Council Mission
• The Society of American Military Engineers Noncommissioned
Officers (NCO) Council, a national mission committee, was
created to support programming for SAME's NCOs/Petty
Officers, including active, reserve, guard and those retired.
• The mission of the SAME Noncommissioned Officers (NCO)
Council is to oversee the integration of NCO's throughout the
spectrum of SAME operations; advocate and engage NCO
support of SAME's Strategic Plan through outreach, training,
networking and recognition, and provide value added to the
NCO member.

Communications Plan
2012 – 2013
• Conduct Monthly Teleconferences
(provide agenda and follow up with minutes)
• Participate in communication with members as necessary
through email and phone ( Always follow up!)
• Participant and Conduct two onsite NCO Council Meetings
following the Golden Eagle Dinner and then during the JETC
• Participant in NCO education forums, career days and any
other opportunity to with NCOs/Petty Officers about SAME

Work Plan 2012 - 2013
• Goal A:
Correspond regularly with the Active Senior Service Engineer
NCOs / Petty Officers including past council members to gain
their input and recommendations for improving the Council.
• Action Items: Strategic Plan 2011-2015; Goal 4; Obj. 4.5:
- Council Chair will schedule and conduct monthly
teleconferences to maintain momentum within the NCO
Council.
- Council Chair will issue meeting invitations, prepare agenda
and follow up with notes from monthly meeting.

• Goal B:
Promote involvement in our organization and continue efforts
to build the bench by seeking out professional Senior
NCOs/Petty Officers within SAME to join the NCO Council.
• Action Items: Strategic Plan 2011-2015, Goal 3, Obj. 3.3 &
3.4 and Goal 4, Obj. 4.5:
- Attend, participate and promote SAME at every opportunity
while gaining the interest of other professionals in other
organizations.
- Encourage mid to senior NCOs/Petty Officers to join SAME.

• Goal C: Increase NCO/Petty Officer Memberships through
reach out opportunities.
• Action Items: Strategic Plan 2011-2015, Goal 3, Obj. 3.3 &
3.4 and Goal 4, Obj. 4.5:
- Take every opportunity to promote SAME through an
engagement strategy of using our NCO Council Members to
serve as ambassadors.
- Consider establishing goals for Post to increase enlisted
membership and submit for recognition if they achieve goal.
- Consider starting a marketing campaign to increase
enlisted membership.

• Goal D: Promote and capture joint educational opportunities
to build synergy in education among services.
• Action Items: Strategic Plan 2011-2015, Goal 3, Obj. 1.4,
1.5, 2.1, 2.2, 2.3, & 2.4; and Goal 4, Objective 4.5:
- Possibility of establishing a annual education forum to
promote and discuss inter-service training opportunities.
- Identify the standard for industry for credentialing and
certification. Crosswalk requirements across all services to
determine gaps.
- Look at unique opportunities across services to allow
available training seats to other services.

Continue support in promoting and seeking out opportunities
to assist Wounded Warrior Programs
• Action Items:
Strategic Plan 2011-2015, Goal 3, Objective 3.8; and Goal 4,
Objective 4.5:
- Seek out opportunities through our SAME Posts to identify
wounded warrior programs needing assistance
- Speak with other professional organizations about any joint
opportunities

- Identify qualified NCOs/Petty Officers to volunteer and
participate in camps

Accomplishments
• Corresponded with the Senior Service Engineer NCOs / Petty
Officers including past council members regularly
• Added new members to our NCO Council currently at
fourteen (14) active participants on our monthly
teleconference. We started with five (5).
• Supported the Golden Eagle Dinner with nineteen (19)
NCO/Petty Officer in attendance with follow on Training
Forum conducted the following day.

• Continued efforts to layout the differences between Services
with regards to Education Requirements
• Work continues on shaping the credentialing and certification
opportunities
• Continued our support in promoting / supporting the Wounded
Warrior effort in everything we do
• Continued our support to the Young Member Construction
Camps with several volunteers
