Orientation and Lunch: 10:30 a.m in Battelle Hall.
Orientation is for contestants only and will be closed to advisors.
Judging will begin following orientation.
Purpose: To encourage local SkillsUSA chapters to promote the organization, career and
technical education and related occupational information through a promotional bulletin board.
Theme: Champions at Work- Preparing America’s Skilled Workforce
Clothing: Official SkillsUSA dress or business like attire
Contestants: This contest will be held at the regional level- 3 per region, determined by regional
event.
Special Information
The State competition will follow the National guidelines. The presentation/interview
component will be 5 to 7 minutes. There will be a time penalty of 5 points for each fraction of
30 seconds over 7 minutes or under 5 minutes. Presentations and judging will begin following
orientation. Teams are required to have 3 participating members. All team members shall
participate in the presentation/interview part of the contest. Penalty points will be assessed for
each member not participating.
Boards must be set up and in place by 10:30 a.m. Security of the boards is the school’s
responsibility during normal operating hours.
Boards cannot be removed earlier than 5:00 p.m. Boards not picked up by 7:00 p.m. will be
discarded.
Scope of the Contest:
The contest will be judged based on the criteria established in the 2017-18 SkillsUSA
Championships Technical Standards and the update included in attached memo.

Re: Explanation of scoring.
There are 1,000 points available for the Promotional Bulletin Board: 400 for the presentation,
150 for the notebook (completeness and quality), 50 points if the notebook is present when
needed and 400 for the quality of the board itself. Scoring total values follow the National
Guidelines for this contest.

For example, the presentation is valued at 400 points. Criteria for that 400 point value
are: using the notebook, describing the board, explaining the process, stating the purpose
and educational value, discussing chapter member’s participation, telling how the board
will be used, discussing the benefits to the chapter members, discussing chapter
members. All of these areas should be represented in the notebook used by the contestant
to give the presentation. This part represents about half the available points. The
other half of the points are awarded based on the quality of the presentation itself and
student answers to judges’ questions, much the same as a speech would be judged and
are by necessity subjective.

The notebook will be judged for adherence to the guidelines for the notebook itself
which are found on page 97 of the National Guidelines. Within the areas of c, d, e, and f
on page 97 of the National Guidelines, judges may adjust points available in terms of the
quality of the actual content of the notebook.

The bulletin board is valued at 400 points and has four areas that will be judged: gains
attention (100 points), development of theme (135 points), quality of work (85 points)
and imagination/creativity/originality (80 points). This is the subjective part of the
scoring.

Penalties are maximum 5% for clothing, board size -5 pts. Per 1/8” over or under, max
10 for time penalty and penalty for non-participation by any team member.

Tie-breaker is the average of the speaking skills, development of theme and creativity
points.

This must appear on the board.
Judging should not be much different than what you experienced at Regional Contests. However,
remember that all of the boards at the state level are of a certain quality. Be careful of your
materials. Details could make the difference!
Alert!- The technical standards have been updated since the current publication:
 All teams must have 3 members who will participate in the
presentation portion
 Interview component consists of a presentation and question and
answers
 Penalty points equal to 1/3 per member not presenting will be
assessed.
 Time frame is 5-7 minutes
 Time penalty is 5 pts. per each fraction of 30 under 5 minutes or over
7 minutes.
