Clinton made a motion to approve the minutes of the May 9, 2013 meeting. Delmar seconded.

AUDIENCE COMMENTS: None
UNANIMOUS CONSENT CALENDAR: Delmar made a motion to approve the Unanimous Consent
Calendar. Andover Seconded.

DIRECTOR OF OPERATIONS AND EDUCATION REPORT.
A. JACKSON COUNTY TRANSFER STATION FIRE /WASTE UPDATE- Transfer station opened up last
month late. The Agency took in about 200 tons in May. CCASWA received a letter of gratitude from
Mark Beck with the Waste Authority of Jackson County.
B. SINGLE STREAM RECYCLING / RECYCLED GLASS MARKET UPDATE: Director Brad Seward had
conversation with DAC and Skyline. Both expressed an interest in potentially being part of an enclave
process in moving forward. Director Seward was also contacted by Goodwill Industries about
potentially supplying workers. The process will involve additional soring capacities and potential baling
machinery upgrades as well as area supervisors and increased wages is the first side of the single
stream. On the second side of the single stream, Allied Waste also approached the Director about a
potential interest in transferring recyclables to single sort facility.
C. UPDATE: ILLEGAL DISPOSAL OF HOUSEHOLD HAZAEDOUS WASTE INCIDENT: The Agency
sampled for mercury in the four barrels of material removed from the oil tank. The cost of this is not
getting better; we are looking at a 30 thousand dollar bill.
D. UPDATE: ACCOUNTING / AUDIT PREPARATION PRACTICES: This is the update requested.
Director Brad Seward and Office Manager Sandra Moon met last month with Jill Van Roeckel of WPF.
They assessed procedures and checked on issues regarding financials. Through the first half of the
year. The Accounts Payable and Accounts Receivables balanced out properly. There are some
issues with the checking reconciliation and are being dealt with. It was discussed with Ms. Van
Roeckel about look into a more user friendly version of accounting software, she also suggested
bringing in a small local firm to check and potentially do some of the pre-audit work, 3-4 times a year
for a while and if errors are virtually non-existent. Then it could be performed less or done away with.
This would also provide an additional division of duties.
E. LEGISLATIVE UPDATE: No new updates
F. GREAT RIVER CLEANUP: This will take place along the Mississippi River July 13, 2013. Living Land
and Water will lead this event this year. Local volunteers will work through Living Lands and Waters
as Stream Stomp takes a hiatus for one year.
G. WEST LANDFILL LANE:
Director Seward was contacted by Mr. Weise; neighbor to the area is
ready for the moving and new placement of the interior gate and side field access gate. Cost would be
minimal.
ENGINEER SITE REPORT: C. J. Lage of Barker Lemar reported on:
LANDFILL ACTIVITIES STATUS: Working on semi-annual reports for the Agency that is up coming.

A. REQUEST FOR EVALUATION OF RATES / REVIEW OF LONG TERM FINANCIAL PLAN:
A presentation by C.J Lage showed the long term financial planning and how important it is to keep the
trended going. Mr. Lage plugged in different dollar amount to demonstrate to the board of the whole
how just the slights decrease in revenue can change the future of the Agency. Unexpected expenses
were brought up by Director Seward such as purchase of property attached to the landfill, new scale
needed sooner than planned and recycling building needs repair.
Clinton County made a motion to table further talk on long term financial plan. Charlotte Seconded

After further lengthy discussion on revenue and expenses and lowering the per capita the city of Clinton
made a motion to drop the per Capita to eight dollars there was no second.

Item C DISCUSSION: Contract waste -- Allied Waste has approached the Agency about potentially
wanting a contract. Camanche read a letter aloud obtained from Allied Waste regarding a previous end
to the company’s contract and asked why the Agency had given Allied a contract. Director Seward said
because Allied had failed to guarantee a tonnage number. Seward said he was willing to discuss a
contract with Allied once again and indicated Allied seemed willing to make a guarantee.
Clinton made a motion to bring each April discussion of contract waste to the entire board for approval.

B. FUTURE OPERATIONS OF BIO REACTOR UPDATE: Several items that Rotary Kiln said must be
addressed Splitting of two cast tires must be repaired and surrounding shell sections, replacement of
the stop mechanism, gear and pinion replacement , refurbish slat spots on trunion rear work, and cost
to rear sown properly. Clinton made a motion to end the Bio Reactor program. Delmar Seconded Roll

C. DISCUSSION: Contract waste: Since 2002 the Agency has been doing contract business waste if the
business would sign a contract to bring in a certain amount of tonnage. Director Seward received
approval to have farther discussion with Allied Waste getting a contract rate. Resumed talk on
Financial Assurance.
Clinton brought back the discussion for an eight dollar per capita. Clinton County made a motion to
lower the per capita to eight dollars. Clinton seconded. Clinton County withdrew their motion until is
farther discussion. Clinton later made a motion to go to eight dollars per person and the motion died for
a lack of a second.
D. DISCUSSION / REPORT: Roles of Committees / By-laws The commission was established
under the 28-E. There was discussion by the board of the whole on the 28-E and the amendments to
the 28-E after a lengthy discussion on sub committees and the resolutions that form the Executive
Board. Camanche made a motion to dissolve all standing sub-committees and Executive Board.

A. Personnel Issue / Potential Closed session – personal issue (IA. Code 21.5,Setion 1.i)
Request for closed meeting: After a brief discussion about whether the affected employee
wanted to go to closed session, she decided she wanted a closed session.
Clinton made a motion to move into closed session IA Code 21.5 section 1.i to evaluate the
professional conduct of an individual who’s appointment hiring and performs or discharge is
being considered when necessary to prevent needless irreparable to that individuals reputation
and that individuals request a closed I move we go to close session. Camanche seconded.

EMERGENCY BUSINESS:
A. DNR Inspection Report: East and South slops are eroded eastern edge seepage do to the heavy rains.
There is just a lot of overall maintenance trees that need to come down and Brock Swan will have a
proposal for tree removal next month.
