Milton Bielinski and Jim Falkowski.
Wegner and Herman present. Meeting was not held as there was no quorum of board members present. At
7:30 p.m. all parties left town hall and meeting was rescheduled to July 12, 2016 at 7:00 p.m.

OPEN BOOK
The Town of Gibson held an open book day on Thursday, July 7, 2016. Assessor Scott Tennessen was in
attendance. People that came to the open book day were: Janis Schleis who had a question on a one acre
parcel of land and Robert LeCaptain who had a question on the value of his new home. Questions were
answered and no changes were made.
Open book day closed at 8:00 p.m.
JULY 12, 2016
MEETING
Meeting called to order at 7:00 p.m. Wegner and Herzog present. Wavrunek absent.
People in attendance were: David Hovde, Frank Hlinak, Alan Born, Roger Wavrunek, Lee Kaufmann, Bill
and Roberta Eichelberg, Milton Schleis, Benjamin Diller, Dan Dufek, Ed Peterik, John Reindl, Steve
Holschbach, Jim Braun, Titus Beachy, Jeff Sheffer, Bruce Geibel and Wendy Wettengel.
Pledge of Allegiance was recited.
Minutes of June 2016 meetings as presented were approved on motion by Herzog, seconded by Wegner.
Herzog and Wegner voting aye, motion carried. Wavrunek absent.
Treasurer’s report was read and approved on motion by Wegner, seconded by Herzog. Wegner and Herzog
voting aye, motion carried. Wavrunek absent.
Next meeting date is August 1, 2016, at 7:00 p.m.
A motion was made by Herzog, seconded by Wegner, to adopt agenda in any order. Herzog and Wegner
voting aye, motion carried. Wavrunek absent.
PUBLIC INPUT – Comments were taken regarding current, upcoming and lack of road projects, grass
cutting issues regarding intersections and other areas of concern, and Eichelbergs inquired about Nachtwey
Road sign (Wegner has, but needs bracket). Peterik informed board of overloaded trucks on Princl Road
going to Tisch Mills mill and inquired about road put in at Jambo Creek Cemetery. Peterik also questioned
Wavrunek’s ability to vote on hiring of Mike Lambert to do town work due to a family relationship. Reindl
mentioned neglect of Novy Road.
BUILDING AND ZONING – Wegner presented information from Stephen Lesperance. Motion by
Herzog, seconded by Wegner, to grant Stephen Lesperance a building permit for a 24’ x 40’
greenhouse and kiln on property located at 2131 Rockledge Road, Mishicot. All voting aye, motion
carried.
TOWN BOARD REPORTS - Herman reported on lack of response from Town of Cooperstown regarding
recycling program information request, receipt of TRIP reimbursement forms, no status report on Simeon
Johnson matter, lack of response on Lakeview Road damage matter, and $10/ton charge has been instituted
by Advanced Disposal for town recyclables picked up. Wegner reported ambulance service looking at
financing options for ambulance. Wegner also reported supply of bags for recycling center running low.
OLD BUSINESS:
ATC Road Damage Settlement – David Hovde spoke regarding matter. Manitowoc County will do repair
work and invoice the town. Hovde requesting copy of invoice then be sent to him and it will be paid.
Herzog mentioned upcoming meeting on July 19, 2016 on Pautz Road with county and possible damage to
Melnik Road. County will put together proposal and get to Hovde for repair work. Hovde requested date,
time and location of July 19, 2016 meeting.
Deer Carcass Pickup Agreement. Wegner had to request a carcass pickup so town may receive bill.
Phillip Endries charges $84/year to pick up carcasses. Calls for pickups should be made directly to
Endries. Motion by Herzog, seconded by Wegner to accept and execute Agreement for Deer Carcass
Pickup and Disposal dated July 12, 2016. Herzog and Wegner voting aye, motion carried.
Wavrunek absent.
Eichelberg Water Issue – Holschbach gave report on what work he felt would be necessary to correct
issue. Eichelbergs are waiting on two proposals. Eichelberg mentioned his research shows town has
responsibility for water drainage in ditch and he also spoke with Menozzi and he is not adverse to culvert
installation. Matter will be placed on August agenda.
ATV-UTV Signage - Braun and Dufek working on quotes for signs and completion of grant to DNR.
Dufek states money cannot be spent until grant is approved (approximately $2500.00). Motion by
Wegner, seconded by Herzog that Dufek and Braun apply for $2500.00 grant for Town of Gibson
ATV/UTV signage with DNR. Wegner and Herzog voting aye, motion carried. Wavrunek absent.
Discussion on grant preparation and signature. Motion by Herzog, seconded by Wegner, to allow clerk
to sign grant paperwork for submission to DNR. Herzog and Wegner voting aye, motion carried.
Wavrunek absent.
Dustproofing – Wegner states road conditions at this time are not bad.
Road Projects and Maintenance – Herzog stated he has not heard anything regarding permits on Tuma
Lake and Melnik Roads to date. Wegner stated Holschbach mentioned Hidden Valley Road washed out
again and several others need gravel. Herzog stated work proposals should be brought to meeting for
review. Grading – Holschbach commented roads were graded once, but decent job couldn’t be done due to
weeds/timing. Wegner stated he would call and get together with Holschbach to look at and bring proposal
to August meeting. Wegner spoke with Greg at county regarding sweeping North Lake Road and Wegner
told them town would not be doing that. Wegner states culvert is in on West Tuma Lake Road.
Road Signs – Wegner will take list of necessary signs to county and bring cost proposal to August meeting.
NEW BUSINESS:
Snowplowing Agreement – Bruce Geibel of Bielinski Excavating feels prior agreement was fair and
services provided are done so at decent price. Meeting with Bielinski Excavating is scheduled for August
1, 2016 at 6:15 p.m. to discuss matter
Lakeside Mennonite Church/Cemetery – Wegner stated he had conditional use matter postponed at
Manitowoc Planning & Zoning meeting on July 11, 2016. Wegner suggested to Beachy and group that
perhaps Mennonites could have section of Krcma cemetery for their use. Diller asked about possibility of a
more binding agreement of cemetery terms, including possibility of another church committing to future
financial obligations and/or establishment of a trust fund. Wegner executed agreement with Lakeside
Mennonite Church without town board discussion or approval and document was delivered to Planning &
Park Commission on July 6, 2016. Issue of cemetery was raised to Herzog by Gaedtke of Planning &
Zoning regarding future financial responsibility of cemetery and the necessity of a legal document prepared
by an attorney. Gaedtke offered to table matter. Zoning change request has been approved by board, but
conditional use permit request has not yet come before the board for discussion/approval. Clerk will
contact Attorney Lambert for an appointment with the town board to discuss this matter. Agreement that
was signed by Diller and Wegner was voided.
Nachtwey Road Ditching – Wegner met with county highway department regarding Nachtwey property
ditching. County gave proposal for work – 10 ± hours for ditching plus culvert (Tom Metz willing to pay
for culvert and take all dirt) = $5,573.30. Culvert cost for plastic culvert = $547.32 vs. aluminized culvert
= $730.00. Wegner feels town should begin using plastic culverts as others are using them now. Clerk
gave reminder that town has ordinance for no plastic culverts at this time. Wegner will speak with Metz
regarding metal culvert and bring matter back in August.
Right-of-Way Grass Cutting – Wegner will contact Schleis regarding grass cutting issues raised.
Chairman Employment – Wegner is currently employed by Bielinski Excavating. Wegner spoke with
town’s association and reported he cannot vote on contracts with Bielinski Excavating. Clerk also received
opinion from town’s association and distributed opinion to board members and asked Chairman to report
date when he no longer works for Bielinski for voting purposes.
Wegner presented estimate for shouldering work necessary on Pine Ridge and Princl Roads for $650.00
from Lambert. Herzog inquired if other estimates were obtained. Motion by Wegner, seconded by
Herzog, to have Lambert Excavating fix shoulders on Pine Ridge and Princl Road curves for
estimated cost of $650.00. Wegner and Herzog voting aye, motion carried. Wavrunek absent.
Further discussion took place regarding road maintenance, grading and procedures used. Wegner will be
contact person and Holschbach will contact him on grading.
Liquor & Operator Licenses – Motion by Wegner, seconded by Herzog, to approve the Operator’s
Permits for Annette Vanpay and Scott Ratajczak. Wegner and Herzog voting aye, motion carried.
Wavrunek absent.
Items for August agenda: signs, Eichelberg matter, payment of election workers, Princl Road, and
Mennonite cemetery, Pautz Road repair, and Nachtwey Road ditching.
Motion by Herzog, seconded by Wegner, to pay all bills, including social security by EFT, with
exception of Schleis Farms grass cutting bill. Herzog and Wegner voting aye, motion carried.
Wavrunek absent. Checks were then written from 15301– 15327.
Motion by Wegner, seconded by Herzog, to adjourn. Herzog and Wegner voting aye, motion
carried. Wavrunek absent. Meeting adjourned at 9:48 p.m.

MEETING
Meeting called to order at 5:50 p.m. Herzog and Wegner present. Wavrunek absent.
Wegner spoke to Schleis on grass cutting issues. Herzog inquired about down mailbox and road sign and
also damaged telephone box needing repair. Motion by Wegner to pay Schleis and withhold 25%.
Discussion. No second on motion. Wegner will contact Schleis and have him attend August 1, 2016
meeting.

BOARD OF REVIEW
Members in attendance were: Richard Wegner, Michael Herzog, Frank Hlinak, and Linda Herman. Scott
Tennessen, town assessor, was also present.
Board of Review was called to order at 6:05 p.m. by Mr. Wegner.
A motion was made by Herzog, seconded by Hlinak, to have Richard Wegner act as chairman of the Board
of Review. All voting aye, motion carried.
A motion was made by Hlinak, seconded by Wegner, to have Linda Herman act as clerk as the Board of
Review. All voting aye, motion carred.
Mr. Wegner stated that Michael Herzog, Linda Herman and he have completed the state required BOR
training.
Mr. Wegner asked the clerk if all the necessary notices have been given. The clerk said that all notices
have been given as required by law.
Mr. Wegner asked the assessor what the level of assessment is. Mr. Tennessen stated the level of
assessment is 103%. Mr. Wegner asked the clerk if the assessor’s affidavit had been signed. Both the
assessor and clerk stated that it had.
There were no objections heard.
The 2016 Town of Gibson Board of Review adjourned sine die at 8:00 p.m. on motion by Herzog,
seconded by Hlinak. All voting aye, motion carried.
