Memorandum of Understanding: Trent Student Health and Dental Benefits Plan This Memorandum of Understanding is between: The Trent Central Student Association, The Trent Graduate Student Association, The Trent Durham Student Association, and C & C Insurance Consultants LTD. This MoU is signed, agreed upon, and in effect this day the ___of August 2016 by an authorized representative from each of the aforementioned groups. This MoU is to be in place for the period of one (1) year from the 1st of September 2016 to the 31st of August 2017. This Memorandum of Understanding (hereafter referred to as the MoU) has been created to define and manage the relationship of each undergraduate and graduate student associations at Trent University as willing members of the new Trent Student Health and Dental Benefits Plan. This MoU does not negate or change any existing contracts that any of the signing groups possess or create a relationship between the parties as joint ventures or partners or agents of each other. The student associations subject to the MoU are Trent Central Student Association (hereafter referred to as the TCSA); Trent Durham Student Association (hereafter referred to as the TDSA); and Trent Graduate Students’ Association (hereafter referred to as the TGSA). The TGSA confirms it held a successful referendum in spring 2016, to have its members join the TCSA Student Benefits Plan; The TDSA confirms it held a successful referendum in the spring, 2016, to have its members join the TCSA Student Benefits Plan; The TCSA confirms the TCSA Board of Directors agreed, in session on April 3, 2016, to accommodate the addition of the TDSA and TGSA on the TCSA Student Benefits Plan starting September 2016; All parties subject to the condition of the MoU agree to the following: The new name for this plan shall be the Trent Student Health and Dental Benefits Plan (hereafter referred to as the TSHDBP). The premiums of the plan are impacted by student usage of the plan as reported by C&C Insurance and any increases or decreases to the health and dental plan based on recommendation by C&C Insurance shall be communicated to each student association before a decision is reached to alter the TSHDBP premium. Each student association shall be responsible to their student constituents in gathering feedback about TSHDBP and answering questions about the health care and dental plan. Each student association is responsible for ensuring it gives its constituents correct information and promotional materials (both physical and digital) regarding the TSHDBP. The following defines and outlines the roles and responsibilities of the TCSA and C&C Insurance: Responsibilities of the TCSA There is a Finance Agreement in place between the TCSA and Trent University Accounting Services outlining billing and reporting requirements for the 2016-2017 academic terms and the TCSA will act as Benefits Administrator; The TCSA will remit payment for all associated health and dental plan premiums and opt-out fees billed to the TSHDBP by C&C Insurance; and The TCSA will ensure that all TSHDBP lists are provided to C&C Insurance in a timely manner for the purpose of enrolling all eligible students at Trent University on the TSHDBP; Responsibilities of C&C Insurance C & C Insurance agrees to send the TCSA, TDSA, and TGSA new physical and digital promotional materials for the TSHDBP; C & C Insurance agrees to host one website for the TSHDBP found at www.studentvip.ca/trent; C & C Insurance will ensue in a timely manner after receipt of the TSHDBP list from the TCSA that all eligible students are enrolled on the TSHDBP; C & C Insurance will provide opt-out refunds to students either through a direct deposit into their banking account or by issuing a cheque where direct deposit is not available; C & C Insurance will maintain the online chat help option for all TSHDBP members; C&C will provide the TCSA, the TDSA, and the TGSA with a list of their enrolled and opted out students constituents in a timely manner; C&C will provide all student associations with a list of enrolled and opted out students for each student association for their reference as every student association has a designated individual to act as the Health Benefits Administrator/Coordinator/Commissioner to assist their constituents; and C&C will provide detailed monthly reporting along with an exhaustive Mid Year, and Year End reporting document to each SA. Provide day-to-day support for all SA’s through electronic, telephonic, live chat, and in person upon request. During the Term, C&C shall perform the Broker Services in a timely and professional manner, consistent with industry standards. All student associations agree to the following opt-out, opt-in, and dependent add-on request dates for the TSHDBP: September start students: September 1 – September 30, 2016; January start students: January 1 – January 31, 2017; and May start students (opt in option only): May 1 – May 31, 2017. Opt-out, opt-in, and dependent add-on requests will be available online and administered by C&C Insurance. TSHDBP Committee: In order to ensure full representation in discussions surrounding the TSHDBP, the TCSA Special Committee on the Student Benefits Plan will extend membership to include one representative, with voting privileges, from both the TDSA and the TGSA and from here forth be known as the TSHDBP Committee. Mandate: TSHDBP Committee is primarily responsible for overseeing the negotiation and operation of the TSHDBP. The duties of the TSHDBP Committee shall be: 1. To perform an annual review of the TSHDBP operations; 2. To determine if an annual review of the market for student benefits plans should occur; 3. Make recommendations as decided by majority vote regarding the TSHDBP to the TCSA Board of Directors. The TCSA Board of Directors shall receive this recommendation at the next available meeting and will vote to approve or disapprove as outlined by current TCSA bylaws and policies. The TCSA Board Chair will distribute the results of the vote to the presidents of the TGSA and TDSA and to the TSHDBP Committee; 4. To receive and seek solutions for complaints or recommendations issued about the TSHDBP from any member of the TCSA, TGSA, and TDSA. 5. Meetings shall be held in an accessible location. 6. The TSHDBP Committee shall consist of the following membership: i) ii) iii) iv) v) One TCSA Executive Member to act as the chairperson (non-voting); TCSA Operations and Services Manager (non-voting); Three members of the TCSA Board of Directors (voting). One member of the TDSA (voting) One member of the TGSA (voting) Leaving the TSHDBP: The TDSA, or the TGSA may leave the TSHDBP at any time without repercussion, by adhering to the following: a) A successful referendum to leave the TSHDBP has been ratified with results posted by May 31st and notice in writing as approved by the student association’s Board of Directors has been delivered by an authorized representative of the student association to the TSHDBP Committee.
