City of Howell
Citizens' Academy

The Planning Department needs your help in crafting the new
Livingston County Master Plan. The new plan will be very visual in
content and we want to give everyone the opportunity to contribute
their favorite photos of the natural and built environment of Livingston
County.
The Master Plan Photo Contest gives everyone the chance to win
one of six gift cards worth $20 along with featuring your photo (with
credits) in the Livingston County Master Plan document. We are
looking for photos that fit one of the following six categories:
Natural Resources
Agriculture and Rural Environment
Parks and Recreation
Development
Placemaking
Transportation

page along with a brief description of the photo's content, location,

Hurry and submit your photo because this contest concludes on
September 30, 2016!! Winners of the contest will be announced in
early October 2016.
Participate In Upcoming Livingston County Master
Plan Visioning Session
The next opportunity to participate in the creation of the Livingston County
Master Plan is a Master Plan Visioning Session on October 20, 2016, from
6:30 - 9:00 p.m. at the Livingston Educational Service Agency (LESA),
1425 W. Grand River Avenue, Howell. This event will be hosted by the
Livingston County Planning Commission and facilitated by Glenn Pape, MSU
Extension Educator, with presentations from Livingston County Planning Staff.
Anyone from our county community is welcome to attend! We are
encouraging the attendance of 2 representatives from each Livingston
County local unit of government to assist in this Master Plan Visioning
Session. Following is a portion of what we hope to accomplish:

Fall Kick-Off Of Brown Bag Lunch Series

kicking off our
fall/winter/spring Brown Bag
Lunch Series on
Wednesday, September
28, from 12:00 - 1:30 p.m.,
at Green Oak
Charter Township Hall,
10001 Silver Lake Road. Topic: Water Resources Plan for
Southeast Michigan.
Guest presenters from the Southeast Michigan Council of
Governments (SEMCOG) would like to receive input on the
development of the Water Resources Plan for Southeast
Michigan. Participants will have the opportunity to provide input on
water-related priorities at the local level, which will ultimately guide
the development of regional policies and implementation activities in
Southeast Michigan. Topics to be discussed include water
infrastructure (drinking water, stormwater, and sanitary sewer),
invasive species, and blue economy.

The Livingston County
Foundation is a Michigan
non-profit corporation and
charitable trust formed to
receive bequests and
contributions of both real
and personal property, as
well as monetary donations
used to benefit the residents
of Livingston County. A
seven member Board of Directors serve as financial advocates for all
existing and future bequeathed land and or asset funds to honor and
support the wishes of the donors.
Recently, the Livingston County Foundation (LCF) web page
https://www.livgov.com/lcf/ has been enhanced to better inform the
public of this charitable foundation that was first established in 2005
when long-time resident Owen J. Lutz bequeathed the County 302
acres of real property, together with cash and liquid assets,
instructing that this gift be designated for use as a county park (now
called Lutz County Park).
Tax deductible donations to LCF, can be designated for any use that
benefits the residents of Livingston County. The LCF affords
contributors the opportunity to donate at a level in which they are
comfortable. Investors are also able to make contributions in
installments. Installment giving provides the investor with the
opportunity to spread out payments over the course of the fiscal year.
Contributions to LCFcan be made by credit card on the website, or
check and money order by mail.
Community Highlights
Congratulations to Green Oak Township for recently receiving a
Transportation Alternatives Program grant through the Southeast
Michigan Council of Governments (SEMCOG) for Phase 1 of a
Lakelands Trail extension through a portion of Green Oak Township.
The $559,000 grant award will be used to construct 2.5 miles of multiuse pathway (10' wide) along Lemen Road from 8 Mile Road to 9 Mile
Road, and then continue east along 9 Mile Road to Whitmore Lake
Road and west along 9 Mile Rd to the Lakelands Trail. When all phases
of this project are complete, the Lakelands Trail will connect to Island
Lake State Recreation Area to the north and to South Lyon to the east.
Oceola Park surrounding the Township Hall has recently undergone
some construction and now features a brand new children's play
structure. The structure is designed for children up to 12 years of age
and it features swings, climbing structures, slides, a bike rack and
benches that are all ADA compliant. A ribbon cutting ceremony for the
new playscape was held on August 4, 2016.
Oceola park also contains an approximate 3/4 mile walking/biking path
including a sidewalk in front of the Town Hall, Fire Hall and the
Community Center.
Downtown art installations make walking in downtown Brighton
and Howell very entertaining. The Brighton Outdoor Sculpture Exhibit
includes approximately 20 sculptures in a permanent collection that
are illustrated in a walking map for a pleasant stroll through the

The Howell Main Street DDA is making sure that we don't feel glum on
rainy days. In partnership with the Howell High School advance digital
graphics class, they have installed 'rain art' that only shows itself on
rainy days. You may be delighted to see a frog pop out, or hands
coming out of a sewer drain; the images come to life when water is
applied to them!
The DDA Design Committee in partnership with many public and private
partners, has also installed an artistic bike rack on the corner of Grand
River Avenue and State Street. This bike rack is the first of several
planned unique bike racks in an effort to make the City of Howell a bike
friendly community.
Also on display throughout downtown Howell are works of art submitted
by local and national artists as part of the 2016 Art Project Competition.
The winner of the competition and a $1,000 cash prize, was
announced on August 10. You can see the winning entry entitled "Icy
Forest" by artist Emilie Beadle, on display on the west outer wall of the

Health and Human Service Needs Fact Sheets
The Livingston County Human Services Collaborative Body (HSCB) was
started in 1989 and was officially recognized by the state and Livingston
County Board of Commissioners in 1995. HSCB is part of a network of
Community Collaboratives across the State of Michigan. Twentysix appointed members, including County Planning, comprise the HSCB
and together they strive to coordinate health and human services across
systems in Livingston County in order to develop continuums of services
from prevention to treatment. This work is furthered by several
established committees and workgroups.
The Community Needs Assessment Committee of the HSCB has
assembled a very informative series of fact sheets on a wide variety of
health and human service needs. The fact sheets may be very helpful to
our local units of government at their front service counters or
when creating master plans and other planning documents. The fact
sheets cover the following topics:
