EXECUTIVE!SUMMARY!
This! report! provides! a! summary! of! governance! and! livelihoods! research! conducted! as! part! of!
the!Future!of!Reefs!in!a!Changing!Environment!(FORCE)!project.!The!health!of!Caribbean!reefs!
has!deteriorated!rapidly!in!the!last!few!decades,!posing!a!threat!for!human!societies!through!a!
loss! of! ecosystem! services.! There! is! an! urgent! need! to! improve! coral! reef! management! to!
mitigate!or!adapt!to!these!threats.!Successful!management!requires!a!better!understanding!of!
the! relationships! between! people! and! reefs.! The! research! conducted! through! the! FORCE!
project!contributes!to!further!developing!our!understanding!of!these!relationships.!The!primary!
aim!of!the!work!conducted!was!to!develop!a!greater!understanding!of!coastal!communities!in!
the! Caribbean! and! how! changes! in! coral! reefs! affect! these! communities! given! the! current!
governance!context.!
Research! in! Barbados! was! conducted! in! 2011! and! had! a! multiQlevel! focus;! research! was!
conducted! at! the! community! level! and! the! national! level.! At! the! community! level! three!
communities! were! studied:! Pile! Bay,! Holetown,! and! Six! Men’s.! At! the! national! level,! research!
focused!on!views!from!different!agencies!and!organisations!involved!in!coral!reef!governance!
across! both! islands.! Over! 500! interviews! and! surveys! were! completed! as! part! of! this! study.!
These! included! interviews! with! community! members,! fishing! and! tourism! resource! users,!
recreational!divers,!government!agents,!and!representatives!of!NGOs.!
This!report!begins!with!an!overview!of!the!FORCE!project!and!the!governance!and!livelihoods!
work! completed! within! the! project.! Following! this,! six! sections! provide! details! on! the! studied!
communities!and!different!aspects!of!reefs!and!their!management!investigated!by!the!research.!
First,! Barbados! and! the! three! studied! communities! are! briefly! described,! including!
demographics!and!characteristics!of!reef!use.!Second,!timelines!developed!through!community!
and! national! consultation! meetings! are! presented.! These! provide! historical! context! and! an!
overview!of!key!events!that!affected!the!reefs!or!people’s!relationships!with!the!reefs.!Third,!
current! views! on! reef! importance,! reef! health,! and! drivers! of! reef! health! are! explored! from!
both!a!community!and!national!perspective.!Fourth,!governance!of!coral!reefs!is!investigated!in!
terms!of!the!actors!involved!in!reef!related!policymaking!and!community!perceptions!of!good!
governance.! Fifth,! informationQsharing! interactions! are! mapped! and! analysed! using! social!
network! analysis.! And! finally,! sixth,! reef! fish! are! valued! from! both! a! fishing! and! tourism!
perspective,!giving!a!quantitative!overview!of!the!value!of!reefs!to!two!existing!industries.!
The! purpose! of! this! report! is! to! summarise! data! collected! pertaining! to! coral! reefs,! their! use!
and!governance!in!Barbados,!to!highlight!differences!within!and!between!coastal!communities,!
and!to!illustrate!contrasts!between!local!and!national!level!viewpoints.!!

INTRODUCTION!
Introduction!to!the!FORCE!project!
Coral!reefs!provide!important!ecosystem!services!to!coastal!communities!including!support!of!
fisheries,!tourism,!coastal!defence!from!hurricanes,!generation!of!sand!and!building!materials,!
and!the!highest!marine!biodiversity!on!Earth!(Moberg!and!Folke!1999;!Burke!et!al.!2011).!In!the!
Caribbean!alone,!the!annual!net!benefits!of!reefs!through!fisheries,!dive!tourism,!and!shoreline!
protection! were! valued! at! US$3.1! billion! to! $4.6! billion! in! the! year! 2000! (Burke! and! Maidens!
2004).! However,! despite! this! high! value,! the! ecological! state! of! Caribbean! reefs! has!
deteriorated!rapidly!in!the!last!few!decades!(Gardner!et!al.!2003;!Mora!2008;!Burke!et!al.!2011).!
This! decline! in! coral! ecosystems! poses! a! real! threat! for! human! societies! because! most! of! the!
ecosystem! services! derived! from! coral! reefs! stem! from! the! coral! itself;! it! is! the! coral! that!
provides!the!complex!reef!structure!that!underpins!biodiversity,!fisheries!production,!and!the!
provision!of!a!structural!barrier!to!wave!energy!(Barbier!et!al.!2011).!
There!is!an!urgent!need!to!improve!coral!reef!management,!due!to!the!current,!and!growing,!
demand! for! ecosystem! services! of! reefs! brought! on! by! rapid! population! expansion! and!
predicted!impacts!from!climate!change!and!other!environmental!stressors!(Burke!and!Maidens!
2004;! Mimura! et! al.! 2007;! Burke! et! al.! 2011;! McClanahan! et! al.! 2012).! For! successful!
management!of!reefs!to!be!achieved,!the!interactions!between!people!and!coral!reefs!need!to!
be! better! understood,! and! integrated! into! reef! management! (Cinner! et! al.! 2009a).!
Implementing!practical!marine!resource!management!to!promote!coral!reef!ecosystem!health!
requires!an!understanding!of!the!management!and!governance!systems!that!influence!success!
or!failure!of!particular!management!measures!(e.g.!marine!protected!areas).!The!overall!aim!of!
the! Future! of! Reefs! in! a! Changing! Environment! (FORCE)! project! is! to! provide! coral! reef!
managers! with! a! ‘toolbox’! of! sustainable! management! practices! that! they! can! choose! to!
implement!within!the!governance!constraints!in!operation!for!their!particular!situation.!!
The!project!recognises!that!the!threats!to!coral!reefs!are!complex!and!addressing!them!requires!
a! management! approach! that! integrates! natural,! social! and! economic! disciplines.! The! project!
combines!natural!and!socioQeconomic!sciences!to!help!provide!new!insights!into!how!the!reefs!
are!likely!to!change!and!how!these!changes!will!affect!coastal!communities!and!livelihoods!such!
as! fisheries! and! tourism.! The! project! sought! to! identify! ways! of! managing! reefs! that! are! best!
suited!to!regional!and!local!contexts,!providing!better!guidance!on!how!to!protect!the!reefs!on!
which!so!many!Caribbean!people!depend.!

The! FORCE! project! is! a! fiveQyear! collaborative! initiative! funded! by! the! European! Union! that!
commenced! in! 2010.! FORCE! brings! together! a! unique! multiQdisciplinary! team! of! researchers!
from!20!organisations!based!in!10!countries!within!the!Caribbean,!Europe,!the!US!and!Australia.!

Governance!of!coral!reefs!
The! governance! component! of! the! FORCE! project! broadly! seeks! to! understand! the! decisionQ
making! processes! underpinning! the! ways! coral! reefs! are! managed! in! the! Caribbean,! with! the!
aim! of! addressing! how! management! can! be! improved.! The! work! was! conducted! through! a!
partnership! between! the! Centre! for! Resource! Management! and! Environmental! Studies!
(CERMES)!at!the!University!of!the!West!Indies!in!Barbados,!and!the!School!of!Marine!Science!
and!Technology!based!at!Newcastle!University!in!England.!
Many! proximate! causes! of! environmental! decline! have! been! ultimately! attributed! to! poor!
governance,! which! has! failed! to! limit! anthropogenic! impacts! and! constrained! the! effective!
implementation! of! management! tools! (Mora! et! al.! 2009;! Hughes! et! al.! 2010).! Improved!
governance!is!considered!critical!to!how!effectively!coral!reefs!are!managed!in!the!future,!and!
ultimately! to! the! survival! of! coral! reefs.! Governance! is! defined! here! as! the! structures! and!
processes! that! determine! how! decisions! are! made,! power! is! exercised! and! responsibilities!
allocated! (Graham! et! al.! 2003).! Governance! occurs! at! many! scales! and! includes! interactions!
among! many! different! ‘actors’! in! society,! including! government,! civil! society! and! the! private!
sector.!!
The! FORCE! project! aims! to! develop! a! multiQlevel! (local! to! national! level)! perspective! of! good!
governance! by! building! an! understanding! of! the! socioQeconomic! characteristics! of! coral! reefQ
dependent! communities,! perceptions! and! opinions! about! governance,! and! the! types! of! reef!
management!in!place.!With!this!perspective,!we!hope!to!better!understand!governance!and!the!
links! between! governance! structure! and! management! implementation! in! order! to! inform!
formulation! of! policies! that! are! more! likely! to! be! effective! in! supporting! sustainable!
management,!and!use!of!coral!reefs.!
The!FORCE!project!aims!to!explore!and!understand!Caribbean!governance.!Its!objectives!are!to:!
1. Identify!and!collate!reef!management!tools;!
2. Quantify!and!map!the!complexity!of!marine!resource!governance!in!a!variety!of!societal!
contexts!at!multiple!scales!(local,!national!and!regional)!taking!into!consideration!the!

Livelihoods!and!coral!reefs!
The! livelihoods! and! reefs! component! of! the! FORCE! project! is! concerned! with! exploring! the!
relationship! between! people! and! coral! reefs! in! the! Caribbean.! The! research! was! led! by!
International! Marine! Management! (IMM)! Ltd.,! in! partnership! with! CERMES! and! Newcastle!
University.!

Considered!in!its!simplest!form,!this!relationship!may!be!defined!by!how!people!use!coral!reefs!
and! in! turn! what! services! are! provided! by! coral! reefs! to! those! people.! Coral! reef! ecosystems!
provide!services!which!people!may!depend!on!directly!and!indirectly,!and!which!go!beyond!the!
provision!of!food!and!income.!As!highlighted!by!the!Millennium!Ecosystem!Assessment!(2005),!
human!wellQbeing!is!supported!by!a!range!of!services,!including!supporting!services!(e.g.!habitat!
provision,! support! for! life! cycles,! nutrient! cycles);! provisioning! services! (e.g.! fish! for! food! and!
sale,! employment! and! income);! regulating! services! (e.g.! protection! from! coastal! erosion! and!
storm!damage,!maintenance!of!water!quality,!formation!of!beaches!and!islands);!and!cultural!
services!(e.g.!cultural!identity,!tourism!and!recreation,!research!and!interest).!
A!key!part!of!understanding!the!relationship!between!coral!reefs!and!associated!resourceQusers!
is! to! understand! the! dependency! people! have! on! coral! reefs,! what! forms! that! can! take,! and!
how! that! is! changing.! This! understanding! will! have! significant! implications! for! how! managers!
can! respond! to! future! changes! in! ecosystem! services! flows! and! the! benefits! which! people!
derive! from! them.! To! that! end,! the! livelihoods! component! of! the! FORCE! project! aims! to!
characterise!the!varied!nature!of!people’s!dependency!on!coral!reefs!in!the!Caribbean!and!their!
vulnerability! to! changes! in! the! ecosystem! services! coral! reefs! provide,! including! those!
provisioning,! regulating,! cultural! and! supporting! services! previously! mentioned.! New!

OVERVIEW!OF!WORK!
Multiple! field! surveys! were! used! to! address! a! range! of! governance! and! livelihoods! questions!
from!a!multiQlevel!perspective!in!Barbados!(Table!1)!and!replicated!in!three!other!countries!in!
the! Wider! Caribbean! Region.! These! surveys! were! designed! to! assess! peoples’! attitudes,!
behaviour,! dependency! on! coral! reef! resources,! livelihood! diversity! and! perceptions! of! coral!
reef! health! and! management! at! an! individual,! community,! and! country! level.! In! order! to!
represent!various!levels!of!social!and!economic!conditions,!and!marine!resource!dependency,!
this! research! was! conducted! in! four! countries:! Barbados,! Belize,! Honduras,! and! St! Kitts! and!
Nevis.! Three! communities! in! each! country! were! selected! to! replicate! the! research! at! a!
community! level.! Communities! were! selected! to! express! variation! of! the! two! most!
predominant! reefQdependent! livelihoods,! reef! fishing! and! tourism.! The! communities! were!
chosen! within! these! criteria! with! input! from! key! informants,! site! visits,! and! logistical!
considerations.!

Household!interviews!
FaceQtoQface! semiQstructured! interviews! were! conducted! with! representatives! of! individual!
households! at! the! community! level.! Interviews! were! designed! to! investigate! topics! such! as!
usage!of!the!sea!and!reef!areas,!reef!health,!views!on!reef!management,!livelihoods,!and!social!
capital!in!the!community.!Fishing!households!were!asked!additional!questions!to!quantify!the!
economics!of!fishing!and!patterns!of!usage.!!
The! target! sample! in! each! community! included! up! to! 50! direct! reefQresource! users,! and! a!
minimum! of! 25! randomly! selected! community! members,! who! were! considered! to! be! indirect!

COUNTRY!AND!SITE!PROFILES!
3.1
Country!profile!
3.1.1 Geography!
Barbados!is!the!most!easterly!island!in!the!Caribbean,!located!at!13oN,!59.1oW,!has!a!total!land!
area!of!430!km2!and!95!km!of!coastline!(Figure!3).!Temperatures!on!the!island!range!from!20!to!
30oC!and!the!island!receives!an!average!of!1,254!to!1,650!mm!of!rainfall!each!year,!mostly!in!
the! JuneQNovember! wet! season.! Given! the! island’s! exposed! location! in! the! western! Atlantic,!
Barbados’!east!coast!is!subjected!to!high!energy!waves!that!traverse!the!Atlantic!Ocean,!making!
conditions! unfavourable! for! coastal! activities.! By! contrast,! the! sheltered! west! and! southQwest!
coasts!are!characterised!by!protected!sandy!beaches.!The!island!is!composed!of!limestone!and!
coral!reef!terraces!(Burke!and!Maidens!2004).!The!limestone!bedrock!covers!86%!of!the!island!
and! forms! the! karst! landscape! with! numerous! gullies! and! caves,! providing! a! major! source! of!
building!materials!on!the!island.!

Barbados! has! a! population! of! nearly! 277,000! (Research! and! Planning! Unit! 2012).! With! an!

around! Barbados! are! considered! to! be! threatened! by! human! activities,! including! overfishing!
and! coastal! development! (Burke! and! Maidens! 2004).! Rapid! increases! in! coastal! development!
relating! to! tourism! and! increasing! population! density! have! contributed! to! marine!
environmental! degradation,! for! example! through! sedimentation! and! a! lack! of! wastewater!
treatment!(Cumberbatch!2001;!Burke!and!Maidens!2004).!All!targeted!reef!species!(particularly!
parrotfish)! are! considered! to! be! overfished! (Burke! and! Maidens! 2004).! The! nearshore! reefs!

continuously!along!the!southern!and!western!coasts.!
Degradation! of! reef! health! has! also! been! contributed! to! by! coral! bleaching,! such! as! the! 2005!
regional! bleaching! event,! and! reduced! populations! of! herbivorous! fish! due! to! overfishing! and!
disease! (Diadema! antillarum).! The! recent! arrival! of! the! invasive! lionfish! (Pterois! volitans! and!
Pterois!milares;!first!captured!November!2011)!is!causing!further!concern!about!the!health!of!
the!reefs!and!reef!fish!populations!(Research!and!Planning!Unit!2012).!
3.1.4 Coral!reef!use!
Fishing!
The! fishing! industry! in! Barbados! employs! approximately! 6,000! individuals,! including! fishing,!
processing,! retailing,! wholesaling,! boat! building,! export! and! distributional! activities.! In! 2010,!
there! were! 1,062! registered! fishing! vessels,! 587! of! which! were! ‘Moses’,! the! type! of! boats!
primarily!used!in!reef!and!nearshore!fisheries!(Research!and!Planning!Unit!2012).!!
The! industry! directly! contributes! US$14.6! million! annually,! or! 0.3%! of! the! national! GDP!
(Barbados! Fisheries! Division! 2004,! 2002! values).! The! relatively! small! size! of! the! shelf! area!
means! that! there! is! not! a! large! demersal! fishery! and! fishing! effort! is! concentrated! due! to!
limited! space.! Reef! fish! form! a! relatively! small! component! of! landings! compared! to! flyingfish!
and! pelagic! species! (McConney! et! al.! 2003;! Research! and! Planning! Unit! 2012).! Reef! fishing!
activities!peak!during!the!summer!months!(offQseason!for!pelagics)!and!fish!are!targeted!using!
traps,! spears,! handQlines! and! nets.! Iceboats,! launches! and! long! liners! are! chiefly! used! in! the!
offshore! pelagic! fishery! (although! launches! are! sometimes! used! for! demersal! fishing)! and!
Moses!vessels!are!employed!for!nearshore!fishing.!
All!fisheries!are!open!access!and!the!fishing!industry!is!considered!to!be!a!social!safetyQnet!for!
the! unemployed,! with! a! mobile! and! opportunistic! labour! force! involved! in! the! fishery!
(McConney! et! al.! 2003).! Fishers! move! between! sectors! of! the! fishery! according! to! seasonal!
opportunities,!but!most!rely!solely!on!fishing!for!income,!while!a!minority!are!engaged!in!lowQ

Tourism!
The!economy!of!Barbados!relies!heavily!on!tourism,!and!is!ranked!10th!worldwide!in!terms!of!
the! relative! contribution! of! travel! and! tourism! to! the! national! economy! (WTTC! 2012).! The!
Barbados!economy!relies!heavily!on!tourism!as!it!is!the!number!one!source!of!foreign!exchange!
and! contributed! US$0.5! billion! in! direct! revenue! (12.9%! of! GDP)! in! 2011.! In! 2011,! tourism!
contributed! US$0.5! billion! in! direct! revenue! (12.9%! of! GDP)! and! 18,200! jobs,! while! indirectly!
contributing!to!59,700!jobs!(WTTC!2012).!Tourism!has!led!to!rapid!development,!particularly!on!
the! south! and! west! coasts,! causing! modified! shorelines,! increased! sources! of! landQbased!

resort! at! the! time! of! research! was! the! allQinclusive! Almond! Beach! Village! to! the! south! of! the!

A! timeline! exercise! was! completed! in! each! of! the! initial! community! meetings! and! at! the! first!
national!consultation!meeting.!The!purpose!of!the!timeline!was!to!learn!more!about!the!history!
of! the! community,! or! country,! and! the! changes! or! events! that! have! been! important! in!
influencing!people’s!relationships!with!coral!reefs.!The!exercise!was!used!as!a!starting!point!for!
further!discussion!on!the!changes!that!had!the!most!important!effect!on!how!people!use!the!
reefs.!Participants!were!asked!to!identify!two!events!or!changes!that!they!felt!had!the!greatest!

National!key!events!
The!increase!in!coastal!development!and!the!corresponding!tourism!boom!in!the!1960s!were!
highlighted! as! having! the! most! significant! impacts! on! the! relationship! between! people! in!
Barbados! and! the! coral! reefs.! As! a! result,! a! greater! awareness! of! the! impacts! led! to! the!
establishment!of!the!Ministry!of!the!Environment.!Key!changes!identified!by!participants!clearly!
highlighted! that! local! impacts! (e.g.! increased! population! and! houses,! Sandy! Lane! hotel!
construction)!and!mitigation!measures!(Coastal!Zone!Management!Plan,!Fisheries!Management!
Plan,! Marine! Management! Authority,! and! the! South! Coast! Sewerage! Project)! had! the! most!
significant!perceived!effects!on!people!and!the!reefs.!It!was!noted!that!global!impacts!such!as!
coral! bleaching! events! and! measures! such! as! the! Cartagena! Convention,! Convention! on!
Biological!Diversity!and!the!International!Year!of!the!Reef!influenced!how!people!use!the!reef!in!
Barbados.!

Pile!Bay!key!events!
Some! of! the! most! highly! prioritised! changes! by! the! community! in! Pile! Bay! related! to! the!
impacts!of!the!Barbados!Light!and!Power!(BL&P)!plant!in!the!community.!People!felt!that!the!
construction! and! operation! of! the! BL&P! plant! had! led! to! pollution! in! the! nearby! marine!
environment,!and!that!the!outflow!of!warm!water!had!affected!the!sea,!causing!damage!to!the!
reefs.! However,! people! also! noted! that! it! had! provided! a! positive! benefit! to! the! community!
through! employment.! Fish! kills! (localised! dieQoff! of! fish! populations)! in! the! 1990s! and! 2000s!
were!highly!prioritised,!and!people!felt!that!there!would!be!a!continued!decline!of!fish!in!the!
future.! Social! and! cultural! changes! were! also! mentioned,! including! the! loss! of! recreational!
spaces!such!as!the!football!field.!

Six!Men’s!key!events!
Coastal! development! and! changes! to! the! near! shore! marine! environment,! such! as! the!
construction! of! Port! Saint! Charles! (1990s)! and! Port! Ferdinand! (2010s)! were! seen! as! the! most!
important!changes!in!the!community.!Beach!erosion!and!encroachment!of!the!sea!towards!the!
community! was! also! an! issue! people! prioritised,! describing! the! narrowing! of! the! beach! over!
time! as! a! result! of! construction! and! development! that! altered! the! coastline! and! influenced!
patterns!of!deposition!of!sand!and!beach!erosion.!These!changes!were!considered!to!have!had!
important! social! impacts! on! the! community,! resulting! in! forced! relocation! of! households!
formerly!living!on!the!beachfront!and!a!loss!of!recreational!and!social!space.!

Holetown!key!events!
Participants! prioritised! several! changes! relating! to! coastal! development! and! the! nearshore!
marine! environment,! such! as! the! increase! in! the! construction! of! hotels! and! beach! groynes! in!
the!1970s.!Beach!erosion!and!the!loss!of!turtle!nesting!sites!from!fencedQoff!beaches!were!also!
identified!as!important!issues.!The!conversion!of!the!nearby!cane!fields!into!the!Sandy!Lane!golf!
course! was! also! considered! a! key! issue! for! Holetown,! as! people! felt! that! this! has! led! to!
increased!runQoff!and!flooding!in!the!community.!Changes!in!people’s!use!of!the!sea!were!also!
prioritised,!there!was!a!conflict!of!interest!between!fishing!and!tourism!in!the!bay!adjacent!to!
Sandy!Lane,!as!fishers!said!the!hotel!was!unhappy!with!them!collecting!bait!in!that!area.!The!
decline! in! seamoss! and! sea! eggs! since! the! 1950s! was! noted! as! important! as! it! meant! people!
were!no!longer!able!to!collect,!sell,!and!eat!these!products.!However,!the!permission!to!catch!
bait!in!the!Folkestone!Marine!Reserve!was!prioritised!by!four!people!as!having!a!notable!and!
positive!impact!on!the!fishers!in!the!Holetown!area.!The!closure!of!the!Holetown!fish!market!in!
the!1970s!was!also!considered!an!important!change!for!the!community.!Participants!felt!that!
there!needs!to!be!more!government!control!on!the!number!of!allQinclusive!hotels!being!built!in!
the!area,!and!that!this!will!be!important!for!the!future!of!the!community.!

unsure! whether! reefs! were! important! or! not.! Interviewees! were! asked! to! explain! why! reefs!
were! important,! and! responses! were! categorised! into! five! categories:! fishery! (e.g.! a! place! to!
fish,!a!source!of!food),!habitat!(e.g.!a!habitat!for!fish!or!other!species),!coastal!protection!(e.g.!
protection! from! waves! or! hurricanes),! tourism! (e.g.! recreational! activities! such! as! snorkelling!
and!diving),!and!cultural!(e.g.!to!do!with!traditions,!spiritual!uses)!(following!Hicks!et!al.!2013).!
When!asked!why!reefs!were!important,!the!majority!of!responses!related!to!providing!a!habitat!
for!marine!life,!followed!by!coastal!protection!and!fishery!and!tourism!services!(Figure!9).!
Households! consumed! seafood! an! average! of! approximately! two! times! per! week! (Table! 7).!
Consumption! was! higher! in! Six! Men’s! than! the! other! studied! communities.! The! majority! of!
interviewees!in!Pile!Bay!and!Six!Men’s!responded!that!they!ate!food!from!the!reefs!less!often!
than!they!did!10!years!before!(61%!and!62%!of!respondents,!respectively),!while!in!Holetown!
only! 47%! of! interviewees! believed! that! they! ate! food! from! the! reefs! less! frequently! than! in!
previous!years.!The!majority!of!respondents!believed!that!their!household!consumption!of!food!

consultation! meeting.! This! activity! was! designed! to! explore! the! groups! and! organisations!

A!wide!range!of!actors,!both!public!and!private,!are!involved!in!the!use!and!governance!of!coral!
reefs.!These!actors!range!from!those!who!depend!on!the!reefs!for!their!livelihoods,!to!the!local!
organisations!who!manage!the!reefs,!to!government!agencies!involved!in!policy!and!legislation!
development.! The! relationships! between! the! actors! involved! in! governance! can! contribute! to!
the!failure!or!success!of!governance!and!management!outcomes.!Social!network!analysis!(SNA)!
provides!a!quantitative!way!to!study!these!relationships.!
In! SNA,! data! are! collected! on! relationships! between! individuals! and/or! organisations.! Some!

income!from!reef!fishing!than!their!counterparts!in!other!sites,!especially!those!in!sites!adjacent!
to!a!marine!protected!area!(MPA).!
In!Barbados,!Pile!Bay!boat!owners!appear!to!be!generating!the!most!income!annually!from!reef!
fishing! (compared! to! other! fishing! roles)! due! to! the! profitability! of! the! net! and! SCUBA! diving!
fisheries.!Higher!profits!by!boat!owners!in!Barbados!indicate!that!the!existing!share!system!(i.e.!
the!system!used!to!split!profits!between!the!boat,!owner,!and!crew)!serves!to!ensure!that!an!
investment! in! boat! ownership! is! justified.! Shore! fishers! experience! very! high! profit! margins!
(86%)!as!the!low!cost!of!fishing!minimally!affects!their!gross!revenues.!Reef!fishing!income!was!
lowest! in! Holetown! and! this! is! likely! due! to! the! presence! of! the! MPA! restricting! reef! fishing!
activity!and!fishers!being!involved!in!offshore!pelagic!fishing.!!
8.3
Dive'tourism'
Business! owners! and! managers! from! seven! of! the! eight! established! dive! shops! in! Barbados!
were!interviewed!during!the!study!period.!Using!only!the!expenses!given!by!the!dive!operators,!
the!estimated!annual!net!revenue!was!in!total,!US$966,243!for!the!three!sites.!Based!on!two!
estimates!of!profit!using!different!methodologies,!the!total!value!of!SCUBA!diving!at!these!sites!
could! lie! between! US$966,243! and! US$1,169,285! per! year.! Spatial! data! on! the! frequency! of!
visits!to!reefs!surrounding!the!communities!show!the!approximate!spatial!variation!in!economic!
rents!based!on!area!usage!(Figure!19).!
8.4
Responses'to'future'change'
8.4.1 Fishers’!responses!to!hypothetical!changes!in!reef!fish!populations!
In!response!to!hypothetical!changes!in!the!size!and!quantity!of!fish!in!their!catch!(Figure!20),!
many!fishers!stated!that!they!would!not!change!their!fishing!effort.!With!25%!declines!in!fish!
sizes! and! abundance,! more! fishers! suggested! that! they! would! fish! less! rather! than! fish! more.!
With!drastic!declines!in!catch,!a!number!of!fishers!from!all!three!communities!stated!that!they!
would! stop! fishing! altogether.! Based! on! the! stated! number! of! fishers! exiting! the! fishery! and!
losses!from!lower!catch!rates,!with!drastic!declines!in!the!numbers!of!fish!in!catch,!all!else!being!
equal,! total! expected! annual! losses! for! all! Barbados! study! sites! totalled! to! just! under! US$0.2!
million!(PPP!dollars).!!
Although!there!were!varying!anticipated!responses!to!improvements!in!catch,!the!majority!of!
fishers! indicated! that! they! would! either! fish! the! same! or! increase! effort.! These! findings! have!
potential! implications! for! coral! reef! fisheries! management.! For! example,! if! a! successful! MPA!
were!to!increase!fish!biomass!outside!of!its!borders,!or!if!stocks!were!to!improve!after!a!closed!
season,!these!effects!may!quickly!be!offset!by!increased!fishing!pressure.!
