IN ATTENDANCE: Hayley Cook, LCC, LN6 Project Sue Hill, Clerk Mr J Richardson, Headteacher S Hykeham Primary School Cllr Mrs P Woodman, MBE, NKDC Two PCSOs PCSOs reported that there had been two crimes since their last report: one theft of fuel from a petrol station and theft of some mini motorbikes. Clerk had queried with the police the speeding along Thorpe Lane. No response – PCSOs would look into this and report back. Chairman thanked the PCSOs for their report and they left the meeting. LN6 Project The project has had £6.5m from the Department of Transport which they are using to improve public transport. Hykeham Station has been improved but the small piece of land just before the entry to the car park is not owned by Network Rail so has not had any remedial work undertaken. The improvements will lead to a larger car park. LN6 Project is promoting car sharing and has seen an 8% reduction in single occupancy car use. A cycle path is being installed on Station Road. Councillor Mrs Johnson-Hirt queried whether there are any plans for a footpath along Boundary Lane; although there is a bridleway across the fields, this is very muddy during the winter months. Hayley informed councillors that there are no such plans at the moment. Beck Lane will hopefully be 40 mph zone by February 2015, although Councillor Mrs Johnson-Hirt would have preferred this to be 30 mph due to the proximity of the primary school. Councillor Rowson would like someone from the LN6 Project to come out and view the work that has been undertaken for the new cycle path along Beck Lane. Hayley advised that LN6 have no jurisdiction over the works, it would be Highways that would deal with any issues. There are still several signs that need to be re-sited and other remedial issues. Mr Richardson reported that the Road Safety Partnership did not think the primary school would qualify for a school safety zone. Page 25 14/15 The Chairman thanked Hayley for attending to update on the project and Hayley left the meeting. Mr Richardson reported that the school governors have contacted Highways regarding the road marking on Meadow Lane which is very close to the junction and which the primary school children are using, mistaking it for a zebra crossing. At this point in the meeting Mr Richardson left. Councillor Mrs Whittaker introduced our new Councillor Ms Lucy Graham who was attending her first meeting as a parish councillor. 1. Apologies for Absence Apologies received from Councillor Edwards and from Councillor Mrs Howe, NKDC, who was attending another parish council meeting. 2. Minutes of Last Meeting – 8 October 2014 Proposed by Councillor Rowson, seconded by Councillor Driffill, that the Minutes of 8 October 2014 were a true record. Agreed unanimously. Chairman duly signed the Minutes. 3. Matters Arising a) Airstrip – NKDC have received the flight logs which show there are three aircraft using the airstrip. There have been some minor breaches of conditions. Councillor Mrs Locker offered to keep a log of flights during the summer. b) Speeding, Thorpe Lane – PCSOs agreed to discuss with Sergeant Hammond (see above) c) Cycle Path, Beck Lane – Discussed above (under LN6 Project) d) 34 Dwellings, Thorpe Lane – Still awaiting a response from NKDC to our queries. e) Grass cutting, Thorpe Lane – Response from LCC stated they do not cut the grass as residents do so. Clerk has now asked LCC to cut the grass during the cutting season. f) Internal Audit – Councillor Rowson had been unable to identify anyone to undertake this work on our behalf. g) Dog Waste Bins – NKDC had charged us for more bins than we have and issued us with a replacement invoice. 4. Planning a) Planning Applications: i) 14/1176/FUL – Extension to farm building, The Hall, Meadow Lane – Agreed no objections. ii) 14/1319/FUL – Change of use from 6 bedroomed shared housing let to 7 bedroomed shared let. Boundary Lane – Agreed no objections. Also agreed to discuss the following, received after agenda circulated: iii) 14/1348/FUL – Erection of dwelling, 23 Wood Lane – Agreed no objections. Councillor Mrs Whittaker has received notification of an application for a further four houses on Thorpe Lane. Clerk has not yet received this. Page 26 14/15 5. Reports a) Councillor Mrs P Woodman, MBE – NKDC – The Statutory Local Plan is out for consultation. Some parishes have asked for an extension of the consultation period but this is not possible as NKDC has deadlines to meet. This is the first draft so there will be further consultation at the next stage. Councillor Whittaker reported that South Hykeham Parish Council and North Hykeham Town Council have submitted a joint response. The refurbishment of the Sleaford Sports Centre has achieved a Green Ambassadors Award. Work will shortly commence on refurbishment to North Hykeham Sports Centre. Presently NKDC are considering future budgets. Garden rubbish will not be permitted in the black bins as from April next year. There will be a Christmas Craft Fair at Whisby on 14 December. Twenty-four houses in Bassingham have been built and will be occupied in the new year. Councillor Mrs Whittaker thanked Councillor Mrs Woodman for her report and Councillor Mrs Woodman left the meeting. b) Councillor R Phillips, LCC – Councillor Phillips not in attendance and no report received. 6. Neighbourhood Plan Noted that Poppyfields area has not yet received the questionnaire and neither has some parts of the Thorpe Lane area. NHTC looking into this. NHTC suggested we try to obtain some extra money from NKDC towards forming our Neighbourhood Plan. Agreed Clerk enquire. i) Central Lincolnshire Local Plan - A letter of response to the local plan was discussed and we assume this was submitted to NKDC by NHTC. One of the points was that more information is required before we can fully comment. 7. Joint Planning Committee Councillor Rowson attended the last planning meeting at NHTC to discuss North and South Hykeham joining together to discuss planning applications. Agreed this would be discussed further as only Councillor Rowson was able to attend and he had another commitment so could not remain for the duration of the meeting. NHTC councillors think it would be beneficial to our Neighbourhood Plan if we had joint planning meetings. 8. Finance a) Clerk’s Fee – Clerk left the meeting whilst this was discussed. Agreed Clerk submit a summary of type of work she undertakes each month b) Precept - Clerk had submitted to councillors a breakdown of expenditure and an outline of known future expenditure. Clerk reported that no correspondence had yet been forthcoming regarding next year’s precept. Proposed by Councillor Mrs Whittaker, seconded by Councillor Mrs Locker that we Page 27 14/15 again request £10.000, subject to further consideration, if necessary, once receipt of precept guidance from NKDC. Agreed unanimously. c) Councillor P Driffill Expenses - Proposed by Councillor Mrs Johnson-Hirt, seconded by Councillor Mrs Locker that cheque N0: 100393 for £12.60 be signed and forwarded to Councillor Driffill for his attendance at LALC training. Agreed unanimously d) Councillor Mrs Whittaker Expenses - Proposed by Councillor Mrs Johnson-Hirt, seconded by Councillor Mrs Locker that cheque N0: 100394 for £10.80 be signed and forwarded to Councillor Mrs Whittaker for her attendance at LALC training. e) NKDC Remittance – Noted receipt of £93.97 from NKDC as contribution towards litter picking expenses. f) LALC Invoice – Proposed by Councillor Mrs Johnson-Hirt, seconded by Councillor Mrs Locker that cheque No: 100398 for £22 be signed and forwarded to LALC for payment of Councillor Driffill’s attendance at LALC Councillor training. Agreed unanimously. g) LALC Invoice – Proposed by Councillor Mrs Johnson-Hirt, seconded by Councillor Mrs Locker, that cheque No: 100397 for £7 be signed and forwarded to LALC for Councillor Mrs Whittaker’s attendance at the LALC AGM. Agreed unanimously. h) Inland Revenue – Proposed by Councillor Mrs Johnson-Hirt, seconded by Councillor Mrs Locker that cheques Nos: 100396 and 100395 for £71.40 each be signed and forwarded to the Inland Revenue for tax from Clerk’s November and December wages. Agreed unanimously. i) NKDC Invoice – Proposed by Councillor Mrs Johjnson-Hirt, seconded by Councillor Mrs Locker that cheque N0: 100399 for £312.60 be signed and forwarded to NKDC in payment for emptying dog waste bins. Agreed unanimously. 9. Correspondence a) NKDC – Threshold test for locally supported growth in villages – Agreed to circulate b) NKDC 106 monies – Agreed to circulate c) Community Speed Watch – Councillors had tried to identify areas within the parish that would meet the criteria for these speed signs. Only Meadow Lane would be possible in the village and although Councillors would like to see some on Thorpe Lane there are no suitable posts. Clerk would check with Road Safety Partnership how we could get around this. Councillors Mrs Johnson-Hirt and Ms Graham will identify sites, if possible, on Poppyfields. d) Dial a Ride – Agreed circulate. e) LCC Speed Limit Beck Lane – Councillors have no objections. This is displayed in noticeboards. 10. Councillor Reports/Queries The fence around the open space on Poppyfields is in need of repair. Agreed at next NP meeting, Councillors would ask North Hykeham Town Council to repair the fence. Councillor Mrs Whittaker queried whether our councillors would like name badges. This could perhaps be of benefit when attending functions other than our own parish council meetings. Agreed Clerk ask NHTC from where they purchase their badges. Councillor Mrs Whittaker reported that the lights on Wood Lane have finally been replaced and are now working. Councillor Mrs Whittaker advised councillors to consider attending some of the LALC training courses. Page 28 14/15 11. Any Other Business Deemed Urgent by the Chairman Councillor Rowson was unable to determine whether any trees have been removed from Long Lane. 12. Date and Time of Next meeting The next meeting will be held on Wednesday 14 January 2015 at 7.30 pm in South Hykeham Village Hall. There being no further business the Chairman thanked everyone for their attendance and declared the meeting closed at 10.20 pm
