CONTINGENCY PLAN IN THE EVENT OF HEAVY SNOWFALL
1.
INTRODUCTION
This document sets out the procedures that will be adopted by the Health and
Social Services Department Transport Service in the event of heavy snowfall
making the roads impassable.
There are two key players in making command decisions on priorities for the
transport service. The Senior Manager, Estates, or the nominated deputy in their
absence, together with the Transport Manager, will jointly direct and co-ordinate
services.
In the event of snow making roads impassable for normal vehicles, the Health and
Social Services Department Transport Service may instigate the contingency plan
to help staff, needing transport, get to work. Depending on the geographic snowfall
this may be all routes or only affected routes.
Road closures will be taken into consideration at the time and any alterations to the
route will be posted on a global email and managers will be asked to advise those
staff who do not have access to a computer.
This service is available to all members of Health and Social Services Department
staff, and members of the Medical Specialist Group staff.
2.
PROCEDURES AND USE OF RESOURCES
In the event that heavy snowfall is forecast staff will be reminded via global email
that the Snow Plan is available on the Home Page of the HSSD website.
If heavy snowfall occurs, the Transport Manager will contact the Senior Manager,
Estates, or nominated deputy in their absence, who will be responsible for taking
the decision to introduce the staff minibus service. Once a decision to operate this
service has been made, transport priorities will be reassigned as follows:
 First priority – transportation of staff to and from hospital sites.
 Second priority – transport and collection of clients to and from Day Centre
and Day Hospital facilities
Once a decision to mobilise the minibus service has been made, the Senior
Manager, Estates, or nominated deputy, will take the following actions:
 Inform BBC Radio Guernsey and Island FM requesting they broadcast that
the service is running, as frequently as possible up to 9.00 a.m. and
thereafter at regular intervals throughout the day.
 Inform switchboard at the Princess Elizabeth Hospital.
 Inform the staff in the Porters Lodge at the Princess Elizabeth Hospital and
Castel Hospital.

 Inform the Duty Senior Nurse at the Princess Elizabeth Hospital, Castel
Hospital, La Corbinnerie, Duchess of Kent, St Martin’s Community Centre
and Administration at Perruque House.
 Contact those HSSD staff that drive 4X4 vehicles that have volunteered to
help transport colleagues to and from work.
 Inform ADSES that collection services for the day services is cancelled or, if
during the day, arrange to get service users home.
 Inform duty hospital manager.
 Inform manager at The Willows that day centre collections are
suspended or, if during the day, make plans to get service users home.
 If during the day inform staff of arrangements to get them home.
The Transport Manager will mobilise the vehicle fleet, assign duties to drivers and
will subsequently manage operations. It may take some time to mobilise the fleet
but Transport will commence the service as soon as possible.
The decision to suspend the staff minibus service and return to normal operations
will be made by the Senior Manager, Estates, or the nominated deputy.
Queries regarding the decisions made by the Senior Manager, Estates, or
nominated deputy, in assigning priorities in these circumstances should not be
made to the Transport Manager but through the Senior Manager, Estates’ office
during office hours.
The postal delivery service will be incorporated into the reorganised transport
routes.
When the minibus service is introduced, ward and departmental managers must
draw the attention of staff to the information set out in the snow plan, which clearly
identifies the routes and pick up times available as part of the service.
The drivers will not deviate from the specified routes on either inbound or outbound
services unless the road is impassable.
Staff members are requested not to telephone the Transport Manager or the
hospital switchboard, unless they get into difficulty with their HSSD allocated
vehicle. See section 12. They should contact the Senior Manager, Estates, or
nominated deputy, during office hours to discuss issues surrounding the snow plan.
If the plan is to be implemented the information will be issued to all staff at the
earliest possible opportunity via the media.
3.
COMMUNICATION
In order to maintain a better understanding of the status of the roads and the
progress of the minibuses along the routes, each bus will carry a mobile phone to
enable communication.
4.
ARRANGEMENTS FOR “ON CALL” AND “OUT OF HOURS” STAFF
Snow chains will be available for the fleet cars. In the event of heavy snowfall the
snow chains will be fitted to cars used by the District Nursing staff and Home

Helps/Carers. Snow chains have been provided for the Carers private cars by prior
arrangement.
Fleet cars not being used by their normal users will be made available for use by
on-call staff if they cannot transport themselves.
Vehicles used by midwives, fitted with snow chains are sited on the PEH site and
can be used for the above purposes.
Out of hours Pathology, Pharmacy and Radiology ‘On Call’ personnel should
remain at the PEH if they cannot transport themselves to and from their homes.
One of the fleet cars with snow chains can be used if available.
On-call staff should contact the Transport Manager or Senior Manager, Estates, to
arrange for one of the fleet cars to be available to them.
5.
TRANSPORT DEPARTMENT STAFF
In the event of heavy snow being forecast the Transport Manager and Transport
Supervisor will take home cars that can be fitted with snow chains on the previous
evening. These cars will be used to collect sufficient Transport Department drivers
in order to implement the snow plan.
6.
TO GET TO WORK
1. When snow is forecast managers must advise their staff to listen to the radio;
BBC Radio Guernsey (93.2FM) and Island FM (104.7 FM) will issue bulletins at
regular intervals. If after 9 am it will be put on the global email.

3. Bus routes have been reviewed and there are now 6 routes. Buses will have
route boards displayed on the windscreen - please flag the bus down anywhere
on the route; drivers will only stop momentarily at each location named in Bold
and Underlined on the route plan. Staff must be able to present their HSSD ID
to the driver. Should the snowfall be in localised areas, such as the south of the
island, the media will inform staff which routes will be operating.
4. Wear light coloured clothing for safety and to attract attention.
5. Details of the routes and time tables are in all wards and departments, keep a
personal note of your route and the timetable.
6. Buses will not leave the indicated points before times stated on the timetable,
however weather conditions may cause them to run late.
7.
TO GET HOME
Minibuses will leave the establishments approximately, but not before the times
indicated on the attached timetable. If the minibuses brought you in they will take
you home. If roads become impassable during the day arrangements may be made
to get staff home on all routes or just those areas affected.
Please note that all buses from the Princess Elizabeth Hospital will leave from Le
Vauquiedor entrance, and not the Porters Lodge entrance.

8.
SERVICES FOR PEOPLE WITH A LEARNING DISABILITY
Day Services – St Martins Community Centre
Notification to the manager will be given to cancel the collection and return home
buses as soon as is feasible, to enable the managers to notify the attendees or
relatives and when the service is to be reinstated.
Residential Homes –
Arrangements for transport will be made through the manager of the homes with the
Transport Manager.
9.
DAY SERVICES
Following introduction of the staff mini bus service the managers of the Recovery
and Wellbeing Service at the Castel Hospital and The Willows at the La Nouvelle
Maraitaine will be notified that collections have been suspended.
10.
LONGACRE
Any request for transport to be made through the Manager for STaRT/IOT to the
duty driver(s). The nominated driver will contact Longacre to co-ordinate transport.
11.
COMMUNITY SERVICES
Community staff who visit service users shall cancel as many appointments as
possible. Service users will only be visited at home if it is absolutely imperative. The
Team Co-ordinator for District Nursing Services and the Transport Manager shall
liaise regarding transport arrangements.
12.
ALL SERVICES
All services will receive assistance from the Transport Office if they run into
difficulty. Any requests for assistance must be made to the Transport Manager in
the first instance and be prioritised. Only contact the Transport offices in snowy or
icy conditions if absolutely necessary as they will be very busy at this time. If you
leave a message on the ansaphone they will return your call promptly.
13.
ATTENDANCE AT WORK AND PAY ARRANGEMENTS
The Policy Council reviewed and updated a directive in 2010 which applies to all
staff and deals with the pay for staff who do not turn up for work. It explains that
where management is satisfied that a member of staff has taken all reasonable
steps to attend for work but has been unable to do so, the employee should be paid
normally. This directive is available on The Bridge. Managers with staff who do not
have access to a computer should bring this to their attention.
Given the comprehensive transport arrangements available to Health and Social
Services Department staff, it is reasonable to expect that only in the most extreme
circumstances will staff be legitimately unable to attend for work.
Therefore, and in line with the Policy Council’s directive, if management is satisfied
that a member of staff has not taken reasonable steps to attend for work, the
absence will be considered as unpaid leave. Alternatively the employee can agree
to take the time as Annual Leave or to make up the time in some other acceptable
way.

All members of staff should be aware that if they are not needed in their normal
roles, they could be of assistance and value elsewhere in the organisation. Staff in
this position should contact Switchboard and ask to speak to the Coordinating
Manager for guidance.
14.
NON-IMPLEMENTATION OF THE PLAN
Should there be a fall of snow or the roads become icy and it is considered
passable, and the plan is not implemented the Senior Manager, Estates and/or the
Transport Manager will take the following actions:
 Inform BBC Radio Guernsey and Island FM requesting they broadcast that
the service is NOT running, as frequently as possible up to 9.00 a.m. and
thereafter at regular intervals throughout the day. After 9 am the information
will sent out on a global email.
 Inform the Porters Lodge at the Princess Elizabeth Hospital and Castel
Hospital
 Inform switchboard at the Princess Elizabeth Hospital.
 Inform the duty senior nurses at the Princess Elizabeth Hospital, Castel
Hospital, La Corbinnerie and Duchess of Kent.
 If during working hours staff will be advised via the email system and their
line managers.
