MOTION
Tom Morales was an early advocate for the preservation ofthe City's historic neighborhoods.
Not only did he turn his own home, at the southwest corner of Carroll Avenue and East Edgeware
Road, into one of the head-turning Victorian jewels of the City, he spearheaded the protection of
Angelino Heights' architectural treasures.
Tom Morales served as the Chair of the Angelino Heights Preservation Overlay Zone
(HPOZ) Board; the first such historic zone created in the City. The Morales family home, which
exhibits signs of the Queen Anne and Eastlake styles, was declared City Historic Cultural Landmark
#51.
The City Council adopted the ordinance establishing HPOZs in 1979 and Angelino Heights
became the City's first HPOZ in 1983. Today, the City of Los Angeles has 29 designated HPOZs,
with many more under consideration.
Tom Morales was instrumental in the development of the HPOZ system and the long-term
preservation of the City'S historical places and neighborhoods. Tom Morales was a true friend to
LA preservation. His work transcends neighborhoods, culture and generations. Tom is honored here
today for his tireless effort for the cause of historic preservation for a City he called home for nearly
three quarters of a century.
Designating the intersection at Carroll Avenue and East Edgeware Road, adjacent to his
family home, as the "Tom Morales Square" honors his memory and work that he accomplished. Tom
Morales passed away on October 15,2012.
I THEREFORE MOVE that the intersection at Carroll Avenue and East Edgeware Road
in Angelino Heights be named 'Tom Morales Square" and direct the Department of Transportation
to erect permanent ceremonial signage to this effect.
