Background
State agencies assigned a role in the state emergency operations plan must have at least
one employee who has completed the emergency management training curriculum
offered by the Minnesota Department of Public Safety Division of Homeland Security
and Emergency Management (Minn. Stat., § 12.09, subd. 10). The statute also requires an
agency to file a compliance plan with DPS-HSEM when all employees with an
emergency management certificate leave the organization.
The current DPS-HSEM emergency management certificate program requires completion
of 31 courses representing approximately 150 training hours. It often takes two to three
years to finish the program of independent study and classroom instruction.
Status Report
In 2016, 22 of 23 affected agencies achieved compliance with the training requirement.
Agencies are not required to list all who have or are working toward a DPS-HSEM
emergency management certificate.
The Department of Labor and Industry filed a new plan following the departure of their
designated employee in August. The new designated employee started in August and is
working toward completing the DPS-HSEM curriculum. The Board of Animal Health
continues to contract with a Department of Agriculture designated employee.
