Association (IFA) requesting consultative status as a non-governmental organization for
participation in the work of the Sub-Committee of Experts on the Globally Harmonized System of
Classification and Labelling of Chemicals.

1) To place effort to strengthen the mutual-beneficial cooperation among all segments of the
fireworks industry promoting the smooth development in production, trade and use.
2) To devote itself to strengthening international cooperation in order to promote and maintain safety,
quality and technology.
3) To encourage and promote safety in all aspects of the fireworks industry, including manufacturing,
transportation, storage, packaging, professional displays and the use of fireworks by individuals.

4) To work to harmonize definitions standards, and regulations, government agencies, and
other organizations worldwide with respect to issues involving fireworks
5) To provide information and assistance to fireworks associations, government agencies, and

observe all laws and regulations relating to trade marks, patents and copyrights.
7) To sponsor international meetings to provide a forum for the discussion of fireworks safety

b) Please give examples of recent projects and activities.
In 2006, Sanshui Port refused to accept fireworks shipment, International Fireworks
Association organized a meeting for coordination and more than 200 attendees from Liuyang,
Liling, Shangli and Wanzai attended the meeting.
In 2nd November 2006, assemble International Fireworks Transportation Conference in Wangfujing
Grand Hotel of Beijing; the subject of the conference: How to enhance safety transportation
and ensure smooth transportation of fireworks. Officials of Ministry of Communication,
Ministry of Commerce, General Administration of Quality Supervision(AQSIQ), Inspection
and Quarantine of PRC, American Pyrotechnics Association(APA), American Fireworks
Standard Laboratory(AFSL), representatives of international shipping and logistics companies,
representatives of municipal government of fireworks majority productive region and
fireworks companies ,all together over 80 attendees have appeared the meeting.
In January 2007, International Fireworks Association organized a part of principals from world famous
logistics Inc for investigation of fireworks productive region, and together with officials of
local government, Commodity Inspection Bureau, CIQ disused the fireworks shipment.
In 8th September to 13th 2007, International Fireworks Association originated the International Artistic
Fireworks Competition, this first session competition hosted by China National Tourism
Administration, Hebei Provincial Government and International Fireworks Association, six
fireworks displaying groups from Germany, Portugal, Australia, Korea, China mainland and
Hong Kong have participated the competition.
In 2nd October to 6th 2007, International Fireworks Association together with Liuyang Municipal Bureau
of Commerce organized Liuyang Fireworks companies to participated the 59th American
Pyrotechnics Association (APA) Annual Convention and Trade Show in Texas Dallas.
In 27th October to 29th 2007, the Third Annual Conference of International Firework Association held in
Liuyang Grand Sun City Resort.
In 27th October to 29th 2007, the Third Annual Conference of International Fireworks Association held in
Liuyang, Hunan, China.

In December 2007, International Fireworks Association organized training lecture on world fireworks
regulations and professional skills for fireworks industry.

a) How do you intend to contribute to the work of ECOSOC and/or its subsidiary bodies?
------A. provide fireworks technology for ECOSOC
Fireworks as a special industry and its products belong to dangerous goods and public
consumable, as well as the unique technology. ECOSOC can not depart technology support of
fireworks industry while you institute relevant regulations. The Expert Committee of
International Fireworks Association, who are the experts of fireworks industry or
administrative department of fireworks, this kind of group with strong power of technology.
Additional, International Fireworks Association set up in China, who act as the leading
firework exporting country and owned more than 1,400 years history of fireworks production
and as well as profound fireworks technology. IFA can make use of technique resources to
support ECOSOC for regulations and discussion on fireworks issues, which contain statistic
data, technique parameter or application and experimental data of fireworks, etc.
B. provide changeable information and possible influence by fireworks
Fireworks products in a changeable situation for market requirement, hereby technology,
craftworks and raw materials which used in fireworks production also in variety. Some of
which may change its security of goods, and as well as bring great harm for entire industry and
society. IFA act as an association which communicates with industry directly can control and
understand these varieties timely, and can make out evaluation on bringing possible influence.
IFA can submit this information to ECOSOC, furthermore help ECOSCO to make out correct
decision and adjust policy timely.
C. driving application of Orange Book in different countries and regions
Members of IFA from the world play an important role in their own counties, therefore, it will
driving every national government consult relevant suggestions of TDG&GHS when they
institute fireworks regulations. IFA can establish a special working group under some
supporting funds for popularizing and publicizing relevant suggestions of TDG&GHS in
fireworks majority countries.

-Recently a large number of new chemical materials enter into fireworks industry and the
fireworks standards of every country just forbid to the materials which affect to environment. For the effects
of the products, some of the manufacturers put the materials into production without too much attention of
the security. We plan to investigate the materials which used in China and reappraise the security of it.

Introduction of International Fireworks Association
Fireworks organization of China, the United States, Germany, the United Kingdom, the Netherlands,
Ukraine, France, Australia, Hong Kong, Taiwan and other countries or regions are founding members of
International Fireworks Association(IFA). In October 2003, IFA authorized by the State Council of PRC,
registered in the Ministry of Civil Affairs of PRC, supervised by the Ministry of Commerce of PRC, which is
a non-governmental international fireworks organization and the exclusive international organization
registered in the Ministry of Civil Affairs of PRC, the headquarter in Liuyang, China. Nearly 100 member
units distribute in China, the United States, the United Kingdom, Germany, Ukraine, Canada, Hong Kong,
Taiwan and other countries and regions.
The Executive Committee is the leading institution; the Expert Committee is the sub-institution, and the
Production Committee, the Market Committee, and the Transportation Committee are under construction.
The IFA Secretariat as the standing institution consists of Department of Comprehensive
Coordination(DCC) ， Department of Exchange and Cooperation(DEC), Department of Technology
Standard(DTS), Department of Self-discipline and Rights-protection(DSR) and other departments. IFA hold
the principle of “Intercommunication, Cooperation, Self- discipline, Independence”, to place effort to
strengthen international cooperation and drive to unify standards of safety and quality of fireworks in the
world; To impel the application of new craftwork, technology and equipment, to promote fireworks
development in a direction of safety, environmental protection and art; To research and discuss the
international current rule; To collect and distribute the international information of fireworks on production,
trade and law; To promote the good development of international fireworks production and trade.
IFA make great contribution for promote international fireworks industry, and the effecting in the world

The Charters of International Fireworks Association
（Passed by the general meeting in October 28th 2007）
Chapter 1 General Rules
Article1. The English name of this Association is “International Fireworks Association”, which is shortened as IFA.
Article2.The Association headquarters in Liuyang, China, which is a non-governmental & non-profit-making international
fireworks organization registered in China dedicated to the future of fireworks.
Article3. The Association is under the leadership and supervision of the Ministry of Commerce of PRC and the Ministry of
Civil Affairs of PRC.
Article4. IFA aims
1) To place effort to strengthen the mutual-beneficial cooperation among all segments of the fireworks industry promoting
the smooth development in production, trade and use.
2) To devote itself to strengthening international cooperation in order to promote and maintain safety, quality and
technology.
3) To encourage and promote safety in all aspects of the fireworks industry, including manufacturing, transportation, storage,
packaging, professional displays and the use of fireworks by individuals.

Chapter 2 Membership
Article5. Fireworks organizations of china, the United States, the United Kingdom, Canada, France, Ukraine, Germany,
Australia, South Korea, Hong Kong, Taiwan and other countries or regions are founding members of International Fireworks
Association. China Chamber of Commerce of Import and Export of Foodstuffs, Native Produce & Animal By-Products
(CFNA) and Liuyang Fireworks Association jointly promoted the establishment of IFA.
Article6. Fireworks producers, traders, associations, research institutions, test institutions and related organizations of all
countries or regions can join IFA and pay membership dues by the tenets of “equality, mutual benefits & free will”.
Fireworks governing governmental institutions of all countries or regions can join IFA as observers.
Article7. Periodic registration mechanism is established for association members: once a year.
Article8. Membership of the procedures:
1) To submit an application for membership and related information;
2) To be discussed and approved by the Secretariat;
3).To pay annual dues;
4) To be issued the certificate by the Secretariat Member.
Article9. The rights of membership:
1). the Association of the right to vote, stand for election and the right to vote;
2). participate in the association’s activities, priority access to the information and related information;
3). Society demands on industry issues of common concern discussion and research;
4). to make policy recommendations for the government department through the platform of the Association;
5). the priority will enjoy the full range of services;
6). the work of the committee to make recommendations and supervision;
7). voluntary membership, withdraw from the free.
Article10. Member’s obligations:
1). an implementation of the resolutions of the Association;
2). safeguarding the legitimate rights and interests of the Association;
3). enthusiasm for the initiative to assist the work of the Association;

4). the annual dues paid in full and on time.
Chapter 3 Organic Frameworks
Article11. The convention is the leading organization of the association and the major authorities of the convention:
1) To draw up and amend The Chapter;
2) To elect and recall the executive members;
3) To audit the work report of the executive council;
4) To draw up annual working plans and objectives;
5) To decide the standards of fees;
6) To determine the issue of termination and other important decisions.
Article12. The association has set up the executive committee (EC) which is elected by the convention meeting. The
executive committee council is the policy making department of the association, which is responsible for the conference
meeting. The members of the executive committee should be appointed by each unit and the number of the commissioners
should be 9, and 20% of all the members.
Article13. Major responsibilities of the executive committee are:
1) To carry out decisions of the executive committee, to be responsible for and report to the convention;
2) To elect and recall the vice-chairman and chairman;
3) To organize and prepare for the convention;
4) To discuss and approve the financial budgets and statements of the secretariat;
5) To discuss and approve the nominators of general sectary;
6) To decide and set up official organization, branch organization, representative organization and solid mechanism;
7) To approve the nominators of the honorary president and consultant;
8) To adjust the standard of fees in according to the actual situations when it is inconvenient to hold the convention and
when the standard of convention must be adjusted.
9) To decide other important issues
Article14. The executive committee sets up one chairperson and two to five vice-chairpersons who will be elected from
members of the executive committee accord to the scale of the association.
Article15. Responsibilities of the chairperson of the executive committee
1) To organize and constitute objectives, guidelines, policies etc of the Association.
2) To report to the general meeting on behalf of the executive committee
3) To convene and take charge of the executive committee meeting
4) To inspect the general meeting and implementation of resolutions of the executive committee
Article16.Responsibilities of the vice-chairpersons of the executive committee
1) To assist the chairperson in his work
2) To take charge of the work assigned by the executive committee
Article17.The Chairperson and Vice-Chairpersons hold one mandate each of two years and can be of re-election and
re-appointment and the election will be held during the general meeting.
Article18.The executive committee can set up several honorary chairpersons and consultants as it is required
Article19. Under the guidance of the executive committee, there are experts committee, security committee, technical
committee and market committee. Member units participate voluntarily in Committees except for experts committee and
well-known experts invited by the executive committee from all part of the world occupy commissioners of experts
committee. Each committee sets up one director and several deputy directors ranging from 2 to 8 respectively. The exact
number is decided by the executive committee according to the practical situation of each committee and is elected by each
committee whose regulations will be made moveably.
Article20. The Association sets up secretariat as the agency of daily work. The office is located in Liuyang City, the People’s
Republic of China. There is one general secretary in the secretariat appointed by the executive committee and one deputy
general secretary as well as some employees appointed by the general secretary. In the intervals between meetings of the
executive committee, the general secretary will take charge of the daily work.
Article21. Major responsibilities of the secretariat are:
1) To carry out decisions of the convention and the executive committee, to be responsible for and report to the
convention and the executive committee;
2) To handle daily works of association, draft and issue various files;
3) To make contacts with related governmental departments, international organizations and members of executive
committee & the association;
4) To organize and prepare for important meetings and activities;
5) To develop the membership and the scale of the association;
6) To collect and report data;

7) To be responsible for the organization of communications and cooperation activities;
8) To carry out self-disciplinary and rights protection activities;
9) To make contacts with various associations;
10) To construct and manage the electronic website;
11) To edit and issue publications of the association;
12) To manage the finance and raise the fund of the association;
13) To implement other responsibilities accredited by the executive council.
Chapter 4 Meeting
Article22.The association should hold at least one annual meeting every two years in every founding member country or
region by turn and any member unit can apply for holding the annual meeting of the association.
Article23. The executive committee should hold at least one annual meeting every year can be summoned at any time
according to the need and can be held in the form of video, e-mail and fax, etc.
Article24. When half of the members (members themselves or their attorneys) are present, the convention meeting is legal.
Every member has one vote right. When voting on a policy, two thirds of approval or more can make it pass.
Article25. The executive council meeting presented by 2/3 commissioners of the executive committee and accords with the
quorum. Every commissioner, vice-chairpersons and the chairperson have one voting right. When voting on one resolution,
there is no abstain and more than a half affirmative votes means passing. If the pros and cons are equal, the result will be
determined by the chairperson of the executive committee.
Article26. Member or members of the executive committee can accredit attorneys to vote, but only official representatives
can accredit attorneys and they should submit written materials detailing the accreditation to the chairman one day ahead of
the meeting/convention. The chairperson should accredit a vice-chairperson or general secretary to act chairperson’s behalf.
Article27.Cahiers should be made for the convention, the executive committee meeting and be submitted to member
organizations or members.
Chapter 5 Vote
Article28. Elections at all levels of the Association must abide by principles of equity, publicity and democracy and
candidates will either be recommended or self-recommended.
Article29. When the number of candidates is more than the elected, the secret ballot must be adopted and call out the
numbers voted on the spot. When the number of candidates is less than the elected, the secret ballot or show of hands can be
adopted.
Article30. The judgment of the election abides by the meeting voting principle of chapter 4.
Chapter 6 Procedures for Secession or Replacement
Article31. Members have the right to secede the association. The member to secede should submit written application 15
days in advance, explain reasons for secession and gain approval by the secretariat.
Article32. Any unit of the executive committee to secede should inform the executive council 15 days in advance, submit
written application to the executive committee and gain the approval by the executive committee.
Article33. Any commissioners of the professional committee to secede the committee should inform the professional
committee 15 days in advance, gain the approval of the professional committee and submit written application to the
executive committee and secede after the approval of the executive committee.
Article34. If the unit member does not pay the membership fee and has no special reason after receiving written note of the
secretariat, the unit will be considered to quit from the Association within 30 days automatically. If the member unit does not
perform its duties or its performance causes severe damage to the Association, the secretariat will report to the executive
council to remove its name.
Article35. If members of the executive committee do not take part in the meetings of the executive committee for 3 times,
they will be considered to quit automatically.
Article36. If the unit of the executive committee change members of the executive council because of work, it can report to
the executive committee in written form and change after the approve of the executive committee .

Chapter 7 Procedure for Amendment
Article37. Only when one third of commissioners of the executive council and one fourth of the members put forward the
revision, the chapter can be amended.
Article38. After putting forward the modification of the constitution, any member unit can raise suggestions and the
secretariat finishes the preliminary draft of modification after full solicit of view of all parts.
Article39. The preliminary draft of modification must be discussed by the general meeting and then becomes effective.
Chapter 8 Procedure for Termination
Article40. The executive committee should put forward the motion for termination when the tasks of the association are
accomplished, or when the association need be disbanded, or when the association need be written off for schism,
combination or other reasons.
Article41 .The association termination motion should be voted and passed by the executive committee.
Article42. The association is terminated after Chinese national association registration management authority finishes the
write-off transaction.
Chapter 9 Fund for Activities
Article43. The association fund comes from:
1) Membership dues paid by all members;
2) Interests of bank deposits;
3) Voluntary subsidizes from members and donations from outside the association;
4) And revenues earned by services the association provides.
Article44. The membership dues standard should be discussed and determined on the association convention.
Article45. When the membership dues standard must be adjusted according to actual situations, it should be adjusted after
proposed by the secretariat and passed through by the voting of the convention meeting. If it is inconvenient to summon the
convention and it is in urgent need to adjust the standard, the executive committee should have the right to carry on the
decision.
Article46. The funds of the association can only be used in the various activities of the association, purchasing the necessary
asserts, the expenses of the secretariat and the wages, awards and welfare of the working staff at the secretariat.
Chapter 10 Supplementary Articles
Article47. This chapter is implemented after discussed and passed on the association membership convention.
Article48. Only the executive committee has the right to explain the statute.

Summary on the Third Annual Conference of IFA
The Third Annual Conference of IFA was held on October 27 to 29, 2007, Grand Sun City Resort. There
were 150 members and guests from 14 countries and regions, such as America, Australia, Germany, Brazil,
Korea, Hong Kong, Taiwan and etc. attended the conference. The conference covered with fertile content,
democratic atmosphere, compact arrangement, which achieved anticipated effect and embodied the
characteristic of internationalization, democratization and efficiency.
Ⅰ. Authority’s Recognition. This conference got the recognition from government authorities.
Liuyang Municipal Government listed the conference as the most important part of the Eighth International
(Liuyang) China Fireworks Festival; they also attended the work report of IFA and inspected the arrangement
of the conference. On 27th all the attendees celebrated Welcoming Toast. On 28th Mr. Liang Zhong , the
Mayor of Liuyang delivered welcoming words and awarded the Letter of Appointment to the commissioners
of Expert Committee of IFA. Moreover, authorities and representatives from Ministry of Communication
of China, Chinese Grocery & Native Produce Chamber attended the conference from the beginning to the
end.
Ⅱ. Compact Arrangement. This conference arranged compactly. Agenda for the Inaugural Meeting of
the Experts’ Committee & the First World Forum of Fireworks Focus held in the International Conference
Hall in Grand Sun City Resort on 28thAM, the Third Annual Conference of IFA held on 28th PM, the
Executive Committee of IFA held on 29th AM, and also took part in the Opening Ceremony of the Fireworks
Festival and the Pyromusical Fireworks Competition.
IFA Secretariat took charge
entire activities of the conference, under the situation of few workers, large workload and urgent preparation,
the secretariat divided the work definitely and took own duty; Made out the working schedule, nailed down
the requirement of quality, accomplished time and principal; Inspected the task timely and adopted
measurement as soon as the problems come out, so that the program went smoothly. Before the conference,
from the examined and approved of intelligence of the Expert Committee to the voting of the Executive
Committee; from the preparation of sell oneself of the Executive Committee to the resume of the candidates;
from the collected suggestions of adjustment of character and contributions of IFA member fees for three
times to the papers of the Thirst International Fireworks Forum. For the late notice of the postponed the
fireworks festival that the workload turned more complex. Under the situation of sending and confirmation
of the invitation receipt, then sent the postponed notice, at last reconfirmed the receipt, every step of the
annual conference also went in an orderly way.
Ⅲ Wide Content. Firstly, the Expert Committee has established. The first Expert Committee consists
of Mr. Chen Zhengcai and other 15 experts from China and oversea, the term of duty is for 5 years; Mr. Liu
Jinbiao was appointed as the director the Expert Committee, the term of duty is for 3 years; Nailed down the
duty for every commissioners and commissioner -director
Secondly, the First International Forum on Fireworks has held by IFA. The subject of the forum was
international fireworks transportation, Mr. Chen Zhengcai (officer) from Ministry of Communication of
China, Mr. Andrew Tang (General Manager) from Tian Cheng Pyrotechnics Laboratory, Mr. Liu Jinbiao
(Director) from Hunan Commodity Inspection Bureau, Liuyang Sub-Branch and Mr. Liu Jihua ( board
chairman) from Wide shine Logistics Ltd., Co. had made a speech on the fireworks forum. Mr. William A.
Weimer from B.J Alan Company and Mr. Liu Donghui (secretary-general) from IFA had printed their papers
for every attendees.The forum consisted of a summery of the review on fireworks and firecrackers
transportation in the United States and in the Netherlands, European Alliance REACH 2007, Grading o
Fireworks Transportation, Improve the safety of fireworks logistics and Ensure the smoothness of fireworks
logistics channel. The attendees reflected that the forum has provided with guidance and reference for

fireworks industry and hoped it held continuously;
Thirdly, Secretary General Mr. Liu Donghui made a Work Report by International Fireworks
Association and Financial Report for last two years, all the achievements got approve from members.
Fourthly, the Charters of International Fireworks Association has amended. The new charters based on
the 31 articles in 9 chapters of the old one, will be increased to 48 chapters, the new one turned more
maturity, which defined the rights and obligations of members, completed democratic management system,
that make for association development in high efficiently and orderly.
Fifthly, the member fee has adjusted:1)passed the proposed member fee paid by RMB clearing
unit;2)passed the contributions standard: The Executive Committee member unit, Vice-chairman unit and
Chairman unit added 1,000, 2,000 and 3,000yuan for every unit based on ordinary standard.
Sixthly, added Mr. Chad Barrett, Mr. Jiang Mugeng and Mr. Liu Jihua to be the members of the Expert
Committee, the committee consists of 12 members presently.
Seventhly, the third Executive Committee has held and defined the main task of this conference.
Ⅳ High Democracy. This conference kept democratic atmosphere from beginning to end, the entire
proposal passed by voting, such as, 24 pros to 1 con for amendment of the charters. Adjustment of member
fee passed by ballot, the result for voting: 29 affirmative votes, 1 disagreement; increasing contributions for
the Executive Committee passed by 25 pros and 5 cons; election for new member of the Executive
Committee passed by ballot and show of hands, selected three in five finally.
Ⅴ Defined the developing direction of IFA. In the Third Executive Committee defined the main
developing direction (from 2007 to 2010, October):
1) Take up with driving task of the Executive Committee, participate international affairs on fireworks
actively, and make contribution for unify fireworks standard of every countries;
2) Make preparation for apply to UN Sub-Committee On the Transport of Dangerous Goods;
3) Strive for undertaking International Symposium on Fireworks 2011;
Ⅵ Existent problems. This conference has made a success but also involved some problems, which
need amelioration in our work. Firstly, Because of the late information of change date of the fireworks
festival by Liuyang Municipal Government, the workload turned heavier and complex, expenses also
involved in many foreign guests made their schedule for a month or earlier time. Some of them canceled
their trip for change date of fireworks festival, which gave bad impression to our foreign guests.
Secondly, tickets for members. Tickets for the Opening Ceremony and Pyromusical Fireworks
Competition changed accord to last years, therefore, we can not kept promises to our members and foreign
guests and we also stand in a passive position. Many member units only buy higher tickets from the agency
and that IFA took great pressure.
Thirdly, IFA Secretariat should be more careful in preparative work.

The Work Regulations of the International Fireworks Association
(2007 Version)
The Work Regulations of the IFA have been completed according to “the Charters of the International
Fireworks Association” and the relevant provisions in order to develop the IFA itself and promote its
institutionalization and standardization and improve work efficiency and to ensure that all the procedures
will be carried out regularly so as to provide better service for the members.
I The secretariat system
(1) Each employee must be active, diligent, responsible, and careful in his or her routine work, errors should
be avoided and excellence should be pursued.
(2) “Office politics” must be avoided and any differences in the work and life between staff members must
be made up by the two sides directly in the first instance, and by third-party intervention in the second
instance. Only insolvable problems should go for arbitration.
(3) The leave permit system shall be implemented. Half a day’s leave in the event of sickness must be
approved by the respective managers; leave for one or more days must be approved by the Secretary-General.
(4) Office hours must be in accordance with the provisions of the Liuyang Municipal Government and no
one can be absent from duty without reason.
(5) Chatting, discussions and shouting during worktime are prohibited. Private business, online stock trading,
online games and online chat are to be avoided.
(6) To comply with professional ethics; the staff should be dignified, civilized, hospitable, thoughtful and
dedicated to guests in the reception.
(7) Everyone should be strict with him/herself and be considerate to others; maintain affable relationships
with colleagues and help each other; create a civilized, healthy, harmonious and positive work environment
by being upright, hardworking, pragmatic and cooperative
(8) To study constantly and continuously improve overall quality and expertise.
(9) The year-end appraisal:
1 A democratic appraisal and annual examination will be conducted for each staff member, and the results
will be divided into four grades: excellent, competent, nearly qualified and unqualified.
2 The qualification “excellent” cannot be given to more than 20 per cent of the total staff members
participating in the examination, and they will be awarded outstanding certificates and prizes.
3 Staff members who win certificates and prizes for excellence in three consecutive years will be awarded by
a 10 per cent salary increase from January in the fourth year; staff members who are deemed to be “nearly
qualified” will have their salary increase for the following year cancelled. Staffs who are deemed to be
incompetent will be dismissed from January of the next year.
II Department duties of the Secretariat
Comprehensive Coordination Department: its main functions are integration and coordination of daily
routines, networking, financial affairs, file management, document organization, information dissemination,
organization of general conferences, reception and other day-to-day work;
Department of Exchanges and Cooperation: its main function is to organize large-scale activities and
exhibitions and to implement international exchanges and publicity between the enterprises;
Department of Standard &Technology: its main function is to research and promote product quality
standards and techniques, technical training and information collection;
Department of Propriety & Self-discipline: its main function is to help the fireworks industry to regulate
itself and to safeguard their rights in accordance with the laws and so on.
III Salaries and welfare sytem
(I) Salaries
1 Initial salary formation
The total salary of the initial monthly = basic salary + initial position salary

(1) initial basic salary: 1,200 yuan monthly for staff with two or more practical work experience; 1,000
monthly for staff with less than two years practical work experience;
(2) initial position salary: 300 yuan per month for the heads of the departments
2 The salary of the Secretary-General shall be determined by the Executive Committee.
3 The staff will get a 10 per cent salary increase each 12 months; the growth rate may be appropriately
increased if the IFA develops rapidly.
(II) Welfare
1. The staff will periodically be given professional, academic and knowledge management training.
2. Staff members who have worked in the IFA for more than one year will get paid annual leave according to
the relevant national regulations.
3. Staff members will get wedding leave, maternity leave, bereavement leave, sick leave, all in accordance
with government regulations. Staff members injured while not on IFA business, on sick leave, on pregnancy
leave or maternity leave will get 50 per cent of the salarys during the period, but will not get bonuses,
allowances, benefits and other extras.
4. Sick staff members who need to go to hospital will get 200 yuan.
5. Each staff member will get a 100 yuan monthly lunch allowances and a 100 yuan monthly travel
allowance.
6. For the traditional Chinese festivals (New Year, Tomb Sweeping Festival, Dragon Boat Festival, May 1,
Mid-Autumn Festival, National Day, etc.), each staff member will get 200 yuan; the amount for the Spring
Festival will depend on the situation.
7. The year-end bonus will depend on the current conditions in the IFA.
8. The monthly communications subsidy will be given according to the following criteria: Secretary-General200 yuan, heads of departments --100 yuan, Secretary-- 60 yuan.
9. The allowance for sunstrokes prevention for each July, August and September is 100 yuan / person per
month; the allowance for cold prevention for each November, December and January is 100 yuan / person
per month.
10. Staff members will get social insurance, medical insurance and accident insurance from the first month
after their trial period.
IV Financial system
(I) Expenses
1. The expenses plan shall be proposed in advance and approved by the Secretary-General before
implementation.
2. An IOU must be filled in if the borrower needs money on business for the IFA and the borrower may
receive the money from the accounting office after getting the signature of the Secretary-General. Public
funds may not be borrowed for private use.
(II) Travel grants:
1. Staff members must adhere to the principle of frugality while travelling on business.
2. Staff members travelling outside of Liuyang City will receive 60 yuan per person per day for meals;
he/she will receive no money if participating in Conferences where meals are provided; three or more people
travelling in a group must use meal reimbursement invoices and will receive no money in advance.
3. Accommodation standards for staff members on business generally shall not exceed three-star hotels; the
use of more expensive hotels on special occasions must be approved by the Secretary-General.
(III) Rendering an account
When presenting a reimbursement claim, staff members must adhere to the following “bottom-up” review
process:
1. The staff member collates and pastes documents, the invoice must be filled out and the documents must be
detailed and signed;
2. The head of the department signs the claim form;

3. The cashier reviews;
4. The Secretary-General approves;
5.The accountant draws up the vouchers and the cashier pays out.
(IV) Invoices and receipts may not be kept and used by the same person; staff members must hand over spent
invoice or receipt stubs to the custodian, who must check the order and provide new invoices or receipts.
(V) All revenue and incomes must be accompanied by formal invoices or receipts.
(VI) All revenue and incomes cannot be lent in the form of cash directly.
(VII) The accounting documents, accounting books, accounting statements and other accounting information
must be true, accurate and complete, and be consistent with the accounting system.
(VIII) For accounting matters, the original receipts must be filled or acquired, and accounting receipts must
be kept according to the audit of the original certificate. The accountant and the teller must sign the
accounting receipts.
(IX) All accounting documents, accounting books, accounting statements, accounting documents and other
valuable information of the IFA must be archived.
(10) The accounting documents must be bound monthly in numerical order and have the following
information on the cover: month, quarter, beginning and end, numbers and documentation number. The
accountant and the persons concerned must sign and stamp the forms (besides filling in invoices, auditing,
accounting and charging); they must be archived by the accountant after binding.
(XI) Accountants’ duties:
1.To perform the cash management system conscientiously. The establishment of cash accounts. Cash
payments must be recorded clearly and the cash vougher must be examined thoroughly. Daily accounting
must be carried and the accounting and cash must tally.
2. To strenghten the cheque management system and cheque use, procedures must be laid down; the relevant
documents must be signed and approved by the Secretary-General before the cheques can be used.
3. To help the banks finish the accounting.
4.To handle the accounts.

Introduction to the Fireworks Industry
It is said that fireworks originated in Liuyang, Hunan, China, which its production history can be traced
back to 1,400 years ago. In ancient China, people had the custom of burning and exploding the bamboos to
celebrate New Year. Later, a person named Li Tian in Liuyang filled in the bamboo tubes with gunpowder,
and while people ignited and exploded, they could get greater loudness, which resulted in the firecrackers
inventions. " Baozhu(firecrackers) " means "bamboo exploded " in Chinese.
At present, the annual production of fireworks in the world is about 4 billion US dollars, of which more
than 80 percent of it is manufactured in China. There are over 7000 fireworks factories in China and about 20
per cent of the products are exported to the rest of the world and 80 per cent of the products are for China's
domestic market. And about 87% of China's export fireworks are sold to Western Europe and the United
States.
Fireworks win the love of the people in all countries s for their glories, shapes and jubilation. People
love displaying fireworks during the different festivals. Fireworks also bring much fun to the various
large-scale activities. However, people certainly pay attention to the fireworks production, storage, transport
and display because the main ingredient of these products are inflammable substances and the fireworks
industry is labor-intensive and high-risk industries.
Fireworks bring joy and happiness to the people of the world and the existence of this industry is
reasonable. What we should do is to standardize its management, improve the industry standards, strengthen
self-discipline and promote the cooperation between the fireworks management organizations in different
countries, which will help the fireworks industry become a healthy and prosperous one.

Male, 53-year-old, Han nationality, the Communist Party member, with education of graduate and
master's degree in economics, the senior engineer, the researcher of the Law and Regulations Office of the
Water Division of the Ministry of Transportation. He has been engaged in the research of the policies and
regulations on sea transport, shipping and port administration, particularly in the transport of dangerous
goods, port development and passenger transport by sea for a long time in which he has accumulated a
certain amount of knowledge and experience. He has participated in the formulation or amendment of
many transport and production safety laws, regulations and rules, such as the formulation or revision of
fireworks, explosive and dangerous chemicals and other dangerous goods. He has in charge of the revision
of national standards “The List of Dangerous Goods” (GB12268) and “The Dangerous Goods
Classification and the List” (GB6944). He is now the honorary vice chairman of the Transport of
Dangerous Goods Committee and Ship Pollution Prevention Committee of China Maritime Association.
He attended the United Nations Conference on Transport of Dangerous Goods as the Chinese experts many
times and he also once attended the working group meeting for the fireworks default classification in the
United Nations.

3. Deng Shanjun
Male, 50 years old, the British nationality, the chairman of Hunan Tian Cheng Fireworks Test Services
Limited Company, the chief technology officer of the fireworks. He engaged in the fireworks industry for
16 years and established China Fireworks Test Project of Tianxiang Group. Furthermore, Mr. Deng
Shanjun is the registered chemical engineer of British Royal and the training teacher of the British
Chartered Environmental Health Association, the professional members of AOAC in the United States and
the Executive Member of the Hong Kong Chemical Association.
4. Huang Chaxiang
Female, 42-year-old, the senior engineer, the deputy director of Hunan Fireworks Product Safety & Quality
Supervision and Test Center, the Secretary-General of the National Technical Committee of Fireworks
Standardization, who is also in charge of the fireworks standardization work and the technical work in the
State Production Safety Supervision and Management Office, the accredited experts of Hunan Provincial
Administration for Supervision of Production Safety. She has involved in the compiling of Chinese national
standards such as “Fireworks Safety and Quality”,“Assorted Fireworks”，“Mortar and Shell”. In 2006,
five national standard including GB10631 have been awarded “The Quality Inspection Prize with
Technology” by General Bureau of National Quality Inspection.Her works include “Fireworks Production
Safety Guidelines“ ,“Problems and Solutions on Fireworks Quality and Safety ” , etc., her papers have
been published in the relevant magazines or newspapers.
5. Huang Mingzhang
Male, 59 years old, chairman of Hunan Liuyang Ji Xiu Fireworks Company, with the titles of “Senior Arts
and Crafts Engineer” and“Chinese Arts and Crafts Masters”.He is engaged in the fireworks industry for 43
years. He received the Gold Award of Shell awarded by the Light Industry Department and the first prize for
innovation. He has involved in the compiling of Chinese national standards such as “Fireworks Safety and
Quality”, “Assorted Cakes”and“Mortar and Shell”.
6. John A.Conkling
Male, 62 years old, PhD, nationality: the United States, the former Executive Director of APA, who is now a
visiting professor at the University of Washington. He has been engaged in fireworks technology research for
25 years and is one of the major standard makers of AFSL; He has trained a lot of technical personnel for the
American fireworks circle and made an outstanding contribution for the development of fireworks in the
United States.
7. Lee Yongkang
Male, 56 years old, the manager of Zhongxing Firework Factory in Hai Xing County of Hebei Province. He
has been engaged in the fireworks industry for 41 years, with the title of “Beijing Arts and Crafts Masters”.
The shells "The Silken Sky," designed by him got the Excellent Awards of “Arts and Crafts Cup” in the
Beijing 2003 Arts and Crafts Exhibition.

Male, aged 60, with the titles of “Senior Arts and Crafts Engineers”, “Chinese Arts and Crafts Masters”itle;
He has been engaged in the fireworks industry for 43 years and got15 major scientific and technological
achievements awards including seven state-level awards, three provincial awards. His works include
“Fireworks Production Safety Guidelines”, “Fireworks Safety and Quality”, “Assorted Fireworks”,
“Problems and Solutions on Fireworks Quality and Safety”, etc., He is responsible for drafting the many
national standards such as “Mortar and Shell” and “Fireworks Safety and Quality”.
9. Liu Donghui
Male, 45 years old, the Secretary-General of IFA, the senior engineer, He has been engaged in
fireworks-related industries for 21 years and has been in charge of developed five industry standards
including "the Shock Sense Test of Fireworks Drop Agents", and he also has been involved in the compiling
the national standards of “ Fireworks Safety and Quality”. His works include “Fireworks Safety and Quality”

Male, 36 years old, Master of Public Management, the director of Liuyang Office of Hunan Import and
Export Inspection and Quarantine Bureau, he has been engaged in fireworks-related industries for 13 years
and has launched an international leading level research on the fireworks equipment test and testing methods
and owns a patent; he has involved in the compiling of “Test Procedure of the Export Fireworks Stability”
and the revision of GB10631 “Fireworks: Quality and Safety”. He was in charge of the revision of the series
standards of “Test Procedure of the Export Fireworks” and the related research projects; he was the deputy
editor-in-chief of the Paper Collection of the First International Fireworks Technical Forum and guided
and assisted in paper collection, validation, translation and publication; he has compiled about 30,000 words
of the fireworks chapter of “China Inspection and Quarantine Practice”; in 2000, he presided over the first
state transport of dangerous fireworks classification experiments and participated in the 20th session of the

Council and he was one of the main authors of the fireworks classification grading information document of

and " Advanced Pyrotechnics”; he receives Special Governmental Subsidy of the State Council and he has
been honored as one of young-middle aged experts with outstanding and predominating contribution to the

12. Wu Jinsong
Male, 40 years old, the deputy director of Yichun Import and Export Inspection and Quarantine Bureau, the
senior engineer, he has been engaged in the fireworks industry for 17 years and in charged of a number of
fireworks standards developing and has got agreed a number of prizes; the work “ the Quarantine Risk
Warning for Export Fireworks” which he charged has the second prize issued by State General
Administration of Quality Supervision; he took part in the three provincial-level research topics including
“Detection Method for the Ban and Forbidden Materials in Fireworks”. He has in charged of compiling 10
fireworks standards like” The Test Method of Export Fireworks Products” and he has involved in 13 other

13. Xie Fugen
Male, 53 years old, the director of the Experts Committee of Fire Accident Investigation in Shanghai Fire
Bureau, he is a military officer of senior colonel, the senior engineer, he has been engaged in the fireworks
industry for 26 years; he twice got the Shanghai Science and Technology Achievement Award and enjoys the
special benefits of the Ministry of Public Security; he is the fire accident investigation experts of Ministry of
Public Security Committee of Experts.
14. Yi Huaiquan
Male, 43 years old, the senior art and craft engineer, the member of National Fireworks Technical Standards
Committee, the chairman of Liuyang Broad Fireworks Company, he has been engaged in the fireworks
industry for 26 years and developed nearly 100 species of the new fireworks products and new materials.
Many times he has participated in the fireworks regulations development for the EU Import countries. He
has in charged in developing the new products of "Locomotive-type Fireworks" and "Two Phase Rocket
Fireworks", which has got the state patents; he once led the team to organize the fireworks display for
celebrating Independence Day in the New York State of the United States; he was once assigned by the
Ministry of Foreign Affairs to head the fireworks display team for the founding ceremony of East Timor.
15. Zhao Jiayu
Male, 58 years old, the professor of Beijing Polytechnic University, the safety expert of the national
production, the member of the National Fireworks Standardization Committee, one of the core expert
members, the member of Safety Standardization Committee of the National Production, the expert of the
national fireworks business. He has won two second provincial and ministerial level prize of the scientific
and technological advancement and two third prizes of the same level. More than 20 scientific and
technological research results are listed as the key achievements to be promoted. His three scientific papers
