcomes where Training Package
products are not validated by industry, consequently it is necessary to ensure that the content and
structure of proposed Training Package components meet industry needs and reflect accepted
industry or enterprise practice.
Proposed approach and estimated timeframes for undertaking development work
Completion of all review and development work is proposed to be undertaken in conjunction with
the transition of the PUA12 Public Safety Training Package over the period 2017-18. The Public
Safety Industry Reference Committee intends to submit a PUA Public Safety Training Package
Release 1.0 Case for Endorsement with supporting material for submission to the AISC before June
2018.
E.
IMPLEMENTING THE COAG INDUSTRY AND SKILLS COUNCIL (CISC) REFORMS FOR
TRAINING PACKAGES
This Case for Change addresses the COAG Industry and Skills Council suite of reforms to the Training
Package system in response to the Review of Training Packages and Accredited Courses in the
following manner:

Removing obsolete and superfluous qualifications from the training system to make it easier for
consumers to find the training relevant to their needs.
o This Case for Change does not propose the removal of any obsolete or superfluous
Training Package products.
Making more information available about industry’s expectations of training delivery to training
providers to improve their delivery and to consumers to enable them to make more informed
course choices.
o Training delivery information will be provided within the supporting Companion Volume
Implementation Guide.
Ensuring the training system better supports individuals to move easily from one related
occupation to another.
o The proposed new products provide improved opportunities for individuals operating
within public safety sectors to transfer acquired skills and knowledge into allied public
safety operating environments.
Improving the efficiency of the training system by creating units that can be owned and used by
multiple industry sectors and housing these units in a ‘work and participation bank’.
o This Case for Change does not propose the development of products that may be
considered suitable for use outside the scope of the public safety industry.
Fostering greater recognition of skill sets.
o This Case for Change proposes new skill sets to allow individuals to develop a range of
additional job skills at various Public Safety qualification levels
