Advances in telecommunication & information iechnology (lCT) have done more than anything else to drive
the last decade's economic boom and the inteqration of markets around the planet- Since telecommunications
play an important role rn the developmenl of ICT as well as socio-economic condition of a country,
development of telecommunicatron ls essential
Bangladesh T & T Board (BTTB), the only public sector telephone service provider, is doing the best with its
limited resources to provide most advanced telecommunication services to its valLlable subscribers.
BTTB has a frrm policy to digitalize the complete netwo* as soon as possible. Digitalization of BTTB network
started baak in the year 1983 and over the past few years, the installation of digital equipment has increased
considerably ln the mean time, all lhe district headquarters

exchanges Remaining upazillas will have digrtal exchange very soon.

ln the age of information technology (lT), a robust and efficient national transmission system is required to
support telecommunicatjon and data communications, as well as the lT activities of a country. With this end in
view BTT B is gradually installing and expanding Optical Fiber nehao.k and SDH microwave links throughout
the country. lnitiative has been taken to install opticalfibre based access network.
BTTB has started providing lnternet services At present, the services cover 64 district headquarters and 377
upazillas and '16 growth centres Plans are under way to extend the facilities to all upazilla headquarters very
soon BTTB is providing broadband data service and at present, there are 78 DDN nodes at 41 districts
Consortium Submarine Cable has been formally inaugurated on 21st l\,4ay,2006 and connected to the globat
information super highway through consortrum, enabling better overseas gate-way facitities for data
communications as well as voice communications for public and pdvate operators. To connect the whole
country with this Submarine Cable, different activities arc taken. Besides BTTB, lsps & different
organrzations are enjoying the service of submarine cable.

BTTB is implementing "'10 (ten) lacs & T N.4obile phone ('1st phase 2.5 Lacs)" project. A Public Ltd. Company
namely "TELETALK Bangladesh Ltd" is providtng l\y'obile Phone servjce to people Programm has been taken
to expand the service of the company.
BTTB is committed to expand the Telecommunication network of the country by introducing latest technology
and also to contribule a sjzable amount of revenue to Govt. exchequer. BTTB has taken a very big project to
install 5 lac telephones in Dhaka & other major cities. Besides this, two majo. pro,ects; one for development of
interconnection scenario & another for development of intemet & dala communication scenario are also under
process. BTTB expects to maintain its leadership.ole in telecom sector in the present multi-operator
competitive environment.
I hope that, this Annual Repod will be helpful for better understanding of the activities of the BTTB Due to
some unavoidable circumstances the Annual Report could not be published earlier, although we put our best
effods to minimize delay. However, there might be some shortcomings in the report. lwould earnesfly request
the readers to vie\q it leniently and advise us for iis better presentation in the years to come.

Historical Background of Bangladesh Tslegraph and Telephone Board:
The Teleg.aph branch under the Posts and Telegraph Department was created in 1853 in the then British lndia and
was regulated afteMards under the Telegraph aci of 1885. This telegraph b.anch was .econstRrcted in 1962 in
lhe then Pakistan as Pakistan Telegraph and Telephone Department. After the independence of the People's
Republic of Bangladesh in 1971, Bangladesh Telegraph and Telephone Department was set up under the ministry
of Posts and Telecommunicatjons to run the Telecommunicatrons seryices jn Bangladesh. This was converted into
a corporate body named'Telegraph and T€lephone Board'by promulgation of Telegraph and Telephone Board
Ordinance, '1975 ln Pursuance oI Ordinance No Xll of 1979 promulgated on 24th February, '1979; Telegraph and
Telephone Board was converted to "Bangladesh Telegraph and Telephone Board" as a Government Board
1.2 Organizational Structure of Bangladesh Telegraph and Telephone Board:
Bangladesh T&T Board is run as a government establishment under the Minislry of Posts and Telecommunications
([rOPT). The Board Comprises of '1 (one) Chahman,4 (four)full time members and 3 (three) pad{ime members,
all are appoinled by the govemment ofthe People's Republic of Bangladesh .
The Telecom. sector of the country has been liberalized for prjvate investmenl. Bangladesh T&T Board provides all
types of telecommunicatjon seryices in urban and rural areas while the mobile, paging and radio trunk services are
offerod by prNate ope.ators. Recently a mobiie phone service is being provided through Public Ltd. Co named
'Telelalk' under the management of the govemment Public/ Private operators were also given license to install and
operate digital exchanges in rural areas and they would installtelephone exchanges in phases. Table-1 shows the

Exchange Status of The Bangladesh T&T Board
The Telegraph branch under the Posts and Telegraph Department was created in 1853 in the then British lndia and
at
the end of 2005-2006 fiscal year Bangladesh T&T Board had 731 telephone exchanges with total capacity of
1203,057 lines. BTTB started operating digital loc€l exchanges after installation of six NEC- NEAx 61E exchanges
in the Dhaka Telecom Region Network in 1990-91 fiscal year with inihal total capacity of 26,000 lines Upto 20052006 financial year one hundred forty one, seventy three, one hundred twelve, fifty three, sixty seven and thirty
eight local digital exchanges were installed in Dhaka (S/N/EM/Cen), Chittagong, Khulna, Rajshahi, Rangpur &
Sylhet Telecom. Regions respectively. These were supplied and installed by NEC (Japan), Alcatel (France), ltaltel
(ltally), Ericsson (Sweden & l\,,lexico), Netus (Turkey), CNIEC, GDT and ZTE (China) Exchange status of BTTB as
on June, 2005 and June, 2006 are given in the following Table-2 and Table -3 respectively.

several years back, public telephone services used to be provided through coin Boxes in the urban areas and
land line/ wircless Public call ofilces (Pc.o's) in the rural areas. seryice quatity of these public telephones had
been far from satisfactory To improve the public telephone service, cardphone systems were introduced in i992
with programs of replacing the old coin boxes and PC.O,S . By June 2006, about 1,056 Card phone booths were
installed in difierent parts of the country . All cardphones have access to nation wide dialing while 271 of them
have international direct dialing facility. Due to befter and easy pubtic accessibitity to telephone, this cardphone
service has become popular in the country A program of installing card phones has been taken to cover all
upazilla's and rural groMh centres ofthe country.
2.3 Telegraph Services.
Telegraph system, the oldest means of telecommunication service, is loosing impodance gradually due to
introduction of more modem telecommunication systems. ln the fiscal Vear 2005-2006, the total number of
domestic telegram messages were 104,986 and that of international telegram was 17,228 Number of Tele€raph
Offices were 849. A comparison of year wise telegram messages are shown in Table-4

2.4 GENTEX and Bureau Fax Service
GENTEX service was introduced in 1989 and lafer on Bureau fax sewice was introduced The number of ofilces
providing GENTEX services are 91 Through this service the major telegraph offices are inter linked

ln Bangladesh Nation-wide long distance telephone dialing system was first introduced in 1983 employing NEAX61E version of NEC exchange to link all the major cities of the country. Before that there were Subscribers Trunk
Dialing (STD) services based on Anatog EIVID toll switching system to link only a few cilies ofthe country. By June,
2006: 441 stations includinq all 64 district headquarters and 377 Upazillas/ GroMh centres were brought under
direct diating system. Total 47,123 NWD ckcuits were working by June, 2006. Details about the circuits are given
in Table -5

2.6 Transmission System in Bangladesh
:
Bangladesh is a riverine country as the country's long distance transmission syslems are mainly
microwave, UHF and VHF radio links. The Optic€l Fiber is also used in city & some district headquartei
interconnecting local exchange and Remote Switching Units (RSU) in multi exchange networks
interconnections between switching exchanges and microwave stations. BTTB'S major microwave radio
listed in Table-6 are shown in Figure-1 & 2

2.8.5 lnternational maritime Satellite Communication:
INTELSAT satellite links with fixed Earth Stations for overseas communication while
(lnternational madtime Satellite Communication) provides mobile communication services for
aircrafts. INIV1ARSAT service is the mobile satellite communication system that links lhe mobile
on vessel or aircrafts with land earth stations atound the world via INMARSAT satellite in geo-stati

(Land Earth Station) located in Jeddah. Besides this, according to IMN number allocated by BTTB, there

2.8.6 lnternet & Data n€twork
:
BTTB is now providing lnternet access seruices to its valued subscribers. The services include dial up
access seryice, leased ac@ss seruices for enterprises, access for local lSPs, mail, Web hosting and .bd
name regiskation and DNS services. Subscribers in all 64 district H/Q and 371 upazillas/ growth centres
having Digital Telephone facility is now under intemet coverage. lt has lnternet backbone connectivity of 2
STI\,,1-1 (155 l\,lbps each) through Singapore & France. Capacity of existing Nodes of digital Data Network
(DDN) are expanded to 70 in 41 districts.

Bangladesh has officially connected to the lnformation Super Highway through Submarine Cable since May,
2006. Presently 5,055 voice circuits are in operation with different countries through Submarine Cable and 2
STM-1 is designated for lnternet backbone through Singapore and France. 3 IPLC circuit have been opened
with three companies. ln the mean time,66 ISP (lntemational Service Providers) have been connected
through Subma ne Cable System. Bangladesh is earning Revenue from Submarine Cable. Besides, these,
installation of lTX, TAX, Access Network, VOIP Platform underthis project is under process.

world Close working relationships among different international organization and a sphit of international cooperation are essential in this regard By strengthening relationship with various international organizations
BTTB aims to contribute to the advancement of lntemational telecommunication !n Bangladesh. In this
context BTTB maintains relation with lnternational and Regional groups like lntemational Telecommunication
Union (lTU), lntelsat, lNI\TARSAT, APT, SEA-l\rE-WE4 etc. for sharing the service facilities and responding to
the requests of mutual interest.

3.0 PLANNING AND DEVELOPMENT OF TELECOMMUNICATION SERVICES.
3.1 Growth of Telephone in Bangladesh
The growth of telephone exchange capacity in Bangladesh in the last live years was on average more than
one lakh line per year The recorded pending demand of telephone has a lrend of decreasing during this
period. Table'12 E Fig-6 show the past trend oftelephone growth in Bangladesh from 2000-2001 to 20052006 flnancial years

Following works were done under this project during 2005-2006:
a) lnstallation of 200 KVA Generator and transformer at Baridhara
b) lnstallation of 100 KVA AVR at 17 exchanges.
c) lnstallation of Out Srde Plant (OSP) works were done under Nilkhet, [,4irpur, Sav,ar, Uttara, Gulshan, l\roghbazar,
Chawkbazar & Tongi exchanges

through the implementation of 3 MSCS, '13 BSCS, 450 BTS. Under this project expansion of lTX, TAX, Satellite E/S,
existing PSTN switches and rest 184 BTS will be done in next financial year.

(2) Royalty and fees offrequency charges used to be collected by BTTB, are now collected by BTRC
(3) lnternatronal incoming calls are reducing due to ilLegal call termination and VOIP

5.2 HRD activities in BTTB.
As lhe basic operator for telephony, overseas carrier and transmission netwod( BTTB has enormous
responsibility to keep pace with the tremendous development and globalization of telecomnunication and
inlormation technology. Human Resource Developm€nt (HRD) is very essential for this purpose
To €nhance the efiiciency and quality of services ol Bangladesh Telegraph and Telephone Board, to update
the technical knowledge and skill of personnel and to install new technology in the Telecom. sector special
emphasis rs gtven to the in-sewice training activities. ln service t.aining for newly recruited engineers and refresher
training of other officers are carried out in Telecom. Slaff College (TSC), Gazipur and that for lhe employees are
usually caded out in Telecom. Training Centres (TTCS) located at Dhaka, Bogra and Khulna and in other subcentres.
The Telecom. Staff College (TSc) at Gazipur (near Dhaka) established in 1987 with ITU & UNDP assistance
has already put its marks as one of the leading institutes for telecom. training in this region. lt has all the
infrastructure lacilities and equipment including resource personnel to establish itself as one of the best training
centres of country
