Coral Conservation Process
1. BACKGROUND
The reef community in Singapore has a good diversity of more than 250 species of hard
corals from 55 genera and more than 100 species of reef fishes.
To minimise the environmental impact of the new Tuas Terminal developments, the
Maritime and Port Authority of Singapore (MPA) has supported and worked in
partnership with marine experts and public volunteers to conserve local coral colonies
around Sultan Shoal Lighthouse.
As part of the coral conservation efforts, 2,300 coral colonies have been relocated to
three sites at St John’s Island and Sisters’ Islands1. Coral nurseries have also been set up
at Lazarus Island and Kusu Island to enhance the coral biodiversity in Singapore2.
2. CORAL RELOCATION3
Starting from 2013, DHI and public volunteers (divers and surface support) have
relocated 2,300 coral colonies to three sites at St John’s Island and Sisters’ Islands. The
coral relocation process is comprised of three main parts: (i) Harvesting, (ii)
transplantation, and (ii) distribution and attachment. The coral relocation process is as
follows:
Step 1: Arrival at Sultan Shoal Lighthouse
DHI and the public volunteers (divers and
surface support) will arrive at the Sultan
Shoal Lighthouse.
Step 2: Divers enter the water
Divers will enter the water and wait for the
relocation tools (i.e. baskets, chisels and
hammers) to be passed by the surface
support team.

Coral Conservation Process
Step 3: Divers descend underwater
With the relocation tools and baskets, divers
(in pairs) will descend underwater.
Step 4: Harvesting
Once the underwater guideline is set for the
divers, the dive leader will signal the whole
team to proceed with the harvesting of
corals.
Using simple tools such as hammer and
chisel, divers carefully remove targeted coral
colonies.
Step 5: Loading corals into baskets
The harvested corals will be placed inside
the baskets. All harvested corals will be
documented (i.e. by recording the count,
size and genera of the colonies) before the
baskets are lifted out of the water and
transferred to the boat.
Step 6: Attending to the corals
The surface support team will place the
harvested corals properly and cover the
corals with wet towels (soaked in seawater).
This is to ensure that the corals are kept wet
during the transit to the recipient sites and
away from the direct heat of the sun.

Step 7: Epoxy Cement Preparation
The surface support team will prepare the
epoxy cement that will be used to reattach
the corals to the seabed while divers prepare
the tools needed for the next dive.
Step 8: Unloading of harvested corals
Through pre-arranged signals, the surface
support team will unload the baskets of
corals to the divers underwater.
Divers underwater will receive and place the
baskets of corals in a holding area.
Step 9: Selecting a suitable substrate
Using a brush, divers will scrub off silt and
algae growing on the selected solid
substrates.

Step 10: Attachment
Divers will place the corals on the cleaned
substrate and secure it by using the
underwater epoxy cement.
Step 11: Final Check
A final check-up on the newly transplanted
coral will be conducted to ensure the
relocated coral will remain in place.
3. SETTING UP OF CORAL NURSERIES & CORAL TRANSPLANTATION4
Starting from 2014, TMSI and public volunteers (divers and surface support) have set up
coral nurseries and transplanted corals to enhance the marine biodiversity in Singapore.
The coral nurseries set-up and coral transplantation process are as follows:
Step 1: Collecting of Coral Fragments from
Sultan Shoal
TMSI will collect mainly coral fragments and
some coral colonies from the reefs off Sultan
Shoal Lighthouse. The corals collected are
then placed in containers filled with
seawater on board the research boats and
transported to the coral nursery sites.

Step 2: Arrival at coral nursery sites
TMSI and the public volunteers (divers and
surface support) will arrive at the coral
nursery sites (Lazarus Island and Kusu
Island).
Step 3: Divers enter the water
Divers will enter the water with the coral
nursery set-up tools.
Step 4: Set up coral nurseries underwater
The divers will establish the fixed table
nurseries at the coral nursery sites (Lazarus
Island and Kusu Island) by anchoring PVC
frames to the substrate, and then stabilizing
through metal pegs.
The top of the PVC frames will be lined with
plastic mesh to facilitate the attachment of
corals.
Step 5: Transferring corals to the nursery
Using plastic cable ties, divers will attach the
corals onto the mesh on top of the PVC
frames.

Step 6: Maintenance of coral nursery
The divers will also help to maintain the
coral nurseries by carrying out maintenance
activities like brushing off sediment and
fouling organisms (such as sponges and
algae) around the coral fragments.
Step 7: Preparing for coral transplantation
The corals that will be transplanted will be
removed from the coral nursery.
Step 8: Tagging the coral prior to
transplantation
The corals will be tagged before they are
transplanted.
Step 9: Transplanting the corals
The divers will clean the stable substrate
areas at the recipient reefs by brushing the
surfaces to remove accumulated sediment
and fouling organisms. Then, the corals will
be transplanted and attached to the
substrate with epoxy cement.

SECTION B: TERMS & CONDITIONS
1. Competition Theme and Design Parameters
i. The Maritime and Port Authority of Singapore (MPA) has supported and worked in
partnership with marine experts and public volunteers to conserve local coral
colonies around Sultan Shoal Lighthouse. This forms part of our efforts to minimise
the environmental impact of the new Tuas Terminal developments.
ii.
To-date, 2,300 coral colonies have been relocated to three sites at St John’s Island
and Sisters’ Islands. Coral nurseries have also been set up at Lazarus Island and Kusu
Island to enhance the coral biodiversity in Singapore.
iii.
The ‘Conserving our Corals T-Shirt Design Competition’ aims to increase public
awareness of the coral conservation activities. More information about the process
of conserving corals and the relocated coral colonies can be found in the document,
Coral Conservation Process, which is available via the Dropbox Link
(http://bit.ly/1cWjTmC).
iv.
Participants are required to submit a design for use on either the front or back of a
T-shirt by drawing inspiration from their understanding or impression of the coral
conservation efforts.
v.
Submitted designs should be based on participants’ visual interpretation of the coral
conservation efforts. You may read up or conduct research on coral conservation,
and draw inspiration from your understanding or impression of the coral
conservation efforts. Photography submissions will not be considered for the
purpose of the competition.
vi.
Submitted designs should be for the front or back of a white, round-neck, Dri-Fit Tshirt in the dimensions as indicated in the following diagram:

vii.
Submitted designs should be capable of being wholly printed on fabric and should
not require further embellishments (e.g. buttons, sewn-on fabric etc.).
2. Eligibility of Entries
i. All Singapore Citizens and Permanent Residents are eligible to participate in the
competition, except for members and/or employees of MPA and their immediate
families.
ii.
There are two categories for submission of entries:
 Youth Category: Below 21 years old (as of 2015)
 Open Category: 21 years old & Above (as of 2015)
iii.
There is no limit to the number of entries that may be submitted by any one
participant.
3. Submission Instructions
i. Participants must print out, complete and sign the entry form (Section A), and scan
and submit the same in PDF format.
 The entry form must be saved as “Entry Form of <<Participant’s Full Name>>
For Conserving our Corals T-Shirt Design Competition (Youth / Open
Category)”.

ii.
Participants’ designs for either the front or back of the T-shirt must be submitted in
JPEG or PDF format.
 The design must be saved as “Design by <<Participant’s Full Name>> For
Conserving our Corals T-Shirt Design Competition (Youth / Open Category)”.
iii.
All completed entries must be submitted by 12 noon (Singapore Local Time), 3 July
2015 (Friday) via:

Participants whose submissions have been successfully received will receive an
email notification from MPA within 5 working days.
v.
Participants are responsible for the image quality and resolution of their submitted
designs. Designs will be judged according to the quality of the image received.
vi.
Submitted designs must not contain offensive language and/or material. MPA
reserves the right and absolute discretion to reject design entries that it deems
offensive, inappropriate, or outside the design parameters.
vii.
Entries that are late, illegible, incomplete, sent to the wrong email address, do not
meet the minimum resolution requirements, are not sent in the required entry or
file format and that do not otherwise meet the eligibility criteria will not be
considered.
viii.
MPA shall not be liable for or obliged to accept any entries that are accompanied by
viruses or other malicious, corrupting codes, programmes or macros, or that cannot
be accessed as a result of any errors, glitches or corrupted data or files, or any other
technical issue.

4. Judging Criteria
Entries will be judged on:
 Originality and creativity
 Relevance to the competition theme
 Visual appeal
5. Selection Process
i. An internal panel of judges from MPA will shortlist the top ten competition entries in
each category.
ii.
An external panel of judges consisting of representatives from Design Business
Chamber Singapore (DBCS) and marine-related non-governmental organisations
involved in the coral conservation efforts will then select the final top three winners
for each category.
iii.
The decisions of the judges are final, and they shall not be obliged at any time to
provide any reasons for their selections, or to enter into any discussions or
correspondence with participants on any matter relating to the competition.
6. Voting Guidelines for Facebook
i.
Only the top ten shortlisted entries in each category will be uploaded onto MPA’s
Facebook page (https://www.facebook.com/MPA.SG) for members of the public to
vote for their favourite entries.
ii.
All members of the public with a Facebook account may vote for their favourite
shortlisted entries from 10 July 2015 (12 noon) to 17 July 2015 (12 noon).
iii.
The design with the most ‘Like’s from each category as at 17 July 2015 (12 noon)
will win the Most ‘Liked’ Design prize.
7. Prizes

8. Intellectual Property Rights
i.
All entries must be original and must not have been submitted for any other
competition. Participants must also ensure that their submissions do not contain
any elements that violate the copyright of third parties. Participants shall be fully
responsible for and indemnify and keep MPA fully indemnified against any damages
claims or proceedings that may be brought against MPA as a result of such
participant’s submission of, or MPA’s use of, any design that is, or is alleged to be an
infringing design.
ii.
All submitted entries will become the property of MPA and MPA reserves the right
to use any entry for its publicity or marketing purposes, regardless of whether such
entry was shortlisted or selected as a winning entry. Participants are advised to
make and retain copies of their own designs for their records. By entering into the
competition, every participant irrevocably transfers the copyright of his or her
submitted entry to MPA, and agrees not to use the submitted design for any other
competition, or to put it to any other public, or commercial use. MPA shall have,
among other things, the right to reproduce without compensation all or any portion
or edited versions of the designs on an unlimited, worldwide basis for use in any of
its publications, or publicity and other marketing materials, in any form. MPA
reserves the right to determine if it should cite the name of the author that is used.
iii.
MPA reserves the right at any time to suspend, discontinue or terminate the
competition or change any of its terms (including any eligibility, judging or voting
criteria or prizes at any time, at its absolute discretion, without prior notice and
without any liability whatsoever.
9. Announcement of Results
i. Only winners will be notified by email.
ii.
All winners in both categories will be notified by 17 July 2015.
iii.
All winners must collect their prizes in person in the manner as indicated by MPA, on
25 July 2015, failing which, MPA will donate the prize money to charity.
