Concerns with Lithium Ion Batteries

Rapid production of very large volumes of smoke
Uncontrolled fire leading to loss of control and total destruction of the aircraft
and death of the crew
Testing by the FAA:
Cell-to-cell propagation in the event of a fire
Generation of significant volumes of flammable gases from cells when exposed
to heat from a fire
Limited ability of aircraft fire suppression system to manage a lithium battery fire
event

Packing Instructions 965 – 970, Sections IB and II now require
“rigid” outer packagings:
To provide protection from damage or compression to the
batteries, the inner packagings must be placed in a strong rigid
outer packaging of one of the packaging types shown below.

Packing Instructions
Definition of what constitutes “equipment” for packed
with and contained in:
For the purposes of this packing instruction “equipment”
means the device or apparatus for which the lithium cells or
batteries will provide electrical power for its operation.
This has been adopted into 2017-2018 ICAO Technical Instructions
and provisionally into 20th revised edition of UN Model Regulations.

batteries – PI 970 “contained in equipment”
Revision to Section II to adopt change from UN Model
Regulations to limit the exception from the application of the
lithium battery handling label.
Adopted 12 months early, but with a 12-month transition
period.

UN 3480, PI 965 all sections, must be shipped at no more than
30% SoC
Section IA and IB can be shipped at >30% SoC with the approval
of the State of origin and State of the operator
UN 3480, PI 965 all sections, forbidden on passenger aircraft
PI 965, Section II and PI 968. Section restricted to one
package/consignment.
