INTERNATIONAL MARITIME ORGANIZATION E IMO SUB-COMMITTEE ON DANGEROUS GOODS, SOLID CARGOES AND CONTAINERS 7th session Agenda item 3 DSC 7/3/21 19 July 2002 Original: ENGLISH AMENDMENT TO THE IMDG CODE, ITS ANNEXES AND SUPPLEMENTS (EmS, MFAG), INCLUDING HARMONIZATION OF THE IMDG CODE WITH THE UN RECOMMENDATIONS ON THE TRANSPORT OF DANGEROUS GOODS Amendment 32-04 to the IMDG Code, its annexes and supplements (EmS, MFAG) Miscellaneous amendments to Parts 3, 4 and 7, the Appendix B (Glossary of Terms) of Amdt. 31-02 and to the consolidated errata and corrigenda of Amdt. 30-00 Submitted by Germany SUMMARY 1 Executive summary: This document contains miscellaneous amendments to Parts 3, 4 and 7, the Appendix B (Glossary of Terms) of Amdt. 31-02 and to the consolidated errata and corrigenda of Amdt. 30-00 Action to be taken: Paragraph 9 Related documents: IMDG Code, Amdt. 30-00 and Amdt. 31-02, DSC 6/15/Add.1 Introduction Having reconsidered the entries (proper shipping names, isomers, synonyms etc.) in Amdt. 29-98, 30-00 and 31-02 of the IMDG Code, Germany is of the opinion that the following amendments are necessary. 2 Amendments to the entries of Part 3, Chapter 3.1 (Amdt. 31-02) In sub-section 3.1.4.4 segregation group 8, UN 2880 should be added. 3 Amendments to the entries of Part 3, Chapter 3.2 (Amdt. 31-02) For UN 1848 Amdt. 29-98 the Code had asked for an additional label of class 3. It was mentioned under properties that the flashpoint of this substance is in the range of approximately 60°C c.c. According to a research of the BAM database and ChemSafe as well as of other references carried out by Germany, it was found that a flashpoint of 51°C c.c. is applicable. Based on this information Germany proposes to add in column (4) for UN 1848 a subsidiary risk 3. For reasons of economy, this document is printed in a limited number. I:\DSC\7\3-21.DOC DSC 7/3/21 -2- For UN 3272, PG III in column (10) the IBC instruction IBC03 should be added. This IBC instruction is mentioned in RID/ADR as well as in the 11th and 12th revised edition of the UN Model Regulations. 4 Amendments to the special provisions of Part 3, Chapter 3.3 (Amdt. 31-02) For UN 1404 the special provision (SP) 934 in column (6) should be deleted and added to UN 1403. The SP 239 and 936 are assigned to UN 3292 only. The last sentence of SP 239 is identical with the sentence of SP 936. Therefore the SP 936 should be deleted. The reference in SP 272 being assigned to UN 3344 should read “0150” instead of “0143”. The assignment of SP 900 in column (6) for e.g. UN 3212 HYPOCHLORITES, INORGANIC, N.O.S. is misleading because such substances are not mentioned in this SP. Therefore it is proposed that the heading of the SP 900 should read as follows: ”The transport of the following substances including mixtures of this entry is prohibited:” For SP 61 it is indicated that this SP is applicable for all pesticides. Consequently this SP should be added to the following entries: UN 2758, UN 2760, UN 2762, UN 2764, UN 2772, UN 2776, UN 2778, UN 2780, UN 2782, UN 2784, UN 2787, UN 3021 and 3024. For UN 2742 the SP 274 in column (6) should be added. The SP 933 is assigned to UN 1403 only and has the same meaning as SP 38. Therefore the SP 933 should be deleted. 5 Amendments to Part 7, with regard to the flashpoint of class 3, PG II (Amdt. 31-02) In the IMDG Code Parts 2 and 7 different border lines for the flashpoint of class 3, PG II are used. In Part 2 in 2.3.2.6 for PG II a flashpoint of < 23 °C c.c. is indicated and in Part 7 “23 °C c.c. or less” which includes a flashpoint of 23 °C c.c. Germany is of the opinion that the definition of Part 2 is valid also to Part 7; consequently whenever the term “23°C c.c. or less” is used this term should be amended to read “below 23ºC c.c.”. As an example the following sub-sections 7.1.9.2, 7.1.9.6, 7.4.4.1.1, 7.4.5.8 and 7.4.5.11 should be amended. 6 Proposals to amend the Appendix B (Glossary of Terms) and Part 4 (Amdt. 31-02) In Appendix B Glossary of Terms there are the following amendments to be made. ROCKET MOTORS, LIQUID FUELLED is not in correct alphabetic order in the list. I:\DSC\7\3-21.DOC DSC 7/3/21 -4- Amendments to Part 4 In 4.1.4 in the List of Packing Instructions the term “plywood (1D)” under Outer packagings/Drums is not in the correct alphabetic order in packing instructions P112(a), P112(b), P112(c), P113, P116, P130, P131, P135, P136, P140, P141 and P142. In packing instruction P115 in PP54 in the 2nd sentence there is an “i” missing in the word composite. 7 Amendments to the consolidated errata and corrigenda (Volume one, Amdt. 30-00) In the third correction for page 61 the reference to column 1 should read column 2. In the correction to pages 142; 143 and 144 to amend special packing provisions B1 and B2 it should read “(three times)” instead of “(twice)” In the correction to page 187 the reference should read 5.3.1.1.4.1.1 instead of 5.3.1.1.4.1 because the term “cargo transport unit” is uses in 5.3.1.1.4.1.4, too. 8 Amendments to the consolidated errata and corrigenda (Volume two, Amdt. 30-00) In the correction to page 142 for UN 2936 the reference to the deletion of “B4” is not appropriate because B4 is not assigned to UN 2936. In the fourth correction to page 296 for the “tert-Butyl Peroxy-2-ethylhexanoate” after “(concentration” a “>” should be added. In the first correction to page 307 for UN 2776 it should read “COPPER-BASED PESTICIDE, LIQUID, FLAMMABLE, TOXIC …” instead of COPPER-BASED PESTICIDE, LIQUID, TOXIC, FLAMMABLE …” 9 Action requested of the Sub-Committee The Sub-Committee is invited to consider the above proposed amendments and take appropriate action. ____________ I:\DSC\7\3-21.DOC
