Opening: Vice-chairman Brandt called the meeting to order at 7:39 pm in the Municipal Building
Conference Room with the Pledge of Allegiance to the Flag and a moment of silence.

Public Comment:
Terry Whitmeyer, Township Auditor: Inquired about Old Hershey Road culvert status.
Harry Rozanski, Resident: Inquired about Old Hershey Road culvert status, will the remaining project
be rebid?
Executive Session: Chairman Brandt announced that the Board met in Executive Session tonight at 7:15
P.M. to discuss personnel issues.
Annual Re-Organization Appointments
Chairman: A motion by Painter second by Brandt to appoint Jay Brandt as Chairman. Motion carried.
Vice-Chairman: A motion by Brandt second by Painter to appoint Gary Painter as Vice-Chairman.
Motion carried.
Chairman of Vacancy Board: A motion by Brandt second by Painter to appoint Rosalie Sarfert as the
Chairman of Vacancy Board. Motion carried.
Open Records Officer: A motion by Brandt second by Painter to appoint Jenna Seesholtz as Open
Records Officer. Motion carried.
Zoning Hearing Board: A motion by Brandt second by Painter to appoint Curt Eisenhour as Regular
Member 3 year term which will expire 12/31/2017. Motion carried.
Municipal Authority: This was tabled until a future meeting.
Council of Government: A motion by Brandt second by Painter to appoint Gary Painter as
Representative. Motion carried.

Council of Government Alternate: A motion by Painter second by Brandt to appoint Jay Brandt as
COG Alternate. Motion carried.
Earned Income Tax Collection Committee: A motion by Painter second by Brandt to appoint Jay
Brandt as the Representative to serve on the Earned Income Tax Collection Committee for Dauphin
County. Motion carried.
Park and Rec Member: This was tabled until a future meeting.
Planning Commission Member: This was tabled until a future meeting.
EMA Coordinator: A motion by Painter second by Brandt to appoint Richard Dingle as EMA
Coordinator. Motion carried.
Appointed Officials:
Per Capita Tax Collection: A motion by Brandt second by Painter to appoint Philip Tumminia
collector of the Per Capita Tax at the rate of 5%. Motion carried.
Solicitor: A motion by Brandt second by Painter to appoint Yost & Davidson as Township Solicitor at
the rate of $210 per hour. Motion carried.
Engineer: A motion by Brandt second by Painter to appoint the firm of Rettew Associates, with Max
Shradley as the primary contact, as Township Engineer. The fee for 2015 at a rate of $125 per meeting,
other charges per their 2015 rate schedule provided. Motion carried.
Sewage Enforcement Officer: A motion by Brandt second by Painter to appoint Marvin Stoner, as the
Township Sewage Enforcement Officer. Motion carried.
Zoning Officer: A motion by Brandt second by Painter to appoint Rettew Associates as Zoning
Officer. Motion carried.
Uniform Construction Code Inspector: A motion by Brandt second by Painter to appoint the firm of
Commonwealth Code Inspection Service, Inc. as PA Code Inspector. Motion carried.
Employees:
Roadmaster/Assistant Roadmaster: A motion by Painter second by Brandt to eliminate the Assistant
Road Master position and appoint Ralph Hoerner as Roadmaster. Motion carried.
Treasurer/Assistant Secretary: A motion by Painter second by Brandt to re-appoint Dolores Kuntz as
Treasurer/Assistant Secretary at a rate of $16.59 per hour. ($.40/hr increase). Brandt did announce that
Kuntz is his sister but was voting because there were only 2 Board Members present. Motion carried.
Director of Administration/Secretary/Assistant Treasurer: A motion by Brandt second by Painter to
re-appoint Jenna Seesholtz as Director of Administration, Secretary, and Assistant Treasurer at a rate of
$18.80 per hour for 30-40 hours per week as needed. ($.80/hr increase). Motion carried.
Roadmaster Pay Rate: A motion by Painter second by Brandt to set the Roadmaster pay rate at $18.70
per hour. ($.40/hr increase). Motion carried.
Road Crew Wages: A motion by Brandt second by Painter to set rate of pay for Kevin Shope at $21.19
($.40/hr increase). Motion carried. A motion by Brandt second by Painter to set rate of pay for Robert
Keeney at $17.93 ($.40/hr increase). Motion carried.
Road Crew Wages (Part-Time as Needed Employees): A motion by Brandt second by Painter to keep
rates the same for Part-Time as Needed Road Crew Employees (Part-time Skilled Labor at a rate of
$18.00/hr and Part-time Unskilled Labor at a rate of $12.00/hr; Part-time Snow Removal with Township

Equipment at a rate of $20.00 per hour and Part-time Snow Removal with Owner Equipment at a rate of
$100.00 per hour. Motion carried.
Equipment Rental Rates: A motion by Brandt second by Painter to set equipment rates as follows:
Loader, $100.00; Truck, $70.00; Grader, $80.00; and Truck Plow, $100.00 per hour with Driver. Motion
carried.
Depositories: A motion by Brandt second by Painter to appoint as authorized depositories for all
township accounts: Fulton Bank, PLGIT, Wells Fargo, PNC, Susquehanna, Metro and M&T. Motion
carried.
Mileage Rate: A motion by Brandt second by Painter to establish the reimbursement rate for officials
and employees using their own vehicles at the IRS rate for 2014 of $.57.5 per mile. Motion carried.
Treasurer Bond and Secretary’s Bond: A motion by Brandt second by Painter to set the Secretary’s
and Treasurer’s bond in the amount of $1,500,000 each with Selective Insurance Co. Motion carried.
Routine Business:
Supervisors Minutes: December 10, 2014 - A motion by Painter second by Brandt to approve the
December 11, 2014 minutes. Motion carried.
Treasurers Report – December 31, 2014: A motion by Painter second by Brandt to approve the
Treasurer’s Report dated December 31, 2014, subject to audit. Motion carried.
Secretary’s Report:
Expenditure Report – January 5, 2015: A motion by Painter second by Brandt to approve the
Expenditure Report of January 5, 2015 in the amount of $185,317.77. Motion carried.
OLDS Management: Reminders for properties that were due to pump for 2014 will be mailed out to
homeowners.
Correspondence and Communications:
Templin Sight Distance: Dir. of Admin. Seesholtz will send a letter to Templin’s neighbor (Rogers) to
inform of tree in Township right-of-way causing site distance problem. The Township will trim if no
response to letter.
Road Masters Report:
Nye/Church Road Sign damage: A motion by Brandt second by Painter directing Dir. of Admin.
Seesholtz write a letter to homeowner who causes damage to Township speed limit sign by burning
brush growing under sign. Motion carried.
Old Business:
Old Hershey Road Culvert: A motion by Painter second by Brandt to grant Township Engineer
Shradley of Rettew authority to develop road profile and complete as built for the Old Hershey Road
Culvert Project. Chairman Brandt would like to meet engineers at culvert when these measurements are
taken. Motion carried.
Park Phase 2: Township Engineer Shradley will have someone from Rettew contact Dir. of Admin.
Seesholtz figure out Grant documents for payment submission from DCNR.
Old Hershey Culvert Gaming Grant: Documents and invoices were submitted to DC Gaming
Advisory Board as requested at Township presentation.

Old Hershey Road Guiderails: Township Engineer Shradley contacted the PA Turnpike to find out
the status of the plan that was submitted.
New Business:
2014 Township Audit: The elected Board of Auditors will complete the 2014 Township Audit.
PSATS Convention: A motion by Brandt second by Painter to authorize Brandt, Painter, Buckley,
Seesholtz, Kuntz and Hoerner to attend the PSATS Convention of April 19-22, 2015. Motion carried.
Employee Healthcare: A motion by Painter second by Brandt to approve the new healthcare
reimbursement rates for 2015. Motion carried.
Planning/Zoning Status:
P&K Hill Road Subdivision: A motion by Brandt second by Painter to reduce the Financial Security
to $2,156 as recommended by Township Engineer Shradley. Motion carried.
Historic Acres of Hershey: A motion by Brandt second by Painter to re-approve the Historic Acres of
Hershey Plan with same conditions set forth on original approval by the Board of Supervisors on
October 22, 2014. This re-approval will expire 90 days from January 5, 2015. Motion carried.
Historic Acres of Hershey – Noise Control Agreement: A motion by Brandt second by Painter to
approve the Historic Acres of Hershey Noise Agreement as submitted by Township Solicitor Yost.
Motion carried.
A motion by Painter to adjourn at 9:00 P.M. Second by Brandt. Motion carried.
