As you know I am Poet, Writer, speaker and visionary and an entrepreneur who is working with
Russian Scientists and architects to bring new technologies and discoveries to India in the field
of water development eco construction and sports development from Russia to strengthen
various segments of India by bringing about the most innovative technologies of this century to
my country. As a thoughtful endeavor I have initiated and coordinated to my future partner world
renowned university Lesgaft with GFDC, Goa Sports for purpose of development, design,
construction and operation of sports facilities, education and training of teachers and specialists
in the sports industry. This positive step will team up in building a strong sports foundation in
India that will ensure better sport facilities to athletes and gold medal winning champions for
tomorrow. The Chief Minister of Goa has welcomed and appreciated the sincere efforts for
coordinating this visit of Lesgaft Russian delegates. The GFDC is overwhelmed by the support
and facilities that will be apart of this project.

PROLOGUE
The visit of the high level delegation from Lesgaft National State University of
Physical Education, Sport and Health St. Petersburg, Russia led by Mr. Yakov
Morozov was an outcome of previous visit to the Lesgaft University by Dr. Rufino
Monteiro and Mr. Elvis Gomes approved by The Hon. Chief Minister of Goa Shri
Manohar Parrikar himself who has shown keen interest in knowing about the
stupendous success of Lesgaft University in producing medal winners. The Hon.
Chief Minister of Goa Shri Manohar Parrikar has declared Football as the official
sport and has shown more benevolence towards development of Football through
the formation of the Goa Football Development Council under the Chairmanship of
Dr. Rufino Monteiro. It is in the context of scientific development of the game that
it was decided to visit Lesgaft University and invite them to Goa. The Lesgaft
University stands tall in sports development and also infrastructure development
for sports. The visit to Goa of the delegates has proved to be highly successful. The
state is certainly looking to an ambitious program not only to develop footballers
and Football infrastructure, but also all-round development of all athletes from
various other disciplines. In accomplishing the task I must highlight the role of Mr.
Nilesh Neel, Founder and President of Original 21st Century Discoveries whose
vision to bring new discoveries and technology is far reaching. Mr. Neel was
instrumental in coordinating the visit of the delegates from this prestigious
University. He has dream for India as a nation in all fields and we look forward to
his continuous support to us. This report documents in brief the developments that
happened on all the seven days the delegates were in Goa. How they captured the
hearts of all who got the opportunity to meet and interact with them cannot be
just described on paper but only felt as an overwhelming emotion.
Long live Lesgaft and may the state of Goa produce winners with their help.

5th September 2012 – DAY 1
 Russian arrival
The Russian Delegation on arrival at the
Dabolim Airport were received by Dr.
Rufino

officers. They were welcomed with
Garlands and brought to Hotel Mandovi
Panjim.
After the traditional Aarti
welcome by the Mandovi Hotel Staff,
Member Secretary Mr. Elvis Gomes also
welcomed the Delegates.

 Meeting with GFDC members, GFA Executive members in the

Later in the evening a meeting was arranged of the Delegates with the Honorable Chief
Minister Mr. Manohar Parrikar, MLA Glen Ticlo, Chief Secretary B. Vijayan, Members of the
GFDC Council, Executive Committee members of GFA, Special Invitees and the Press at the Hall
of Mandovi Hotel. Elaborate discussions and interactions were held at the meeting, with LCD
Projections for power point presentations.
The program started with the welcome Address by Dr. Rufino Monterio Chairman followed by
floral welcome done by Mrs. Liberata Mascarenhas, GFDC Council Member and the lady staff of
the GFDC.

The Russian Delegation led by Mr. Yakov Morozov then made a presentation about
their University in terms of the program, infrastructure and achievement and all this was
translated to the participants of the meeting by Mr. Joshua David.
It was the Chief Secretary B. Vijayan who then spoke about the Government views on the visit
of the delegation and the future actions that are expected to be taken as an outcome of the
visit.
There was a short break for snacks etc. and once again the meeting resumed with a
presentation by the Delegation on the Sochi Olympic Games Infrastructure development in
2014.
In the meantime the Hon’ble Chief Minister arrived and was welcomed by the Chairman. A
special presentation was made to him by the Russian Delegation. Later the Chief Minister spoke
to all those present in a brief speech. He was totally positive towards the Co- Operation
between the Government of Goa and the Lesgaft University and said “Let us move forward”.
A presentation of mementos on behalf of the Rector of Lesgaft University to the Chief Minister
and Chief Secretary was made by the Russian Delegation.

6th September’2012 – DAY 2
 Visit to Vidya Prabodhini Education Complex, Porvorim
The Russian Delegation from “Lesgaft National State University of Physical Education, sport and
health, St. Petersburg” made a series of visits to different schools in Goa. On the 2nd day of their
programme. In the morning, the Russian delegates visited the Vidhya Prabodhini School at
Porvorim and were apprised of the work at the
Kreeda Prabhodhini Program (Sports academy
activity). They explained the various programmes
conducted by the Kreeda Prabhodhini for the
promotion and development of different sports for
their students numbering 1500 in the school
especially in the field of gymnastics. The school
officials also gave an account of the achievement at
Russian delegation along with Member Secretary Mr. the Inter school, State and National level and
Elvis Gomes and the management of Vidya
thereafter there was a presentation made by the
Prabodhini School
Russian Delegates. The Delegation head, Mr. Yakov
Morozov spoke to the students regarding the developments made by their university in
promoting the sports activity in Russia which was an inspiration to the young minds to take
sports seriously and in a professional manner.

Visit to Viscount of Pernem High School, Pernem
In the afternoon, the delegation visited the VISCOUNT of PERNEM High School at Pernem. The
Russians felt that the rural areas in Goa are truly the right place to develop champiions as they
themselves have proved this in their own country. Mr. Nikolaev Sergie a world Champion in
shot put who is a team member is a product of an village of just 500 people and has made it to
the national team in Athletics (shot put) because he was inspired to do so to prove the world
about how sports people can be produced to be international medalists even with lesser
facilities available. He has trained under very similar conditions as are prevailing in the interior
parts of Goa and was able to reach heights for his country and so encouraged the students of
Viscount of Pernem High School to dedicate themselves to sports which would bring glory not
only to themselves but also to the State and the country. The delegation emphasized that the
Government of Goa is now heading in the right direction towards the promotion of sports in
the rural areas as the children have lots of potentials to be champions in days to come with the
right guidance, good resources in terms of infrastructure, trained coaches with scientific basis,
along with consumption of natural foods and not supplements or fast foods.

The importance of testing the physiological aspects was also stressed to produce
results and they said that in the days to come it would be a reality with Goa taking a more
scientific approach in sports.
The Delegation strongly felt that if Usain Bolt who came from a rural background with a family
which was not very well to do and became Super Olympic Champion, then anyone who has the
determination and the will could do it even the students of Viscount of Pernem High School,
Pernem, can attain success.
They
were
appreciative
of
the
work
undertaken by the
Government
of
Goa under the
leadership of the
Chief Minister Mr.
Manohar Parrikar
with whom they
had a meeting the
night before to
see that there is a
total upliftment of
sports.

The students heard the Russian speak in a classroom which was packed to capacity and were
really taken up by the testimonies of the delegation as to how they have achieved success in
sports.
The Russians also spoke of the Chinese philosophy of sports and how the Russians were
different from them in preparing sports people for longer durations and with more consistent
performances, although the Chinese have better results to show in terms of medals in the last
few Olympics.
The Team was accompanied by Dr. Rufino Monteiro, Chairman, GFDC, Mr. Shantaram Naik,
GFDC council member and GFDC Officers.

Member Secretary and Executive Secretary were also present. Mr. Elvis Gomes, introduced the
Delegates and also initiated the discussions with the officials of the University and highlighted
his experiences of the visit to Lesgaft University at St. Petersburg Russia. The Vice Chancellor of
Goa University gave his views about the different aspects that were needed for developing the
academic interest of physical Education & Sports in the University system in Goa and how the
signing of an agreement with the Lesgaft University would help improve the situation in the
affiliated colleges of Goa.
The Registrar of the University also expressed his interest in taking advantage of the expertise
of the Russian Delegation in introducing physical education with Research on Scientific lines to
improve the sports scenario within the state of Goa among the college youth.
Later a meeting was held in the senate hall with the Directors of Physical Education of the
affiliated colleges of Goa University with the delegation.
The Asst. Director of the university made a brief presentation of the University and also the
achievements made in sports.
Mr. Yakov Morozov then spoke in detail of the academics at the Lesgaft University and made a
presentation on the selection of the undergraduates and post graduate to the various courses
at the University.
This was followed by a questions/answers session on some of the issues for the development of
Physical Education/Sports.

Gomes then addressed the
gathering and spoke of the reason COACHES EAGER TO GET COACHED - SAG coaches listening intently to the
Russian speakers
behind the meeting with the
coaches of SAG and the Russian Delegates. The Russian Delegates then addressed the
gathering and gave their presentation of their work at the Lesgaft University in Russia. The
coaches of the SAG were then encouraged to ask questions. Sandeep Worlikar, Basketball
coach with SAG and Mr. Anil Arolkar, cricket coach asked questions to the Russian Delegates.
After the questions were answered the meeting ended with a vote of thanks.
8th September’2012 – DAY 4
 Visit to St. Thomas Girls High School, Aldona
The Russian Delegation were picked up from Mandovi Hotel at 9.00 am and taken to St. Thomas
Girls High School, Aldona. The sisters and management of the school welcomed the delegates
on arrival at the School. The delegates were then taken to a hall for a presentation to about
150 sporting
participating
students. The
presentation began
with a floral

then a presentation and showing of video by the Russian delegates. Mr. Elvis Gomes then

addressed the students and staff of the school about the reason behind the Russian
delegates visit. After this the students were encouraged to ask questions regarding the content
of what was talked about. One girl by the name of Jasmine asked a question regarding the
development of the sports of gymnastics which was much appreciated by everyone. The head
of the delegation Mr. Yakov Morozov answered the question to the satisfaction of the students.
The vote of thanks was given by the principal. After some refreshments the delegation left for
their next visit to Don Bosco, Sulcorna at 11.30 am.

Visit to Don Bosco Farm High School, Sulcorna
The delegation arrived at Don Bosco, Sulcorna at 1.30 pm and were greeted by Fr. Edwin
Barracho, the principal of the farm school. The priest then took the Russian Delegation for a
tour of the school and the multipurpose hall. Later lunch was served and then we proceeded
for a presentation program in the hall. The program began with an introduction of the Russian
delegates to the boys present there. Mr. Yakov Morozov the head of the delegation then
addressed the gathering and showed a video of the Lesgaft University and the sports
infrastructure and achievements of its students. Then Mr. Kennedy D’Silva, Executive
Secretary-GFDC spoke to the boys about the reason behind the visit of the Russian delegates.
Mr. Kennedy D’Silva thanked the priests and
brothers present and the boys for listening and for
all the hospitality. The Russian Delegates then
witnessed a football match between the boys at the
School. This was much appreciated by the Russian
Delegates. The visit ended shortly after, with the
delegation leaving for a visit to the SAG swimming
complex in Campal, Panjim at 4.00 pm.

9th September’2012 – DAY 5
The Russian Delegation left from their hotel at 10.00 am to go
sightseeing. The places that they visited were St. Augustine’s
tower, Bom Jesus Basilica and the Se Cathedral. They later
went to St. Mary’s Church which was right on the hill with a
view of North Goa. After sightseeing the Russian Delegation
were taken to the resort LazyLagoon where they spent the rest
of the day.

10th September’2012 – DAY 6.
 Visit to Unity High School,
Valpoi.
The Russian Delegation set their foot in Valpoi,
bringing smiles and joy on the faces of teachers
and students, where a glorious, clapping welcomed
them to the Unity High School Hall, where they
were presented a floral welcome by teachers. The
Chairman of GFDC Dr. Rufino Monteiro, was Russian delegation addressing the Unity High School,
Valpoi
present. The principal of Unity High School Mr.
Mustafa Agha Khan joined the delegates along with Mr. Suleman Sheikh, Chairman Unity High
School and GFDC Council member and Mr. Shantaram Naik, GFDC member and GFDC Officers.
Mr. Sheikh Suleman introduced the Russian delegation and other invitees to the teachers and
students, followed by a school students welcome song. Senior teacher Mr. Ashraf Khan
welcomed the delegation. Dr. Rufino Monteiro then spoke on the importance of sports, for
each individual and also for the development of Sattari taluka.
Mr. Yakov Morozov addressed the over 250 students and gave a small power point
presentation. A memorandum drafted by C. J. Brothers club of Valpoi was given by Mr. Bashir
to Dr. Rufino Monteiro showing sports and sportsmen of Valpoi who have been neglected in
the past. Dr. Monteiro assured full co-orperation to the energetic sportsmen to show their
interest towards the game, and mentioned that the present government is giving sports a
special priority. Mr. Mustafa Agha, Principal of School was all praise about GFDC and thankful
for Dr. Rufino Monteiro and the Russian
Delegation for their visit to Valpoi. After the
school event the vote of thanks was proposed
by Sr. teacher Ms. Fehmida Khan.
Finally a 11 side football match was organized
by the school. The participants were keenly
watched by the delegates.
 Visit to Peddem Sports
Complex, Peddem.

Russian delegates along with the GFDC staff also visited the Peddem sports complex and
checked the conditions all around it. The pitch or soil of it was checked and the playing area of
different sports were checked.

11th September’2012 – DAY 7
The Russian Delegation were invited at the
secretariat for a meeting with the Chief
Minister Mr. Manohar Parrikar along with
Chairman Dr. Rufino Monteiro, Elvis Gomes
and Engineer Chimulkar.
As the Chief Minister was preoccupied
with urgent work, the Sports Secretary Mr.
Keshav Chandra was sent to lead the meeting,
which was a power point presentation by Mr.
Yakov Morozov. The Russian Delegates made
Sports Secretary Mr. Keshav Chandra along with GFDC

a slide show of their former projects
and Russian Delegation
infrastructure in China, Germany, England and
also their planning of stadiums were shown in details. Mr. Keshav Chandra was impressed by
the work of the Russians and hoped that these type of work will come to our state projects in
future.
 Visit to Don Bosco College, Panjim
A meeting of the delegation was organized at the Department of Physical Education of the Don
Bosco College Panjim at 3:00 p.m
On the arrival of the delegation along with the chairman they were accorded a welcome by
Dr.(Mrs.) Marie Raj. After floral presentations were made, the chairman introduced the
delegates to the student & staff of the college and he also spoke on various achievements of
the Lesgaft University.
Later Mr. Yakov Morozov spoke to the students
and encouraged them to be involved in a
scientific approach towards trainings. He also
welcomed the students to the Lesgaft
university to pursue higher Education in
Physical Education through various certificate,
diploma and degree course including research.
There was a Question and Answer session that
was held to educate the students about various
aspects of the sports culture in Russia.

in Goa. The Member Secretary made the Government position clear to the press about the
development in sports and football in particular that was taking place and the letter of intent
that was being forwarded to the Rector of the Lesgaft University through the delegation. He
also informed the press about various understanding that took place for the promotion and
development of sports (training, infrastructure etc.) that would emerge in the days to come as
an outcome of the delegation’s visit, with a special emphasis on football.
Mr. Yakov Morozov then expressed his views/ Observations regarding the entire visit to Goa.
He also spoke on the formation of the task force to upgrade the standards of sports in Goa
through the Signing of the agreement of Co-operation. He expressed his happiness about the
different things that he saw and
spoke on the potential that Goa had
which only needed to be fully
tapped and provided training.
