WELCOME
Selamat datang!
It gives me great pleasure to welcome the SEASAC Boys
Rugby and Girls Touch teams to BIS Jakarta for the 2012
tournament. Involving 20 teams from 10 different schools,
this promises to be an action-packed event for all concerned.
We are hoping that the new 7-a-side format breathes life
back into the SEASAC Rugby competition and that the Girls’
Touch continues to go from strength to strength.
I hope you all have a great experience and that you make
the most of the opportunities and challenges that high level
international sport can provide.
I would like to thank all of the staff at BIS who have worked
tirelessly in preparation for this event and to all our visitors
for the efforts that they have made to be with us for this
sporting extravaganza!

SEASAC RUGBY SEVEN’S
AND TOUCH RUGBY Rules
All IRB 7 rules will be in effect with the following SEASAC modifications;
The tournament will run as a two day tournament with play-offs.
Referees
Should be IRB qualified.
Medical Support
There must be a qualified doctor and an ambulance on site during all play.
Rules
• The teams will consist of a squad of up to no more than 12 players.
• Rolling subs are permitted.
• Each game is 7 minutes per half with a 2 minutes half time break.
• For Finals, 10 minutes per half will be played with 3 minute half time break.
• Players need to be 15 years and over on the date of the tournament to be eligible to participate. 15 year olds need to be judged to be physically capable and have parental permission to participate.
• Points will be allocated as follows:
• Win = 3 points Draw = 1 point Loss = 0 points.
• Any judiciary matter involving a player being sent off will be handled by the tournament director and
the referee of the match involving the sending off. A player is banned for the next game unless
the tournament director warrants the situation is particularly serious in which case tournament ban.
• Yellow card results in a sin bin of 2 minutes.
Replacements
Replacements can be made at anytime as long as replacement reports to the referee prior to entering the field of play. There is no limit on replacements.
Tie-breaker (in case of a points draw in the league)
Head to head result:
In the case of a drawn match in the head-to-head game or a multi-way tie the following shall be applied
to break the tie:
• The point’s differential between the tied teams.
• Total tries for against tied teams.
• The point’s differential between all teams.
• Total tries for against all teams.

• Once the first tie-break in a multi-way tie has been resolved, additional ties will be resolved in the same format using the same
sequence of procedures beginning with head to head result.
• Best of 3 drop goals in front of the posts and then sudden death drop goals.
Touch
All FIT rules and regulations are in effect with the following SEASAC modifications.
Rules of Play
1. Points will be allocated as follows – Win = 3 points
Draw = 1 point
Loss = 0 points.
2. In the case of a draw in play-off games a drop-off will be played.
All FIT Laws will be applied with the following SEASAC exceptions.
• All games are 15 minutes per half with a 5 minute half time.
• Teams must register at the Control Desk 7 minutes prior to the tap-off for each game and complete the coin toss.
Number of participants.
Maximum squad size 14.
Team colours
The first named team shall be the “Home Team”. In the event of a clash of colours, the second named team shall have
to change into an alternative set. All teams are advised to have a second, differently coloured kit available.
Tournament Tie-Breakers
Head to head result in pool games:
a. In the case of a drawn match in the head-to-head game or a multi-way tie, the following shall be applied to break the tie:
b. Try differential against tied teams;
c. Total tries for against tied teams;
d. Try differential against all teams;
e. Total tries for against all teams;
f. Once the first tie-break in a multi-way tie has been resolved, additional ties will be resolved in the same format using the same sequence of procedures beginning with head to head result;
g. If all the above cannot resolve the tie, the outcome shall be decided by a race between nominated players of the tied teams, over the length of the field whilst carrying the ball.
