North West Kimberley CTAF From Previous Minutes: The change is still required. Need to get confirmation from CASA Operations. Forest River is not used very often. However it is still required as a reference point. OAR will progress the change to AIP. Discussion: The changes to the Wyndham and Kununurra Broadcast Areas came into effect on 30 May 2013 and the meeting advised that the experience so far indicated that frequency management procedures in the areas had benefitted from the changes. Explanation was sought on the BA boundary around YPKU where the radius displayed as 15nm to the south but 20nm to the north. Graeme Rogers indicated that it was an error and that it should have been the one radius and sought the meeting’s view on the preferred size. It was determined that a15nm radius boundary should be charted. Graeme also sought information on the upper level of the KUN BA which was published as 7,000ft AMSL, a level that was inconsistent with the adjoining YWYM BA, and advised that no documentation evidence could be found justifying the unusual level. Following discussion it was agreed that the level should be amended to 8,500ft AMSL. Actions: 1. Adjust the BA boundary around YPKU Responsible: Due Date: OAR Next chart amendment (Nov 2013) 2. Amend the upper limit of the YPKU BA to 8,500ft AMSL 6. Notified Agenda Items 6.1. Bureau of Meteorology Brief/Issues For information: This item is permanently on the agenda for the BOM Rep and/or industry to raise issues/comments as required. 6.1.1. TAF Availability From Previous Minutes: area and dividing the area was recommended. BoM asked about the off-shore operations. The meeting requested Truscott Island to remain within Area 69. Meeting asked whether the note appended to forecasts about reduced visibility (smoke) could be removed so as to eliminate the requirement for an alternate when the destination is an ALA and there is no TAF. BoM will review with the Perth forecasters. TAFs for Halls Creek, Argyle and Fitzroy Crossing on a 7 day per week basis was requested since there are 7 day/week general public flying to those locations. Start times for forecasts should be 22Z. BoM to investigate. A Lombadina TAF, (requested by Broome heli operators) was supported by Kununurra RAPAC. Kununurra Airport is now available to do observations 7 days per week. Geoff Doueal/ has replaced Ken Burgess as the BoM contact for NW Australia. Kununurra RAPAC Meeting 2013-1 4 Minutes Discussion: Elizabeth Heather, BoM Perth, via telecon provided an update and information on the TAF Review, TTF Review, SIGMET changes and proposed Medium - Level SIGWX charts. She emphasised that extensive consultation had been undertaken in regard to the TAF review and the issues raised at the previous YPKU RAPAC are being addressed. A Lombadina TAF is being provided. Frequency Issues This item is permanently on the agenda for frequency related issues/comments to be raised and discussed as appropriate. From Previous Minutes: Change requested for naming of W armn reporting point. Mainly aircraft into Turkey Creek. This was discussed in detail by the meeting. The chair requested that a proposal be provided to RAPAC. The proposal would be circulated to RAPAC. The meeting suggested that the reporting point be changed to Sutton. The Broome RAPAC should also consider that change. Discussion: The changes to the BAs and labeling of Turkey Creek has overcome the frequency management problem at WARMN /Turkey Creek. Actions: Responsible: Due Date: Closed Kununurra RAPAC Meeting 2013-1 5 Minutes 6.4. Kununurra/Bungle Bungles VNC From Previous Minutes: There has been suggestion that a VNC to cover Kununurra and the Bungle Bungles National Park be produced. The OAR is seeking operator’s views on whether a VNC is needed for the area. The meeting discussed the value to local operators and whether the benefit was primarily for itinerant operators. The cost of the chart would be investigated. Although the meeting did not reject the idea, the improvements and benefits needed to be clearly defined. There are a number of geographical areas that are not covered by charts and which do not support good situational awareness. Discussion: Enquiries with Airservices AIS indicated that robust justification would be required before funds could be allocated. Further discussion with the group determined that a VNC would have limited value and a better result could be achieved by revising the ERSA entry. OAR will initiate discussions with AIS and local operators. Actions: Responsible: Due Date: Bungle Bungle Ranges ERSA entry revision OAR to facilitate asap 6.5. WAATTF Report From Previous Minutes: The Chair informed the meeting of the aims and progress of the W AATTF, with particular reference to the voluntary fitment of ADS-B aspect. Discussion: The Chair provided some background to the activity advising that it was a multi-agency Task Force (DOIT, CASA, Airservices, DoD) set up in 2012 to investigate current and future aviation infrastructure requirements of WA to accommodate the rapid expansion of activity in the State. The Report has been reviewed by all agencies and is expected to be posted on the website in the very near future. Items under consideration of particular interest include; Paraburdoo radar installation and possible associated airspace reclassification. Possible introduction of ADS-B only routes. Encouragement of ADS-B fitment ahead of the 2016 mandate. Possible priority given to ADS-B equipped aircraft. Actions: Update 6.6. Responsible: Secretariat Due Date: When available Right Hand circuits at Kalumburu. From Previous Minutes: A request from the floor to consider a change to the Rwy 10 circuit direction was raised A safety issue due to terrain to the north north-east has been identified and, anecdotally, non-standard circuits are occurring . There has been an increase in night operations. Following discussion the Chair requested RAPAC to develop a proposal for CASA to assess. Kununurra RAPAC Meeting 2013-1 6 Minutes Discussion: Following discussion it was decided not to pursue the issue. Actions: Closed Responsible: Due Date: 7. Other Business and Late Agenda Items 7.1. Port Hedland Developments Discussion: The meeting was advised that following an OAR Aeronautical Study leading to a conclusion that control services will be required because of a significant increase in aircraft passenger numbers a directive has been issued to Airservices to provide such services at Port Hedland by November 2014. Accordingly Airservices will be refurbishing/rebuilding the Port Hedland Control Tower and the OAR will be establishing a Control Zone and associated Control Area steps to accommodate these services. In the interim Airservices is providing an Aerodrome Flight Information Service (AFIS) 0 – 20nm YPPD, SFC – 8000 AMSL. The AFIS became operational on 7 June 2013. Next Meeting: TBA Discussion: The group requested that the be scheduled off-season to allow easier participation meetings and proposed March as the preferred option. The Chair advised that budget considerations makes a multi-location RAPAC itinerary an imperative but is confident that the 2014 program should be able to accommodate the request. It is intended to publish the 2014 program by December 2013. 9.
